Application for Expert Service in Civic Education and Curriculum Development

The International Foundation for Electoral Systems (IFES) Nepal seeks applications from interested and qualified individuals for Expert Service in Civic Education and Curriculum Development.

Timeline: Approximately 30 days, over a period of 2 months (tentatively start from 1 March 2016)

BACKGROUND

The International Foundation for Electoral Systems (IFES) supports citizens’ rights to participate in free and fair elections. IFES advances good governance and democratic rights by providing technical assistance to election officials, empowering the underrepresented to participate in the political process and applying field-based research to improve the electoral cycle. Since over a decade, IFES has worked to strengthen the electoral management capacity of the Election Commission of Nepal (ECN), promote inclusive electoral reform, strengthen the capacity of civil society organizations (CSOs) and mobilize citizens to participate in democratic processes. IFES is currently working with local civil society organizations to promote the political and electoral participation of traditionally marginalized groups including women, youth, Dalit, and persons with disability. Civic and electoral education is being carried out in many different ways with a variety of tools.

In light of the future local elections, and in order to best prepare and mobilize citizens, IFES is currently looking to develop new curriculum related to local elections and decentralization, which will inform citizens at the grass root level on the importance of local elections for the development of their locality, the meaning of decentralization and how it will be applied and the importance of their participation as active citizens in local decision making, governance and development.  This curriculum will be used by IFES and its partners to develop outreach materials, electoral education campaigns. It will serve the ECN and local election officials for their outreach campaigns and voter education drives.

TASKS AND RESPONSIBILITIES:

  • Develop a background reference manual with detailed information on local development, decentralization and citizenship participation in local decision making, maintaining accountability, electing representatives, etc.
  • Develop a training manual for trainers and participants on civic education and governance
  • Facilitate training of IFES staff and partners

CANDIDATE REQUIREMENTS:

  • A minimum of Master’s degree in political science, sociology or related areas with 5-7 years of experience in developing curriculum and training in the field of civic education and local governance;
  • Excellent communication skills (written, oral and typing) in Nepali and English;
  • Ability and willingness to travel within Nepal if needed;
  • Ability to work under pressure and to tight deadlines; and
  • Knowledge of elections and the constitution would be highly regarded.
