International Federation of Red Cross and Red Crescent Societies (IFRC)

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Background to request

The SURE programme works in seven municipalities across three of Nepal’s major urban centres to build resilience against, and preparedness for, a range of disasters. The programme is designed to improve the urban disaster resilience of municipal governments, the Nepal Red Cross Society (NRCS) and citizens, including specific target groups, across the seven targeted municipalities[1]. SURE will use multi-hazard and informal network approaches to increase the overall disaster resilience of people in urban areas.

 The SURE Programme reports  to DFID quarterly, has commissioned multiple assessments on aspects of the programme, and has engaged a learning partner who has produced a range of learning products.

Purpose of Consultancy support

Each year DFID complete an annual review. The purpose of this learning study is to assess the progress that the SURE programme has made against the recommendations drawn from DFIDs annual review in 2018 along with progress against recommendations identified from the programmes own annual reflections since inception. 

 This study will identify areas of progress for the SURE programme and reinforce recommendations yet to be addressed.

Scope of consultancy

Consultancy will look at recommendations made since the programmes inception and assessaction against these recommendations via review of programme documents and interview with staff.

Outputs / deliverables

1)      Draft report outling recommendations made regarding SURE programme and the actions taken if any (due after 10 days)

2)      Final report outling recommendations made regarding SURE programme and the actions taken if any

3)      Summarise achievements of programme against logframe

[1] Note at the time of the urban assessment (December 2016 – February 2017) the SURE programme was working in 8 municipalities. Since then the Government of Nepal has restructured municipalities and 2 of the municipalities targeted Bajraharahi and Karyabinayak have largely been consumed by Godavari municipality, which the SURE programme will now focus on.
