Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Hiring a consultant for Developing a video documentary and brochure 

 

Background

Oxfam’s vision for Nepal is a just society without poverty in which 1.5 million women and men in Nepal are empowered to overcome poverty, vulnerability and inequality” by the end of 2020. The Gender Justice (GJ) Programme is one of the key strategic focuses for Oxfam to make women enjoy equal rights and are valued and acknowledged as decision makers at all levels.   

To achieve this, it is expected that by the end of 2020; 

  • There is reduced prevalence of gender-based violence, and the threat of such violence, by changing deep-seated norms and attitudes in Nepali Society that perpetuate violence against women.
  • Empowered women, especially from marginalized communities and earthquake affected areas, to participate equally in politics and governance through addressing social barriers and causes of gender inequality. 
  • Created a positive legal and policy environment for gender equality and women’s rights
  • Enabled cross-sector networks and platforms to grow women’s leadership at different levels, amplify their voice, and leverage their collective strength for transformative change.

This assignment is part of Oxfam’s ‘Strengthening women’s political participation and leadership in 2017 local election in Nepal Project’ that aims to meet the fourth objective to grow women’s political leadership. The project aims to address the gaps and will function as the bridging phase for an inclusion of more women’s political empowerment initiatives. With the advent of the local elections, the project builds on the unique opportunity of support aspiring women leaders to run for the elections. An approximate number of 400 community women from 10 project VDCs in Surkhet and Makwanpur districts were supported through various activities including capacity building to selected women leaders interested to contest in the local elections. 

Goal of the project: Poor and marginalized women leaders enjoy equal rights as decision makers at local levels by increased access in local government structures, social structures and political bodies.  

Objectives:

  1. To improve the chances of women candidates to run and be elected at the 2017 local elections by establishing a framework for the provision of training and advisory services for women candidates and their campaign managers.
  2. To enhance coordination and cooperation of women leaders with local, social and major political parties.

Objectives of the Assignment

This assignment aims to document the experiences, aspirations, learning, challenges and commitments of selected women leaders who were part of the Oxfam’s ‘Strengthening women’s political participation and leadership in 2017 local election in Nepal Project’ and who contested in the local elections through video documentary and brochure. 

Scope of Services and Tasks and Activities to be completed

The overall scope of this consulting assignment is to produce a video documentary and an e-brochure.  

Activities will include, but may not be limited to, the following: 

  • Develop a video documentary (in Nepali language with English subtitles) showcasing the experiences, aspirations, learning, challenges and commitments of selected women leaders from Surkhet and Makwanpur districts who were part of the project activities. The women leaders will include those who contested for the elections and won as well as those who were not successful. 
  • Develop an electronic brochure highlighting the key objectives, learning’s and achievements of the project and case studies of the selected women leaders, both in English and Nepali language.
  • Gather information and footage from project areas in Surkhet and Makwanpur districts.
  • Work in collaboration with Oxfam staff and district partner staff in identifying the women leaders and project related information. 
  • Must consider convergence and geography to have greatest impact and excellent Value for Money, whilst reaching the poorest and most marginalised in communities. This will include identifying and looking at work in more concentrated areas to attain greater efficiencies and impact in programming, monitoring and verification. 
  • Must strongly consider gender and social inclusion including the experiences of marginalised girls and women in all analysis and review work, in liaison with the Oxfam Nepal’s Gender Justice Team. 

Expected Deliverables

  1. A video documentary in Nepali language with English subtitles. 
  2. An electronic brochures both in English and Nepali language. 

Reporting Line Manager

This work is to be delivered to the Gender Justice Programme Team Leader, Oxfam in Nepal and overseen by the Gender Justice Programme Manager.

Scope outputs will be signed off by Gender Justice Programme Manager in order to ensure full delivery and timeliness. 

Duration: Start date and completion date

The estimated input of the consultant is 30 days (6 days per week). The assignment is expected to start on <4 September 2017> and be finalised by no later than <31 October 2017>

Note: All the cost other than consultancy fee will be borne by consultant. 

Terms of Payment

Payment will be made on two installments:

  • First Installment: (20%) upon signing of contract
  • Second Installment: (80%) upon submission of final deliverables as defined above.

Confidentiality / Non disclosure

All material issued in connection with this ToR shall remain the property of Oxfam and shall be used only for the purpose of this procurement exercise. All information provided shall be either returned to Oxfam or securely destroyed by unsuccessful applicants at the conclusion of the procurement exercise.

During the performance of the assignment or at any time after expiry or termination of the Agreement, the Consultant shall not disclose to any person or otherwise make use of any confidential information which s/he has obtained or may in the course of this agreement relating to partner organization/Oxfam, the respondents or otherwise.

The consultant will be required to sign a non disclosure / confidentiality agreement as part of their undertaking of this work.  

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this study. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this study shall be passed to Oxfam without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this study shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to Oxfam without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of Oxfam’s Head of Programme Funding.

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to Oxfam and will be passed to Oxfam without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of Oxfam’s Head of Programme Funding.
