Water and Sanitation Coordinator

Job title: Water and Sanitation Coordinator

WORKING HOURS: per week 40 hours

CONTRACT PERIOD: 10 months (to 25th April 2016)

REPORTS TO: Team Leader – Earthquake Emergency Project Manager

LOCATION: Kathmandu, Nepal

WORKING AREAS: Dhading, Gorkha, Lalitpur and Bhaktapur

Purpose of the job (brief) 

  • To lead on the technical implementation on water and sanitation aspects of the Nepal Earthquake response, in association with project management
  • To oversee the construction and reconstruction of latrines and water systems damaged by the earthquake across our project areas
  • To work with project management and the technical advisors to ensure the effective implementation of the proposals submitted by the partners and the DCA/NCA action plans for WASH
  • To work with the project management team and international advisors on project and financial report in relevance to the water and sanitation elements of the project
  • To assist on designing permanent and temporary latrines and water rehabilitation systems in association with the DCA/NCA technical advisors and to work with our local partners to ensure that these become a reality
  • To work with, and build the capacity of, local partners on water and sanitation services to ensure that there is a lasting WASH legacy post disaster
  • To work closely with the Hygiene Officer to ensure that hygiene promotion is a central element in the DCA/NCA WASH response
  • Ensure the inclusion of cross-cutting issues such as gender and environment in all NCA supported project activities.
  • Ensure that all data in assessments, plans and reports are gender disaggregated and that indicators and results are gender specific.
  • Support initiatives related to the establishment of complaint mechanisms and to show this in plans and reports and to support the work with the

DEFINITIONS:

Overall responsibility (OR):Responsible for implementation of the water and sanitation elements of the project in close coordination with the Emergency Team Leader, WASH Technical Advisors and the DCA Hygiene Officer

Main responsibility (MR): Providing technical and managerial on all aspects of post disaster recovery needs for water and sanitation, including design, implementation and partner capacity building. This role will include support to the partners, monitoring progress of the project, liaising with concerned government and civil society network, documentation and reporting.

Joint responsibility (JR): timely submission of report, audit, and other compliance i.e. procurement, funding, communication.

Main Tasks Short: Need Identification and Coordination

  • Develop, in partnership with the NCA Technical Advisors, the Hygiene Officer and the Emergency Tea Leader and other relevant staff, project activities of NCA in Nepal together with partner.
  • To assist and, where relevant, lead in the design of water and sanitation infrastructure and assist partners for delivery in the field
  • Ensure that all water and sanitation activities conducted by DCA, match project and partner planning, especially ACT members and the WASH Cluster, including ensuring the construction of a high volume of household latrines damaged by the 2015 earthquake
  • Assisting with the design of water systems and sanitation infrastructure
  • Ensure the passage of information and reporting to the necessary parties (WASH Cluster, NCA Team Leader, and partners).

Working with the WASH team and with the Emergency Team Leader to:

  • Design water and sanitation systems in earthquake affected communities
  • Install and build water and sanitation services in earthquake affected communities
  • Work with local communities to design sustainable water and sanitation solutions for their needs
  • Giving technical advice on water and sanitation to CDOs, VDCs, partner organizations
  • Assisting the WASH Advisor and the Team leader to meet the project goals With the Hygiene Officer and under the line management of the Team Leader implementing the recovery phase of the project which goes to April 2014 Mapping and referrals Maintenance and fulfilment of relevant standards by continually ensured by mapping the resources needed to DCA/NCA supported activities
  • Recommend the DCA/NCA Team Leader in regards to personnel, capacity building, technical support and materials etc.

  • Assist in the joint mapping needs and developing capacity building programmes delivered by DCA/NCA or others.
  • Support to partner’s in developing project documents and project donor reporting where relevant

  • Partner organizations and/or funding sources are actively sought after and perused.
  • Project proposals are presented to the DCA/NCA Team Leader in accordance with our “working through partners” strategy. 

Main Tasks Short: Attainment of Standards

  • Ensure that DCA/NCA supported activities meet the applicable HAP Benchmarks.

  • Detailed assessments in selected VDs
  • Supervising partners in project implementation.Quality assurance.
  • Supervision of NCA trainee 

PROFESSIONAL SKILLS AND QUALIFICATIONS NEEDED IN THE POSITION:

Educational Background and Working experience

  • Minimum Masters in Civil or Water Engineering or other types of Engineering with substantial experience working on water and sanitation related issues in Nepal or regionally
  • Fluent in Nepali and English (please note non Nepali speakers will not be considered)
  • Experience of latrine construction at the household level, urban and rural water management systems and technical standards for water and sanitation
  • Experience of working on water and sanitation issues in institutional settings including schools an advantage
  • Minimum 5 years’ experience in coordinating and leading teams working on water engineering and sanitation projects in urban and rural areas in Nepal, teaching and working in the villages.
  • Experience working in an international setting (for example INGOs or UN agencies is an advantage) as is experience outside of Nepal
  • Experience working with partners will be considered an advantage

  • Excellent writing and reporting skills in English AND Nepali (please note that non Nepali speakers will NOT be considered for this role as fluency in Nepali is essential for this role).

Additional Desired Qualifications:

  • IT skills at an advanced user level including the Microsoft Office suit
  • Knowledge of CAD and other drawing design packages
  • Fluency in oral and written English and Nepali

Other responsibilities

Other tasks will be identified from time according to organisational needs. The job description is not prescriptive; but the key responsibilities and duties of the post which are subject to change over time. Changes according to the organisational needs will be made in consultation with staff concerned, in compliance with any policies and procedures of DCA.

Terms and Conditions

The position will be based in Kathmandu, Nepal and is offered 10 months contract. The position will initially work closely with the Advisor in Kathmandu. The post holder is expected to give a special focus to integrate protection in all program activities and to ensure equal participation of women and men in decision making and in program implementation. Salary is negotiable depending upon the candidate's experience. Other terms and conditions will be commensurate with those prevailing among similar development organisations.

Though the position will be preferably based in Kathmandu, Nepal, it is expected that more than 40-50 % of time will be spent with partners and projects in the field. All DCA staff must subscribe to the basic values, vision and mission of DCA and adhere to the overall aims and objectives of DCA South Asia programme. All staff must demonstrate commitment and interest in development and relief work.
