Community Development Center, Nepal (CDC, Nepal) is a non-governmental, Non-Profit organization established in 2065 B.S and registered in District Administration Office Nuwakot and affiliated with social welfare council. The organization is actively working in the area of Good governance, community development, community empowerment, capacity development, food security & resilience, Disaster risk reduction and Climate change adaptation, poverty elevation, WASH etc. CDC- Nepal is community based organizations working actively in grassroots for sustainable livelihood outcomes through community empowerment; participatory, gender mainstreaming; GESI, inclusive and rights based approach. The organization has been providing services to marginalized, vulnerable and earthquake affected people for accessing local level resources. The organization aims to improve the health status of people and protect the environment by encouraging to build the improved cook-stove. CDC, Nepal is also helping livelihood sustainability programs. CDC Nepal is helping local people to recover from recent disaster with the help of Save the Children under ERR project in the sector of livelihood, health, child protection, Education, Wash, physical facilities etc. CDC, Nepal is partner with Local Governance and Community Development Program (LGCDP), Save the Children, Poverty Alleviation Fund (PAF), UNICEF, UNDP, DFID, Care Nepal.

JOB SUMMARY

The DRR Officer will support the implementation Nepar Earthquake responce Project through VDC and community level facilitation, technical backstopping and coordination. The role will ensure successful planning, implementation, integration and mainstreaming of disaster risk reduction and climate change adaptation with development intervention at VDC and community level. The DRR officer  will coordinate with the communities, local resource persons, and other stakeholders to accomplish Nepal Earthquake responce Project activities in respective district. As a DRR Officer  s/he will be responsible for the overall implementation of the DRR program activities at VDC and community level, focusing on technical aspect of LDMC, CDMC and various task forces. 

1. Activities Planning, and Implementation 

  • Support in preparing the annual plan, program plans and budget of district/s in consultation with DRR team, PC and communities ensuring gender and social inclusion  
  • Support to select vulnerable communities and socially excluded groups within priority VDCs jointly with Officer, PC, DDC, VDC, and communities for disaster and climate vulnerability analysis and pilot demonstration adaptation and disaster actions. 
  • Develop overall program implementation strategy and approach at VDC level and community level in close coordination with local resource persons.
  • Support to implement DRR interventions at VDC level, Local Disaster Management Committees, Farmers Groups, Mother Groups 
  • Support to implement prioritized interventions and activities, identified through community planning, in the most climate-vulnerable and disaster-prone wards of selected VDCs
  • Provide facilitation to implement community based disaster and climate change adaptation measures identified communities through plan 
  • Support to organize various community level training, workshop and meetings for vulnerable communities and VDC level stakeholder
  • Provide technical guidance to Local Resource Persons (LRPs) to implement field level activities

2. Capacity Building of project LDMC, CDMC and Community members

  • Support to enhance the capacity of LDMC, CDMC, Early Warning Task Force, First Aid Task Force and Community Search and Rescue Task Force, and community members for effective preparedness, response, recovery, mitigation and adaptation 
  • Facilitate to community based institutions to integrate and mainstream disaster risk reduction  integrate and climate change adaptation into existing development planning through the LDRMP and LAPA process at district and VDC level 
  • Support to enhance the capacity of priority communities to influence the decision making at the LDMC, and CDMC for funding allocation for their integrated DRR and CCA plans
  • Build technical capacity of Local Resource Persons and mobilize them in effective ways to achieve DRR and CCA results
  • Provide technical supports to REFLECT centers particularly in DRR and CCA issues
  • Help to conduct training to members of VDC councils

3. Facilitation and Reporting

  • Support LDMC and CDMC for their regular meeting in terms of planning and implementing DRR and CCA activities
  • Provide technical backstopping to various task forces, to implement disaster preparedness and response
  • Perform as a technical resource person of behalf of DRR and CCA focal person in PNGO and
  • Provide technical guidance LDMC and CDMCs  to formulate integrated DRR Plans
  • Support to PC, to review, update and implement Disaster Preparedness and Response Plan (DPRP)
  • Work closely with District Disaster Relief Committee for preparedness and response
  • Facilitate various cluster level meeting while preparing DPRP
  • Prepare periodic progress report and submit accordingly 
  • Responsible for gender responsive behavior in all actions and decisions

4. Field Level Coordination and Networking 

  • Facilitate to integrate DRR and CCA local development plan and sectoral plans 
  • Support LDMC, CDMC, task force and communities in the development of DRR and CCA plan
  • Organize community/ group level and site base level trainings, workshops and cross visits focusing on DRR and CCA 
  • Coordinate with Nepal Earthquake responce Project Mobilizers and other VDC/Community level stakeholders  for the effective implementation of DIP of PNGO 
  • Maintain close and regular contact with consortium members, partners, government line agencies and other stakeholders for effective program planning, implementation and monitoring at VDC and communities.

Working conditions:

  • Based in  district. 

PERSON SPECIFICATION REQUIREMENTS:

Qualifications:

  • Bachelor in environment, forestry, disaster risk reduction and climate change adaptation with experience including social mobilization 

Experience:

  • 3 years of practical experience in environment, NRM, DRR and CCA sectors. Facilitation in community based adaptation and disaster planning would be added value for this position. 

Skills and knowledge:

  • Technically sound in program planning, implementation and participatory monitoring 
  • Experience in environment, natural resource management, disaster risk reduction and climate change adaptation 
  • Solid understanding of the links between climate change, DRR and social mobilization 
  • Updated information on national and sectoral policies, especially on environment, forestry, agriculture, disaster risk reduction and climate change adaptation
  • Strong knowledge on climate and disaster vulnerability assessment, planning, implementation, monitoring and evaluation
  • Strong knowledge and experience in community mobilization. 
  • Excellent communication skill 
  • Basic report writing skills for program activity reporting 
  • Proven initiative, flexibility and ability to work in the interior parts of the program districts, organize and mobilize communities, and linking the communities with program 
  • Sensitivity and responsiveness to Gender, diversity issues 
  • Basic understanding on RBA, GESI and poverty related issues. 
  • Able to use computer to run MS Office application and email system 
  • Team building skills
