POSITION TITLE: Associate Finance and Admin Officer (Level P2)

LOCATION: Kathmandu 

GROUP/UNIT: Enterprise and Agriculture

REPORTS TO: Senior Finance and Administration Officer (SFAO)

PROJECT SUMMARY:

The overall goal of the Knowledge-based Integrated Sustainable Agriculture and Nutrition (KISAN) project to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families and improving nutritional status,especially of women and children. This Project will focus on 20 Terai and lower hilldistricts in the Far-Western region, Mid-Western region, and the Western region of Nepal. 

RESPONSIBILITIES:

Accounts:

  • Prepare cheques for all disbursements after careful examination of rules and regulations of USAID and WI/KISAN.
  • Review existing financial formats and recommend appropriate one if felt necessary.
  • Prepare vouchers for all transactions that take place in KISAN finance section.
  • Make entries of all financial transactions (KISAN Kathmandu) into Quick Book.
  • Assist SFAO in timely preparation of electronic monthly financial reports.
  • Generate monthly expenditure data in terms of Codes, task and budget heads.
  • Assist SFAO in preparing Burn rate forecast. 
  • Compile monthly financial reports (Hard copy) to be sent to HQ.
  • Assist Senior Finance and Administration Officer in preparing responses to HQ concerning KISAN’s monthly reports. 
  • Timely collect the bank statements from the bank.
  • Monitor whether all the taxes deducted at source deposited in the revenue account of GON.
  • Maintaining ETDS records in a regular basis and obtain verification from Inland Revenue Office in a timely manner.
  • Assist KISAN staff to open accounts with Citizen Investment Trust and KarmachariSanchayaKosh.
  • Carry out functions regarding opening of office related as well as staff's bank account.
  • Arrange as appropriate the payment schedule of insurance premium, electricity/telephone bills, internet bills, house rent etc. and prepare and submit necessary documentations for making payment.
  • Independently handle the Imprest System of Petty Cash of the project.
  • Assist SFAO in all matters pertaining to financial issues.
  • Carry out all other assignments as directed by the Chief of Party (COP), Business Contracts Director (BCD),Finance and Administration Director (FAD), and SFAO.

Administration:

  • Collect time sheets from the Regional, Cluster and Districts Offices.
  • Maintain KISAN staff time-sheet on a monthly basis.
  • Maintain and update, in a monthly basis, the leave records of all KISAN staff.
  • Provide required administrative and logistic supports to the project office, the Chief of Party, Deputy Chief of Party, Business Contracts Director, Finance and Administration Director and SFAO as and when required.
  • Make hotel booking and travel arrangements for office staff and visitors as required in the absence of the receptionist.
  • Ensure proper cleaning and maintenance of office premises.
  • Ensure the log sheet is maintained for the use of generator in the office.
  • Ensure that the driver maintains logbook for the use of office car.
  • Assist SFAO in all matters relating to administrative issues.
  • Ensure timely renewal of project vehicles with the transport Management Office.
  • Maintain KISAN asset inventory list including Regional and Cluster offices.
  • All other tasks as directed by the Chief of Party, Business Contracts Director, Finance and Administration Director and Senior Finance and Administration Officer.

Procurement

  • Prepare KISAN procurement plan and get them approved by USAID through Winrock

International

  • Prepare periodic procurement plan for the project and Carryout KISAN procurement function as per USAID and WI guidelines.
  • Establish a system whereby KISAN Central Office, Regional Office, cluster offices as well as District Offices could maintain proper inventory system and records.
  • Prepare annual inventory reports to be submitted to WI HQ.

Miscellaneous

  • Assist SFAO to train the RO and Cluster Office accounting staff in Quick Book. 
  • Monitor the Regional and Cluster Office QB accounting records regularly and issue instructions as may be required to improve further.
  • Provide training to Regional and Cluster Office staff in other accounting software that may be put in use from time to time. 
  • Carry out inspection of Regional/Cluster offices to monitor the performance of the accounting staff on various issues concerning finances/procurement and personnel administration. 

Qualifications:

  • A Bachelor degree in Business Studies/Business Administration
  • A minimum of 4 years of work experience in similar positions, ideally on USG-or other donor funded projects.
  • An excellent knowledge of Quick Book is essential in addition to other accounting software.
  • Fluent in written and spoken English and Nepali. Ability to use MS Office, (Outlook, word, excel, power point) is mandatory. 
  • Person with high integrity, and commitment to organizational values and principles. 
  • Preference will be given to Women, Dalit, Janajatis and Madhesi.
