Chemonics International, an implementing partner of the United States Agency for International Development (USAID), seeks a supply chain optimization component leader for the USAID Global Health Supply Chain (GHSC) - Procurement and Supply Management (PSM) project in Nepal. GHSC-PSM will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve Nepal’s management of the supply chain, and collaborate with key international and local stakeholders to support U.S. government-funded public health initiatives in Nepal. The component leader will report to directly the PSM Country Director and oversee all PSM supply chain optimization activities at the national, provincial and district, and community levels. RESPONSIBILITIES INCLUDE:

  • Oversee all PSM supply chain optimization activities at all levels.
  • Coordination of National Strategies - Identify partners and plans that align and contribute to the technical assistance provided by PSM to maximize overall impact and eliminate/reduce risk of duplication of activities.
  • Coordination of National Strategies - Collaboration with private sector – Identify opportunities for alignment in the private sector to complement and strengthen the work in the public sector.
  • Support GON’s Logistics Task Force and provide technical support to the Inter-Donor Working Group on Supply Chain and Procurement
  • Performance - develop the ability to assess the supply chain functionality, efficiency and maturity of the supply chain system. Evaluate the supply chain system performance at the start of the project for a baseline, identify benchmarks against defined standards, routinely assess and monitor for opportunities for continuous improvement.
  • Supervise the PSM Forecasting and Quantification Specialist and oversee PSM’s technical assistance to the GON’s forecasting and quantification activities including: (i) support to national commodity quantifications; (ii) quarterly pipeline review; (iii) annual consolidated procurement planning; (iv) support the MOH Logistics Management Division in reducing procurement and supply chain delays and stockouts; and (v) provide support to district and regional levels using logistics data and demographic data to improve accuracy in demand forecasting and supply planning.
  • Supervise the PSM Supply Chain Logistics Officer and oversee PSM assistance at the district and regional levels to improve warehousing and inventory management operating procedures, processes, and warehouse staff skills.

QUALIFICATIONS:

  • Advanced degree in health or management-related discipline preferred.
  • Minimum 10 years of experience in public health program management, pharmaceuticals and medical supplies and/or supply chain management systems.
  • Demonstrated ability to manage and implement complex USAID-funded public health programs or projects in a developing country context.
  • Skilled in leading and managing high-performing teams.
  • Demonstrated ability to work with cooperating partners in implementing complex programs.
  • Excellent interpersonal, written and oral communications skills; proven diplomatic and public relations skills.​
