Consultancy to support capture efforts for an anticipated project to improve adolescent girls’ access to quality education 

Proposed timeframe: 10 days between March 8 and March 30, 2017

A. Background

Winrock International is a leading organization working with communities and governments across the globe to improve the ability of individuals and communities to increase income and strengthen the economic base through sustainable approaches.  Winrock specializes in international development projects and consulting services in a wide range of areas, including education access; women’s empowerment; countering gender-based violence (GBV), trafficking-in-persons, and child labor; leadership and capacity development; and community mobilization and development. 

Winrock has a long history in Nepal and globally working with USAID and other donors to promote women’s and girls’ empowerment; improve access to education; and develop the capacity of leaders and communities to effect social change and protect rights.Winrock has worked in Nepal for many years, partnering with donors, governments and communities to improve energy and natural resource management, strengthen sustainable livelihoods and agriculture, and combat child labor.

Winrock is considering a bid for an anticipated USAID-funded project to improve girls’ (age 10-19) access to quality education and requires the assistance of a consultant. The consultant will collect information from key stakeholders and through desk research, synthesize findings, and provide key recommendations to Winrock for further development. 

B. Tasks

Prepare a 5-7 page brief contributing information relevant to the issue of adolescent girls’ education.  The brief should include all sources referenced and include the following sections. Guiding research questionswill be provided.

a. Assessment of the opportunity (1 page)

  • Information related to anticipated procurement
  • Summary of likely target geographic areas
  • Summary of key donor priorities related to adolescent girls’ education and empowerment

b. Relevant policies and programs (2 pages)

  • Descriptions of existing national and subnational policies and government programs to improve adolescent girls’ education and livelihoods
  • Capacity and willingness of government actors, schools, and civil society (CSOs, advocates, communities) to improve access to quality education
  • Identification of recent or current projects in Nepal to empower adolescent girls through education and/or livelihoods and assessment of what has worked well

c. Identification of key stakeholder groups and an analysis of how each champions or blocks progress (1-2 pages)

D. Qualifications

  • Master’s degree in education, gender studies, international development, or related field; or Bachelor’s degree with commensurate professional experience
  • At least 5 years’ professional experience in education, community development, female empowerment, and/or similar programming
  • Knowledge of the education sector in Nepal, including policy, programs, and key stakeholders
  • Demonstrated experience conducting research
  • Demonstrated experience working with diverse stakeholders, including government, civil society, educators, and NGOs
  • Fluency in English and Nepali
