Job Title: WASH Officer

Job Overview

Reporting to the Area Coordinator supporting the programme providing management and training in WASH; rehabilitation of WASH Schemes, monitoring and evaluation; training of WASH committees; development of water safety plans, community mobilisation and CLTS. 

Areas of working will include good sanitation practices (excreta disposal, vector control, solid waste management and drainage), safe water supply (drilling, installation of Hand pumps and rehabilitation of existing Boreholes) and hygiene promotion (integrated into the Community Health Education (CHE) sector), Water Safety Plans (from collection, transportation and storage) and Total Sanitation. 

This position is anticipated to look after WASh related activities as well Shelter. Integration of WASH related activities in all other thematic programs is also expected. 

KEY RESPONSIBILITY

Corporate Policies, Management Systems and Procedures 

  • Contribute towards the promotion and adherence to Tearfund Purpose, Core Values and Operating Principles.
  • Ensure compliance with regulations, codes, and technical standards of the country.
  • Ensure that the programme design takes into account and mitigates environmental impacts, natural hazard risks and water/land right issues.
  • Ensure alignment of government support and sustainability.
  • Undertake all activities in accordance with internal management systems, operating procedures and policies, and monitor field-based work to maintain compliance.
  • Establish record keeping and reporting procedures for all WASH activities (including specific logistical and financial aspects) in liaison with the Area Coordinator

Project Cycle Management 

  • Support the Area Coordinator develop specific Action Plans for the Field Office WASH Activities in line with the WASH Strategy and the funding requirements.
  • Prepare necessary designs, estimates, BoQs for required construction works and get approval from the Project Manager.
  • Support in re-establishing ODF in Program VDCs.
  • Design and implement the WASH activities in line with Total Sanitation approach.
  • Design and implement Sanitation and Hygiene related program in community and schools.
  • Perform technical assessments and support households on Toilet site selection and construction.
  • Design water supply system or rehabilitation schemes wherever necessary.
  • Prepare water source protection schemes wherever necessary in consideration of ecology and natural disasters.
  • Provide capacity strengthening trainings and workshops to partner’s staff, masons and ensure knowledge transfer.
  • Develop and integrate corresponding training of DRR, Wash, Construction and Maintenance Concepts.
  • Identify community needs and resources available using participatory tools such as VCA, KAP or other Tearfund assessment tools
  • Prepare necessary IEC materials and knowledge products relevant to WASH.
  • Establish and organize regular supervision and monitoring plan/framework.
  • As requested participate in sector meetings and evaluations with other agencies and government departments working in the WASH sector and advocate to ensure integration between water, sanitation and health sectors in accordance with the WASH strategy.
  • Participate in project evaluations and assist in the analysis of results to assess project impact and effective use of resources.
  • Assist the Area Coordinator to ensure the timely compilation of situation updates, project and monthly narrative reports for field and Head Office management, in accordance with required reporting formats, both internal monitoring and for funding reporting purposes.
  • Implement design and system modifications as appropriate for the continual improvement of the programme in terms of design, methodology and implementation to ensure quality projects are delivered to the communities.

Financial Management & Accounting 

  • Assist the Project Coordinator in managing detailed sector budgets in accordance with funding grants being implemented in fulfilment of funding specified activities, outputs and objectives.
  • Assist the Area Coordinator in monitoring sector expenditure, understanding variances and taking corrective actions.  

Team Supervision

  • Providing supervision, guidance and monitoring of WASH field personnel from Partner as required. 
  • Ensure that staff understand their individual and collective responsibilities for safety and well being.
  • Ensure Tearfund’s performance management system is effectively implemented with objective setting, probationary reviews, regular catch-ups, 6-monthly performance appraisals and exit interviews carried out for project staff.
  • Support the implementation of Tearfund’s staff development policy, including personal development planning, in a way that is consistent and transparent.
  • Ensure detailed records are kept and analysis made of work-related injuries, accidents, security incidents and fatalities to project staff.
  • Promote the conditions for effective teamwork and commitment to Tearfund values and operating principles.
  • Assist in the identification of team composition and required personnel competencies.

Good Practice and Institutional Learning 

  • Ensure that activities are carried out in accordance with signatory codes of conduct and accepted good practice and seek guidance from Project Manager where unclear of current best practice.
  • Assist the Project Manager to identify key lessons learnt from project reviews and evaluations and submit brief reports to Wash Adviser to ensure knowledge sharing.
  • Encourage learning from sector staff and identify case study themes / issues from project experience for analysis, dialogue and possible formulation into emerging best practice and policy.

External Relationships / Representation 

  • Seek to build positive local working relationships with local communities, district government officials, UN and where appropriate, donor representatives, working independently and with other agencies to build local community acceptance of Tearfund and other humanitarian agencies.
  • Build the capacities of selected local Tearfund partner organisations by providing advice / assistance in coordination with the Nepal Response Manager and Shelter Advisor.
  • Assist in developing collaborative programmes with Integral Alliance, other agencies and national partners in accordance with country strategy.
  • As requested attend relevant meetings workshops, conferences as required and keep informed of sector developments and key initiatives.
  • Stay updated/informed about sector developments and key initiatives.

Administration / Programme Support 

  • Assist the Area Coordinator to ensure all aspects of project operations are compliant with the legal, contractual and statutory requirements.
  • Develop and maintain an effective filing system for storing project documentation and records and project monitoring systems in accordance with Tearfund standard procedures and as developed in the field location.
  • Logistics / Technical Support 
  • Assist in the development of procurement plans for WASH activities and advise Area Coordinator and the Logistics Officer to ensure timely procurement of materials and equipment to the field location in accordance with Tearfund Manual for Logistics.
  • Assist the Area Coordinator to develop systems and measures to monitor procurement process and effective store management.

PERSON SPECIFICATION 

QUALIFICATIONS

ESSENTIAL 

  • Civil Engineering Degree or equivalent qualification.

EXPERIENCE

ESSENTIAL 

  • Atleast 3 years of  experience in WASH related Projects
  • Project Cycle Management
  • Preparing Training Module and Delivery
  • WASH related Project Design, Implementation, Supervision and Monitoring
  • Deeper understanding of CLTS
  • Experience in Masons Training for Safer Construction

DESIRABLE

  • Experience in Building Construction
