Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Conducting Training on seismic repair and retrofitting for Engineers 

1. BACKGROUND

Two major earthquakes struck Nepal on 25th April and 12th May 2015, with epicenters in Gorkha and Sindhupalchowk respectively. These earthquakes, followed by many aftershocks, damaged and destroyed more than 800,000 houses, as well as a large number of schools, health facilities, and other government buildings and infrastructure.  Oxfam has been actively working in 7 of the 14 worst affected districts from the devastating earthquake of 2015. 

On the 29 December the Cabinet of Ministers approved the revised guideline for the disbursement of the housing reconstruction grant for earthquake affected private houses. The revised guideline includes the increased grant amount from 200,000 NPRs to 300,000 NPRs, provision for 25,000 NPRs of the third tranche to be allocated for installation of solar lights and a household toilet, and the 100,000 NPRs retrofitting grants.  As part of Oxfam’s commitment to contribute in the reconstruction process, Oxfam intends to conduct advanced training on repair and retrofitting of buildings for civil engineers and in order to increase the availability of trained engineers in the districts, provide orientations to builders/masons and increase people’s access to repair and retrofitting advises for houses and community structures. For this purpose, Oxfam is seeking proposals from an organization with required technical experience in conducting such training. 

2. OBJECTIVE OF THE ASSIGNMENT

  • To conduct one repair and retrofitting training in line with DUDBC guideline or NRA training strategy to civil engineers for enhancing the skills on retrofitting technology.
  • To prepare the trainees for giving orientation to local masons and home owners on retrofitting
  • To prepare completion report of the repair and retrofitting training certificate. 

3.SCOPE OF WORK

The contracted organization should be able to conduct training according to the requirements outlined in the objectives above and provide visual based timely report.

  • Conduct training on seismic repair and retrofitting techniques and options for adobe, masonry and RCC structures.
  • Introduction to analysis methods and design results
  • Technical feasibility and economical assessment
  • Manage logistics (venue, stationeries, etc)
  • Field visit to a nearby existing retrofitting site if relevant.
  • Submit the report after completion of training.
  • Ensure the quality of training materials.
  • Undertake necessary coordination with line agencies and subsequent listing of trainees in government roster (DUDBC or NRA) 

4. GEOGRAPHICAL COVERAGE: 

The training session will take place Kathmandu. The venue can be changed as per the decision of Oxfam and consultant.  

5. METHODOLOGY: 

The detailed methodology will be 4 days training in line with DUDBC guideline or training strategy of NRA. Deliver the knowledge on repair and retrofitting on the basis of the curriculum by using practical and lecture method, audio visual, different tests, question and answer and different demonstration tools. 

6. EXPECTED OUTCOME

  • 20 civil engineers of Oxfam, partner organizations and government offices are trained on seismic repair and retrofitting of buildings
  • All the participants have enhanced skills and knowledge on repair and retrofitting and its practical applications
  • All participants are able to conduct one day orientation to skilled masons essential for repairing or retrofitting in post earth quake reconstruction. 

7. SKILLS AND QUALIFICATION

  • The organization should have minimum 3 years experience in conduction of repair and retrofitting trainings
  • The organization should have experience of repairing or retrofitting number of residential and commercial buildings.
  • The organization should have sufficient mason trained with strong background of conduction of mason trainings. 
  • The organization should be certified /affiliated from DUDBC or NRA.

 10.FACILITY & PAYMENT PROCEDURE

Payment will be released after the submission of Final report. Government of Nepal's tax regulation will apply and tax will be deducted at source.
