Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Terms of Reference for 

Documentation of Urban Risk Management Project Process and Learning in Kathmandu and the Terai

BACKGROUND

Oxfam, in partnership with the Department of International Development (DFID)/UKAID is implementing programme from March 2012 to June 2014 for Urban WASH Preparedness and Community Based Disaster Risk Reduction in Kathmandu and Urban Risk Management for Municipalities in the Terai region of Nepal. The main objective of the project is to reduce suffering and loss of life following a major earthquake and increased resilience of two municipalities to disaster risk in Nepal by 2014. 

Government of Nepal has identified 83 open spaces to be used for emergency purpose. Based on the target impact at larger sites, the project has been working to facilitate the two largest open spaces; NARC area (Khumaltar, Lalitpur) and Tribhuwan University area (Kirtipur) with WASH facilities and mass awareness and preparedness activities in the 14 host communities adjacent to the two selected open spaces (1 to 6 and 17 ward of Kirtipur Municipality and 5, 14, 15, 17, 19 of LSMC, Dhapakhel-1 and Imadole-6). Similarly, urban risk reduction activities have been implementing in two Terai municipalities in the Far Western region of Nepal: Dhangadhi (Kailali district) and Bhimdatta (Kanchanpur district) municipality and 4 wards (communities) in these municipalities. 

PURPOSE  OF THE STUDY

The purposes of the study are:

  • To document the process followed for implementation of the project in urban context,
  • To assess the changes and impacts brought about by the project at individual, community and institutional level,
  • To analyze the effectiveness of methodology used and why and how the changes happened, and how the project contributed to this,
  • To collect human interest stories to substantiate the findings and analysis,
  • To produce the document that can be used as a reference material for other institutions involved internally  and nationally in urban risk management sector and
  • To recommend further intervention action for Urban Risk Management programme in urban setting of Nepal.

SCOPE OF THE WORK

The Consultant will conduct but not limit her/himself to the following activities: 

  • Agree on framework of study with Oxfam and prepare checklist for field assessment, 
  • Conduct discussion with project team regarding process followed and prepare of brief analytical overview of the project,
  • Visit programme area interacts with communities, partners and district stakeholders for assessing effectiveness of process and methods applied by the project. Assessment of the vulnerable groups directly involved in the project intervention in the urban context,
  • Assessment of DMCs on how effective the committee influence in decision-making or local governance processes in urban context? How the project supported them to strengthen the committee and what can be done for effectiveness?
  • Assessment of effectiveness of women empowerment centre (What and how?)
  • Assessment of the impression of government stakeholders, partner organizations, community women and men in general about the project’s results.
  • Collection of adequate number of human interest stories, quotations together with photos of individuals interviewed, and vital quantitative data and
  • Produce a quality document with strong recommendation for further intervention. 

 DURATION OF ASSIGNMENT

The assignment shall be accomplished within 45 calendar days after signing the contract. 

QUALIFICATION OF CONSULTANT

  • Sound knowledge on DRR, WASH gender, social inclusion and issues related to the project
  • Proven analytical and documentation skills and experience of collecting stories of changes and impact
  • Proven experience of conducting process documentation with publications  and dissemination at national and international level 
  • Experience in using tools and techniques in urban  DRR/ WASH context
  • Good facilitation skills at  national, institutional and  community level
  • Good knowledge of disaster management and humanitarian response mechanism and policies of Nepal.
  • Consultant(s) must have Organization registration, VAT registration certificate, Tax clearance certificate and renewal certificate.
