JOB DESCRIPTION: WASH AND CONSTRUCTION MANAGER

I - Mission context

Médecins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 5 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts and environmental health.

Medecins du Monde has worked in Nepal since 1995, initially focusing on TB and HIV control activities in the west of the country. Since 2007 our focus has been in Sindhupalchok District where we have implemented a 9-year project working with women cooperatives to promote sexual and reproductive health along with support to livelihoods through microfinance activities. Following the 2015 earthquakes we scaled up to provide an emergency response – running mobile medical clinics, rebuilding health facilities, supporting the District Health Authorities, and revitalizing the women cooperatives. At the moment, MdM has switched to a long-term development project reviving the cooperatives with construction of permanent cooperative offices and strengthening their microfinance capabilities with an integrated health component: strengthening of public health programs through primary health care preventive activities with focused on community participation; mental health; sexual and reproductive health; gender-based violence awareness; and support through WASH installations in the health posts with continuous collaboration and support to District Health Office (DHO) in terms of  strengthening the disaster surveillance unit and rapid response team. This work will continue until at least July 2018.

II - Main responsabilités

Water Sanitation and Hygiene (WaSH)

  • Responsible for technical supervision and support to the implementation of WASH activities on Water Sanitation and Hygiene.

Construction

  • Responsible for site construction especially health post & cooperative office buildings 
  • Optimize the resources of construction (materials, manpower…) with timeframe
  • Responsible to manage construction team and organize their work according to priority defined with the Logistic Manager 

III –Responsibility in detai

WaSH:

  • Ensuring quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines
  • Analyzing the baseline study data to determine the underlining needs of the beneficiaries
  • Advising on mainstreaming gender, protection, and DRR in project and program activities
  • Promoting and reinforcing relationships with district and regional technical authorities
  • Support local partner and technical supervisors in the preparation of designs, estimates and tender documents for all WASH infrastructures
  • Supervise local partner and technical staff to review systematic surveys, samples and carry out water quality analysis. 
  • Monitor a program plan, ensure its smooth implementation, and manage the partner’s performance and activities that may include, but are not limited to construction or rehabilitation of water networks, gravity flow systems, latrine construction.
  • Supervise and support in the selection, designing, pre-testing, developing, dissemination and evaluation of appropriate IEC hygiene material for effective hygiene promotion in the target area
  • In collaboration with the Program Coordinator and Logistics Managerwork in harmony with all other project staff and field team for the effective and efficient day-to-day management of the WASH activities
  • Ensure the quality of work performed by partner NGO on WaSH activities.
  • Responsible to review the reports on WaSH issues 

Construction:

  • Preparation of the detailed designs of all the structures and getting them approved from the related authorities and ensure compliance with legal requirements, building and safety codes, and other regulations
  • Prepare and negotiate cost estimates, budgets, and work timetables; selection of appropriate construction methods and strategies; preparing and submitting to the procurement department the list of all the items(material/labor/vehicle/tools/accessories) necessary for construction; use of stock and to follow materials order
  • Interpret and explain contracts and technical information to workers and other technical staffs, instruct and supervise construction personnel and activities onsite
  • Report on work progress and budget matters to administration, logistics and supervisor 
  • Update the construction log action plan andprepare all report linked to construction and respond to work delays and other problems and emergencies
  • Responsible for supervising and monitoring the work of contractors hired to construct structures, if any.
  • Conduct periodic visits to the health facilities built by MdM and suggest on maintenance and renovation issues

Other duties/Responsibilities:

  • Assume the overall responsibility as a focal person of WaSH and Construction activities under direct supervision of General Coordinator and you will work under close coordination with Logistic Manager, Program Coordinator and Admin Coordinator
  • Responsible for proper use of MdM tools and ensure no misuse
  • Report any security related & other issues in regard to WaSh and Construction to the program, administration, logistics and to the General Coordinator 

IV - Required Background and Experience, Skills and Behaviours

  • Bachelor’s Degree in Civil Engineering with 5 years’ experience of work or Certificate in Civil Engineering and at least bachelor degree in any discipline with 7 years’ of relevant experience of work.
  • At least 5 years of professional experience in WASH related works-health & hygiene, sanitation, drinking water & toilet construction.
  • Experience of construction of permanent/semi-permanent buildings with an NGO/INGO on an earthquake rehabilitation program will be given preference.
  • Good operating knowledge of basic computer skills like- MS Word, MS Excel, MS PowerPoint, Email Correspondence, etc.
  • Good operating knowledge of AutoCAD, Sketch up 3D, Structural Analysis Software
  • Willing to work during odd hours as per the program needs of the organization
  • Honest, diligent, punctual and displaying a professional attitude at the workplace
  • Capable to manage & mobilize MdM and local partner’s staffs

Duration: 7 months ( November 2016 to May 2017)

Duty Station: Sindhupalchok

Anticipated start date: 1ST week of November 2016
