Mercy Corps is an international, non-governmental humanitarian relief and development agency that exists to alleviate suffering, poverty and oppression by helping people build secure, productive, and just communities across the globe. Mercy Corps works in 41 countries, and has been present in Nepal since 2005. Mercy Corps Nepal works to build the absorptive, adaptive and transformative potential of vulnerable individuals and communities across Nepal. The goal is attained through a systems based approach to market development, financial services, disaster risk reduction, climate change adaptation and youth engagement, with the inclusion of women and disadvantaged groups as important cross-cutting themes throughout each intervention area.(www.mercycorps.org, nepal.mercycorps.org)

Mercy Corps is focused on youth engagement by building the capacity of local organizations to work and promote opportunities for, youth. By strengthening and stablishing local Youth clubs/groups, and linking school-based networks, our programmes address community and youth needs by; facilitating quality of education, psycho-social support and skills building, particularly around school- and community-based DRR, financial literacy, leadership and social engagement.

Mercy Corps Nepal invites applications from experienced and qualified Consultants/Firms for the proposal of Final evaluation of Generation Amazing (GA) program. By the end of October 2016, Generation Amazing will complete the program implementation in Nepal. During this period, the program has rehabilitated 4 community football pitches and introduced a football focused, Positive Child and Youth Development program in the communities of Kailali, Makwanpur and Kaski. In order to study the overall results of Generation Amazing program and its impact over the lives of target beneficiaries, a project evaluation exercise will be conducted in 3 districts. These Terms of References are designed to guide Mercy Corps in conducting this evaluation in a structured manner that truly captures the results of the program and analyzes progress against each outcome.

QUALIFICATIONS AND PERSONAL ATTRIBUTES

  • An organization/individual with at least 5- 7 years of experience in the research and/or evaluation field
  • Experience leading mixed-methods evaluations (i.e. both quantitative and qualitative techniques), preferably including experience with children
  • Strong facilitation skills, particularly with regards to working with vulnerable groups
  • Strong project management skills
  • Demonstrated understanding and support of principles of equity and inclusion
  • Proven record of using statistical analysis software
  • Experience in managing and coordinating evaluation/research exercises, delivering agreed outputs on time and budget.
  • Experience in data collection and analysis using participatory methodology.
  • Fluent spoken and written English
