TERMS OF REFERENCE

WASH/ Shelter Engineer -6 Months (with possibility of extension)

BACKGROUND:

A 7.8 magnitude earthquake on 25 April 2015 followed by 7.3 magnitude earthquake on 12 May struck Nepal over a period of less than three weeks. The CECI Nepal team is responding to the enormous needs in neighboring districts that saw heavy damage to houses, people, livestock and agriculture. CECI will be using fund raising amount in operation of WASH and shelter activities in Kavrepalanchowok, Sindhupalanchok, and Lalitpur districts.

PURPOSE OF ASSIGNMENT: 

Under the direct supervision of the Project Coordinator for Humanitarian Assistance (HA), the WASH/ Shelter Engineer manages the WASH and Shelter operations of CECI country office in relation to its earthquake response. She/he is responsible for WASH and Shelter operations including planning, design of shelter, latrines, and sanitation issues. He/she will advise on all matters related toWASH and shelter issues to meetneeds related to CECI’s earthquake response. And, he/ she will advise on sanitation issues to the communities of the target districts.

MAIN DUTIES/RESPONSIBILITIES: 

  • Lead the assessment of technical needs regarding WASH and Shelter following the earthquakes
  • Prepare action plan, list of activities, shelter and latrine design 
  • Ensure that the marginalized communities, including women,participatein each of the project cycle related to WASH and shelter
  • Facilitate trainings on WASH using a participatory approach with high practical involvement
  • Ensure improved access to emergency shelter materials
  • Ensure increased access to water and sanitation with regards to environmental safeguards
  • Prepare regular reports for the Project Coordinator, and document lessons learned
  • Liaise with relevant other actors/NGOs for collaborative efforts, amongst others participate to the clustermeetingson Shelter and WASH

QUALIFICATIONS:

  • Civil engineering degree
  • Strong understanding of WASH and shelter issues in remote areas
  • Strong understanding of participatory training methods
  • Experience working in remote areas
  • Experience working with local construction materials and any other local resources
  • Experience with gender mainstreaming and work with marginalised groups
  • Strong managerial skill
  • Language: English  and Nepali
