Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Hiring a consultant for Developing Mobile app
Backgrounding in Nepal since 1980s undertaking various humanitarian initiatives to save lives and serving people in disasters mainly flood, landslide, earthquake in different districts of Nepal. As a humanitarian organization, it started to response the devastating earthquake of 25th April, 2015. Right now Oxfam is working in 6 districts in recovery and reconstruction after the earthquake delivering Gender and Protection, Water Sanitation and Hygiene (WaSH), Shelter, Disaster Risk Reduction (DRR) and EFSVL.
Gender Equality is a principle value of Oxfam and views all forms of violence against women/girls, domestic violence, sex trafficking, sexual assault and harassment, a major obstacle to women’s and girls’ development, and one of the most widespread barriers to end poverty and discrimination. Through the Gender and Protection standalone project and mainstreaming program Oxfam in Nepal envisions reaching out the most vulnerable and transforming the disaster into opportunity.
Gender and Protection interacts with other factors such as age, ethnicity, caste, class, religion, and geographical location, to determine an individual’s human right and ability to access resources, information, services and to participate in a given society. These intersectional identities determine the vulnerabilities and strengths of women, men, girls and boys in both natural disasters and conflict. Due to gendered expectations, gender norms, gender based violence (GBV) and economic status the vulnerability of women and girls has increased. Nonetheless, with transformation of knowledge, skill, leadership, providing better and equitable opportunities and empowerment in technology, women/girls can emerge as change agent.
Development of mobile app focusing on 6 legal documents (citizenship and vital certificates) and single women emergency fund is to build awareness, improve access to information and services, claim for it and reaching out most vulnerable in 6 earthquake affected districts (Kathmandu, Lalitpur, Nuwakot, Dhading, Gorkha and Sindhupalchowk).
As language is one of the major factors for low access to quality information this will be taken in high consideration and mobile app will be developed in Nepali and Tamang language. According to Oxfam’s mid line survey conducted in January-February 2017 after Nepali Tamang is the most spoken in our working areas. However, use of Tamang language will be limited to narrative only whereas Nepali will be available in both readable and narrative.
Objectives of the Assignment
- To conduct feasibility study of mobile app among most vulnerable earthquake affected 6 districts on possibility of accessibility of app by women, girls, boys and men
- To develop mobile app in all version of Android based on feasibility study
- To enhance capacity in the use of technology
- To track the effectiveness of the mobile app
Scope of Services and Tasks and Activities to be completed
The overall scope of this consulting assignment is to develop the mobile app based on the feasibility study
Activities will include, but may not be limited to, the following:
- Prepare and finalize questionnaire and methodologies for feasibility study
- Coordinate with district Oxfam and partner team for the study and content for graphic design for mobile app
- Conduct feasibility study and produce report
- Develop mobile app on the basis of the feasibility study finding in all versions of Android
- Orientation and testing on the use of app after upgrade
- Joint monitoring field visit with Oxfam and partner staff and feedback collection
- Upgrade and troubleshooting based on the feedback
- Live version of mobile app produced and implemented
- Refresher orientation is provided as per need
- Regular minor operational, trouble shooting and on site visits
Expected Deliverables
The major deliverables will be focus on four particulate areas 1. Feasibility assessment 2. Development of mobile app 3. Capacity development of staff to use the app and providing operational support 4. Monitoring and evaluation, and statistic of app
- Detail financial and technical proposal for the delivery
- Report of the feasibility study
- Mobile app as per the content provided by Oxfam in the all versions of Android in offline and online version in readable and narrative method in Nepali. For narrative method Nepali and Tamang language will be used
- Deliver orientation and testing of the use of mobile app to Oxfam and partner staff
- Joint monitoring field visit reports with specific recommendations/feedbacks
- Upgraded mobile app based on recommendation/feedback
- Usage report of the app as per need
- Full working offline and online (perpetual) version to be provided for further use (even after the completion of the contract)
- Provide minor operational and troubleshooting support including on site visit
Reporting Line Manager
The consultant will report to the Gender and Development Coordinator, Gender in Emergency unit in Oxfam. It is expected that consultant will work closely with the Gender in Emergency and IT team in the development of the app. During app development, the consultant will also be expected to consult with district partner and Oxfam team, and Media Advocacy and Campaign.
Duration: Start date and completion date
It is expected that the assignment will take 2 months starting from first week of July 2017 to March 2018

Terms of Payment
The payment will be made in three instalments. First instalment (30%) will be paid after the submission of the report of feasibility study, second instalment (40%) will be paid after the upgrade of mobile app and last instalment (30%) will be paid in the end of the contract after receiving all the deliverables as per this term of reference with full satisfaction evaluated by hiring manager.

Confidentiality / Non disclosure
All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.
During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.
The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work.
Intellectual property, Copyright, and Ownership of all prepared information
The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.
The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.
Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
