SNV has been present in Nepal since 1980 and supports initiatives in SNV’s three key sectors: Agriculture, Renewable Energy, and Water, Sanitation and Hygiene.

SNV is seeking qualified Nepalese nationals for the key position Chief of Party (COP) for the USAID funded SWACHCHHATA project (Health and Hygiene Activity). The SWACHCHHATA is a 5 years (2016 – 2021) Project covering 4 districts (namely; Dolpa, Salyan, Jajarkot and Rukum) of the Mid-Western Development Region. SNV is leading the implementation of USAID’s SWACHCHHATA project to empower some of Nepal’s most vulnerable communities to advance their health status through well-maintained infrastructure in health facilities, and good governance, informed people, and equitable access pertinent to health and hygiene. SWACHCHHATA, meaning “cleanliness” in Nepali, is integrating water, sanitation, and energy infrastructure into health service delivery, and increasing communities’ and health facilities’ capacity for corresponding infection prevention measures and hygienic behaviors.

SWACHCHHATA is working extensively with relevant stakeholders at the community, rural municipality, district, state, and national levels to activate stronger governance and community ownership structures, and to establish a solid base for the project’s sustainability. 

SWACHCHHATA is implemented by SNV and our partner Population Services International (PSI), with additional support from the Sustainable Infrastructure Development Foundation (SIDeF) and the Alternative Energy Promotion Centre (AEPC).

SWACHCHHATA’s Activity Description

The project is working on WASH and renewable energy infrastructure investments in HFs in the four districts.  The project works extensively with stakeholders at the village, community, district, and national level to strengthen community ownership, activate stronger governance structures, and establish a solid base for project sustainability. SWACHCHHATA is providing a series of intensive trainings that target medical and management staff at the HFs along with members of various community based committees. These trainings cover a range of topics including proper facility maintenance procedures, sanitation systems development, proper hygiene and infection prevention at the facilities, and the development of best practices for effective and consistent engagement in Behavior Change Communication (BCC).

Job Description

The COP provides overall technical and administrative leadership for the HHA program and serves as the primary liaison with USAID/Nepal. S/he will be responsible for the overall management and implementation of the program and report directly to SNV WASH Sector Leader. The COP will take a leadership role in coordination among USAID, key stakeholders, and other implementing partners. The COP position requires sufficient gravitas and diplomatic skills as s/he will interact with numerous GoN institutions and senior-level national and district-level government officials. The COP will have demonstrated ability to work in complex, politically charged, environments, to work across different cultures, and to manage diverse teams to deliver impact within agreed timelines. The COP is also expected to contribute technical responsibilities in this activity.

Qualifications

Education: A Master’s degree in public health or a relevant technical field, required.

Required Experience and Skills:

  • At least 10 (ten) years of relevant management, supervisory, and technical experience working with programs that are of a similar scope and scale to this program is required.
  • At least 5 (five) years of experience in health and/or WASH sectors, preferably in similar development contexts as Nepal, is required.
  • Ample experience in program design, policy dialogue, strategic planning and implementation, both at a national policy and grassroots levels is also required.
  • Experience and demonstrated capacity to build and sustain partnerships to achieve development results is preferred.
  • Having Gender Equality and Social Inclusion (GESI) experience would be an advantage.
  • Having experience as a senior level professional in a USAID funded project would be an advantage.
  • The candidate must be professionally proficient and fluent in written and spoken English.
  • Proficiency in Nepali is preferred.
