Invitation for the Consultancy Service for Pre-project KAP/Baseline study of One Health Asia Programme in Nepal

Background:

With the financial assistance from European Union, ANSAB in partnership with Relief International (RI) is going to implement One Health Asia Programme (OHAP) in Chitwan, Rupandehi and Banke districts of Nepal from March 2014 for three years. The programme aims to contribute effectively to the reduction of zoonoses and alleviate their impact on fragile population by promoting awareness, behaviour change, and coordination between individuals, local and national authorities.The specific objectives of the program are to: 

1. Create Awareness & Behaviour Change

2. Develop Prevention & Response Capacity of communities, government departments & academia

3. Integrate Zoonoses Surveillance within Existing Government Regulations

We are seeking a well qualified and experienced Consultant or Consultancy firm to conduct Pre-KAP (Knowledge, Attitude and Practice) and Baseline Study in the three project districts.  

Objectives of the work:

The main objectives of the work are to: 

  • Provide a reliable baseline information which will be used as benchmarks against which changes and progress of achievements can be measured and evaluated using verifiable indicators presented in the logical framework during the project implementation. 
  • Determine the Knowledge, Attitude and Practices (KAP) status on livestock health & husbandry,zoonoses and their impact on public health among the targeted beneficiaries.

The specific objectives of the work are to:

  • Document the existing qualitative and/or quantitative values of the project indicators based on the given logical framework
  • Create better understanding of existing knowledge, attitudes and practices among the project beneficiaries and to describe the vulnerabilities and gaps 
  • Generate baseline data on existing knowledge, attitudes and practices in the target districts as part of a framework for monitoring progress
  • Provide essential data for formulation of key messages and required areas of focus in awareness raising campaigns 

Scope of the work:

The baseline survey, primarily the KAP study, will establish baseline figures or status for various indicators as outlined, with the view that the same indicators will be re-assessed in final evaluation and the post-KAP to be conducted at the end of the project. 

The following are the issues and indicators framework for the baseline study:

  • Assessment of the current condition of the physical infra-structure e.g. Veterinary Hospitals, Vet service centers, Veterinary colleges/training institutes, Medical colleges, Hospitals, medical institutes, and medical and veterinary laboratories or diagnostic facilities, and their response in prevention of zoonoses
  • Assessment of the cold chain maintenance of vaccines and biological, and the surveillance and reporting system of zoonoses from grassroot level to the central reporting system
  • Assessment of the current availability and quality of key health services, drugs, vaccines and equipment used by the local practitioners (both veterinary and public health) 
  • Identification of Butchers shops and slaughter houses or slaughter practices as per scientific/hygienic standards
  • Identification of the local media for campaign such as TV, satellite, newspaper and radio
  • Assessment of the project stakeholders who have directly or indirectly related to the project

The following are the issues and indicators framework for the Pre-KAP study:

  • Collection of pre information on indicators related to zoonoses and public health knowledge, attitude and practices
  • Exploration of the associative high risk behavior of zoonoses in the respective districts
  • Assessment of capacity of schools teachers in raising awareness about zoonoses related issues
  • Assessment/identification of Butchers shops and slaughter houses or slaughter practices as per scientific/hygienic standards
  • Assessment of community/public health workers and their capacity on zoonoses& related issues
  • Assessment of the capacities/KAP of the government officials and University graduates on one health and related issues 

Method of the work:

The detail methodologies/field work plan will be worked out in consultation with the Project team. The study will include, but not necessarily limited to:

  • Visit ANSAB to get acquainted with project, its activities and the proposed work
  • Review of existing project documents and log frame relevant to the scope of the study
  • Review of existing secondary information, previous studies/assessment and reports relevant to the assignment
  • Prepare a detail methodology including sampling, questionnaires for household survey and checklist for group discussion, focus group discussion and key informant interview as per the project document and project log-frame mainly focusing on indicators but also covering other related issues of KAP
  • Pre-test draft questionnaire and checklists and incorporate the inputs in final questionnaire and checklist
  • Share and circulate final version of questionnaires, tools and checklist and incorporate comments (if any)
  • Prepare a detail plan of action/schedule covering orientation to enumerators, field work, data collection, analysis, interpretation, draft and final report preparation with concerned project staff
  • Specify the number and groups of respondents for zoonoses related information collection
  • Field visits in the implementation areas for data collection and observations
  • Consider CHWs, Project Support Committee, Youth Clubs, School Health Clubs if any in the process to understand the issues
  • Share draft report and obtain comments/inputs and incorporate the same into final report
  • Prepare final report in as standard format agreed with the project team and submit to ANSAB

Deliverables:

The outputs of the work include a Baseline report and a Pre-project KAP report. Following are the deliverables of the work: 

  • A draft report and power point presentation highlighting the preliminary results & recommendations for discussion with the project team
  • A compiled version of final report (both baseline and pre-KAP studies) including differences in districts if any in standard format agreed with the project team; the report should also include brief profile of the districts under study
  • A hard copy of collected information
  • An e-copy of raw data and final version of both reports  

Duration:

The duration of the consultancy will be of 90 days and expected starting date from October 15, 2014. The exact days and duration will be agreed in consultation with the project team. 

Duty station:

Kathmandu with field visits in the project districts for information collection.

Remuneration:

The total budget for this consultancy work will beNRs 0.9 million including tax. It includes consultants' fee for conducting baseline and KAP study including questionnaire preparation, data collection, travel, consultation, report preparation and submission in final form. The reimbursement will be on actual expense.20% of the total budget will be released in advance upon signing of the contract;the other 40% and 40% budget will be released after submitting draft report and final report respectively. 

Team composition and qualifications/experience:

The composition of the study team is left up to the consultant/organization based on their internal system, ideas and logic. However, it is recommended that the team comprises one Team Leader to coordinate the overall study and liaise with Project team; at least one to two Team Members with collective expertise in KAP/ Behaviour Change Communications, animal health/public health or one health, zoonoses control types of projects along with an experienced data analyst and adequate number of Field Enumerators to collect information from the field. 

The consultancy/ consultant team should have experience on qualitative and quantitative research, and baseline/KAP study and project evaluation of similar projects/programs using participatory methods. The team should demonstrate clear understanding of research methodology and experiences on using different social research tools and techniques in the proposal. The team leader should have advance university degree in animal health/public health or one health with experience in conducting baseline survey and KAP studies.

  • A letter of interest (LOI) with a short capacity statement of organization or team
  • A brief proposal (including technical & financial) outlining how you plan to achieve the objectives as stated in the TOR within the given budget limit along with recently updated CVs of professionals

The financial proposal should include all the budget items including tax and other associated costs. The following table is suggested for the presentation of the financial proposal. ANSAB will evaluate the proposal based on technical competency and financial efficiency.
