Details / requirements:

RTI International, the International Education Division is currently accepting applications for a District Co-ordinatorfor Surkhet district to support the Early Grade Reading Program (EGRP),a USAID-funded five-year program to improve early grade reading in Nepal. This is a full-time position. The program works closely with and support the Government of Nepal’s design and initial implementation of a national education model that standardizes early grade reading in public schools.  

The District Coordinator will oversee implementation of program activities at the district level. H/She will manage program systems and procedures, provide financial oversight of district bank account support technical implementation and activities when needed. H/She will be responsible to liaise with the District Coordination Committee (DCC), Local Government and Local Education Units, District Education Office (DEO) and other stakeholders to foster good working relationships. H/She work closely with the regional manager to assure technical and operational management and quality control.

Primary Responsibilities:

  • Works closely with the District Coordination Committee (DCC), Local Government and Local Education Units, District Education Office (DEO) and other stakeholders in the district to implement EGRP’s technical assistance;
  • Provides technical assistance to Local Government and Local Education Unit, District Education Office (DEO)
  • Supports EGRP implemented assessments and studies;
  • Provides day-to-day supervision of, and works collaboratively with the local government authorities;
  • Prepares periodic district program reports and submits to regional manager;
  • Manages the district office, including setting up office systems while working closely with the regional program office;
  • Management /overseeing micro-grants (SMC) awarded to schools, and supervision;
  • Assists to supervise district level grantees on financial management and report to grants unit;
  • Monitors of district based local partners as well as monitor the overall operational and technical quality and completion of program deliverables;
  • Monitors and supports to social mobilization grant recipients i.e. NGOs and SMCs for effective implementation of family and community engagement interventions at the school and community level;
  • Oversees and coordinates district-based key stakeholder meetings to ensure effective integration of program activities into target districts in close collaboration with community counterparts;
  • Responsible for the accuracy of district program timelines, tasks, milestones, resource requirements, costs, risks and execution;
  • Liaises with district stakeholders to ensure work is progressing as planned and on schedule;
  • Contributes to the programs Annual Work Planning, quarterly reporting, monitoring and evaluation and other reporting needs as requested;
  • Supportsregional manager in the definition and execution of program activities and the development of plans, schedules, budgets and deliverables;
  • Monitors and reviews program budget and expenditures, financial forecasts, working with partners to ensure compliance with corporate and client regulations;
  • Regularly confers with partners to get performance feedback and to resolve problems or issues should they arise.

Required Skills and Qualifications:

  • Master’s degree in  Education, Public Administration or social science with 3 years of experience or Bachelor’s Degree in Education, Public Administration or social science with 6 years of experience.
  • At least 3 years of experience managing budgets, and logistics to coordinate a large-scale program, preferably in the education sector;
  • Experience managing international donor programs and with USAID highly desirable;
  • Extensive field experience in targeted districts and solid understanding of the realities and complexities of working in communities with marginalized and disadvantaged groups, and integrating crosscutting GESI strategies;
  • Demonstrated success in providing hands-on capacity building and technical assistance to partners and stakeholders;
  • Demonstrated ability to develop effective working relationships with government counterparts, local organizations, and other program and partners;
  • Strong oral and written communication skills in Nepali and English.
