The International Organization for Migration is seeking qualified candidates for the following consultancy based in Kathmandu with on-site district visits.

Position Title: Consultant – 1 position 

Type of Contract: Consultant Contract 

General Background: With support from the United Nations Peace Fund for Nepal (UNPFN), the International Organization for Migration (IOM) commenced the project ‘Technical Assistance to the Ministry of Peace and Reconstruction (MoPR) in the implementation of Psychosocial Counselling and Support Services to Conflict Affected Persons’ (hereafter, referred to as “TA Project”) in March 2013.  

Nature of consultancy: Final Evaluation of TA Project with time frame for a month starting from mid-February, 2015 

Objective: To assess and examine the extent to which the TA Project has achieved its stated peace-building impact and outcome including UNPFN’s strategic outcome and its effective contribution to the peace-building process in Nepal as well as to future initiatives of IOM.

Tasks to be performed:

a) Examine the execution of TA Project activities, outputs and outcomes against the project’s Results Matrix and in accordance with the UNPFN Monitoring and Evaluation Framework.

b) Assess the project’s overall contribution to collective UNPFN peace-building results particularly the Strategic Outcome 7. The assessment will focus and analyze on three evaluation criteria i.e. Impact, Relevancy and Sustainability. 

c) Examine the project’s approach to peace-building in addressing the needs of women and vulnerable groups and improving conflict sensitivity in project design and implementation as well as assess the level of implementation of these measures. Record relevant good practices and intended and unintended impact in terms of gender, inclusion and conflict. Since this project was adopted as a Gender Marker 3 project, assess the extent to which the project and its implementation methods advanced ‘gender equality as a principal objective’.

d) Assess overall performance of TA Project in terms of technical, financial management and its processes. Assess issues such as management of risks identified in the project proposal; validity of the theory of change; catalytic nature in terms of additional financial comments or unleashing peace relevant processes; risk taking / innovative approaches; selection of project location, beneficiaries and project staff particularly in light of the intended objectives.

e) Analyze lessons learned and good practices with regards to peace-building in Nepal and provide actor-specific, well-targeted recommendations on how the project’s contribution to the peace process could be strengthened or any unintended negative consequences be mitigated. Include one or two concrete stories or examples of success and failure 

f) Complete, together with the project staff, a calculation of the project’s expenditure on gender, inclusion, M&E and conflict sensitivity. Further, work closely with relevant staff of IOM and MoPR in Kathmandu as well as with the district stakeholders such as government offices and conflict affected victims and undertake duty travels relating to evaluation activities, as required. 

Required Qualifications and Competencies:

  • Completed advanced university degree in Peace & Conflict Management, Sociology, Law, Human Rights, International Relations with experience in working with national and international organizations.
  • At least 10 years of relevant professional experience in the areas of transitional justice, relief and reparations, human rights, humanitarian and/or international criminal law, peace and conflict management;  
  • Understanding of international best practices in the area of transitional justice, relief and reparations as well as previous experience in evaluating human rights projects, particularly on transitional justice, relief and reparation issues in a post-conflict environment, is a must.
