Pact is recruiting a Team Leader for an upcoming DFID-funded programme, Social Accountability in the Health Sector. The Social Accountability in the Health Sector programme is part of the planned DFID-funded Nepal Health Sector Programme 3 that seeks to improve health of women, children, the poor and socially excluded in Nepal, and improve the quality of health services nationwide.  The goal of the Social Accountability in the Health Sector programme is to support improved coherence and effectiveness of social accountability initiatives resulting in more effective and responsive health service governance and delivery, and link this with wider political accountability and reform processes, in line with the devolution of power set out in the new constitution.

Team Leader
The Team Leader of the Social Accountability in the Health Sector programme will be responsible for the technical leadership and administrative oversight of the programme. S/he will serve as the primary liaison to DFID, the Government of Nepal, and other programme stakeholders. This position is contingent upon award.

Specific Duties and Responsibilities:

  • Responsible for the overall technical direction and management of the programme.
  • Provide technical leadership and oversight to ensure high quality technical deliverables, including those aimed at achieving the following outputs:

- High quality situation analysis and mapping of social accountability initiatives     relative to the health sector

- Strengthening coherence and dialogue between key stakeholders on effective approaches that support accountable health provision

- Support to tracking the flow of government the health spending.

  • Oversee project planning (work plans and budgets) and reporting.
  • Manage programme budget to meet expected results, ensuring cost-effective use of resources.
  • Oversee project accountability mechanisms and performance management.
  • Ensure close coordination with other relevant initiatives and programmes in country.
  • Develop and maintain strong working relationships with relevant stakeholders in Nepal.
  • Serve as Pact’s liaison with DFID, the Government of Nepal, and partners.
  • Ensure effective application of internal controls, and adherence to DFID, and Pact policies and procedures.
  • Represent Pact at conferences, working groups, and meetings to support Pact’s thought leadership in social accountability in health programming in Nepal and the region.
  • Perform other duties as assigned.

Basic Requirements

  • At least 5 years of experience in a senior level programme  management and leadership role, including direct supervision of staff and consultants
  • At least 7 years of experience in a senior role in governance programming or at least 7 years of experience in health systems strengthening (Strong preference for candidates with at least 3 years of experience addressing social accountability and governance issues within health systems)
  • Advanced degree (Masters or PhD) in a relevant field, such as health, public policy, public administration.
  • Demonstrated ability to establish and maintain strong working relationships with DFID/Nepal, host government partners, local stakeholders, and personnel within the project.
  • Demonstrated effective interpersonal skills, creative problem-solving, and ethical management.
  • Professional level English ability - both written and oral.
  • Prior experience managing DFID-funded programmes.
  • Nepali citizen or extensive experie nce in Nepal preferred.

Preferred Qualifications

  • Prior experience with social accountability, governance, and health sector programming in Nepal.
  • Prior experience as Team Leader (Project Director) or similar senior level position on a DFID programme.
  • Prior experience with political economy analyses.
