For Senior Land Right Expert


Oxfam in Nepal is a charity based organization actively engaged in the field of food security, gender justice, land rights and humanitarian field. Oxfam’s envisions an equitable access and control over land and natural resources for poor, marginalized indigenous communities.  It has been actively supporting national CSOs, different alliances and networks over the issues of food security and land rights since a decade. Oxfam’s support to government has been a key in formulation of some major policies and acts. Oxfam has been closely coordinating with major key stakeholders like Ministry of Land Reform and Management, Development Agencies, in this scenario Oxfam is seeking a Senior Land Consultant to accomplish some major goals in land rights issue.

  • Support to develop position paper on land

Presently Oxfam is involved in multiple land rights issue and have gained significant experience in this sector. Having experience of more than a decade in land rights sector Oxfam realized the urge need of standard position to work on land rights in future. Recently held local election has opened up the opportunities of holistic development in local level. In this scenario Oxfam is developing a standard position paper on land rights that feeds into the Oxfam’s ongoing country strategy revision process.

  • Work as subject matter expert to implement activities of “Governing Land for Men and Women” program (phase II) supported by UN FAO. 

Objectives of the Assignment

  • To develop position paper on land rights for Oxfam in Nepal
  • Successfully accomplished national level workshops on VGGT
  • Submit high quality project proposal to donor

Scope of Services and Tasks and Activities to be completed

  • Review the scenario of land issues in this changing context of Nepal.
  • Provide inputs to develop a broader structure for the position paper
  • Consult with different department inside or outside (regional of global Oxfam affiliates, donors etc) Oxfam, stakeholders and partners.
  • Review past projects, campaigns and research works commissioned by Oxfam in Nepal
  • Support to finalize position paper on Land Rights for Oxfam in Nepal
  • Deliver a presentation on VGGT in two different national workshops on “Governing land for Men and Women”.
  • Provide inputs to draft a proposal related to land, gender and value chains to submit to a donor

  • High quality project proposal on land, gender and value chain

Reporting Line Manager

The consultant shall work with the Food and Economic Justice team under the direct supervision of GROW Coordinator, with guidance from the Programme Manager. In addition, the consultant may be expected to liaise with the Oxfam partner organizations

Duration: Start date and completion date

The anticipated commitment is of 30 days starting from September 1st, 2017 –to October 17, 2017 based on the provisional timeline below:

 Terms of Payment

  • First Instalment: 20% upon signing contract
  • Last instalment: 80% will be paid upon the submission of assignment as per this Terms of reference with full satisfaction evaluated by hiring manager

 Documents for submission

  • Technical and Financial proposal with company profile and sample of relevant works
  • VAT registration certificate 
  • Tax clearance certificate
  • Company Registration Certificate (if applying through firm)
  • Latest Company Renewal Certificate
  • CV of each concerned consultants


The Consulting VAT Registered Individual/Firm should submit a proposal to Oxfam by 17 August 2017 via mail to, clearly mentioning the title of assignment in their email subject line.

Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work. 

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
