Team Leader/Water Resources Specialist

HELVETAS Swiss Intercooperation is a Swiss non-governmental organization actively contributing to improvement of the living condition of poor and disadvantaged people in Nepal. HELVETAS Swiss Intercooperation Nepal is now bidding for the ‘Small Irrigation Programme’ funded by the Swiss Agency for Development and Cooperation (SDC).

HELVETAS Swiss Intercooperation is looking for Nepali citizens interested in the position of the Team Leader/Water Resources Specialist subject to funding and hence would like to invite curriculum vitae from eligible and interested candidates fulfilling the following requirements:

QUALIFICATIONS AND EXPERIENCE:

  • An MSc degree in irrigation or water resources engineering or equivalent academic/professional qualifications and
  • A minimum of 15 years’ experience in managing participatory irrigation/ water resources development projects and in establishing quality control and monitoring systems, and in rural development with effectively verified outputs
  • At least 10 years’ experience in leading a multidisciplinary team;
  • Experience as expert and/or team leader for externally financed projects; 
  • Experience in working with participatory planning methods would be an advantage;
  • Fluent in written and spoken English and an ability to draft concise reports; good communication skills;
  • Excellent computer skills, working experience with GIS and computer based MIS and work planning systems is an essential requirement.
  • The task of the team leader will require frequent field visits (60%) to scheme location that are only accessible by foot, with very basic amenities and therefore the candidate should be physically fit and able/willing to undertake such field visits.

THE TEAM LEADER HAS FOLLOWING RESPONSIBILITIES:

  • Provide overall direction to the team, and coordination of inputs and supervision and guidance of individual specialists under the overall direction of the Coordinator of the Programme Coordination Unit (in DoLIDAR), and ensure that a consistent approach is adopted for the project cycle implementation processes and procedures;
  • Responsible for management and delivery of all the consulting services to meet the requirements of the Project;
  • Ensure a diverse work force representative of the national diversity;
  • Ensure results orientation of the entire team;
  • Ensure a close coordination of activities and close cooperation of all the Consultant’s specialists with the SDC funded programme/projects in the agriculture sector;
  • Assist the Programme Coordination Unit in the day to day management by guiding the development of implementation approaches and processes/procedures for key project cycle activities;
  • Assist the management and GIS specialist in guiding the development of automated internet based systems for scheme verification, project preparation and management information.
  • Responsible for the direct supervision and guidance of the Programme Coordination Unit and District Technical Office support teams in all aspects of the team activities and their support for project. The responsibility will include assurance of the quality, uniformity and consistency in scheme selection, subproject preparation, subproject construction and post construction support.
  • Facilitate the transfer of knowledge by conducting orientation workshops for officials involved in Project implementation and organize review workshops to discuss work plans, physical and financial progress and identify problems and constraints that have a negative effect on Project implementation;
  • Assist the Programme Coordination Unit in preparing the detailed project implementation schedules and works plans for construction;
  • Plan and coordinate the various training and capacity building programs to be implemented under the Project;
  • Guide, the information dissemination, at VDC and ward level, demand driven scheme identification, scheme verification, selection and preparation;
  • Ensure the regular updating of the MIS and the operationalization of the internet based project verification and project preparation systems;
  • Ensure appropriate stakeholder communication and dialogue in the scheme selection and planning processes;
  • Manage the relationship with the Government, DoLIDAR, SDC, and other stakeholders;
  • Ensure quality and timely delivery of all reports
