DAI seeks an Environmental and Social Data Analyst for the USAID Paani Program.The Statistician/Environmental and Social Data Analyst will collect and maintain large data sets and will analyze those data sets to inform Paaniproject activity planning and implementation.  The data analyst will be responsible for identifying existing sources of relevant data, and oversee the creation of a central data management system that is accessible to project stakeholders, housed in WECS’ Center of Excellence, and in compliance with USAID/Nepal’s existing data banks and protocols.

Position: Statistician/Environmental and Social Data Analyst 

Level of Effort: Six month Full-time, Fixed Term Contract

Period of Performance: December 1, 2017 – May 31, 2018

Base of Operations: Kathmandu, with field travel to Paani target river basin areas

Background:

The USAID Paani Program, also known as the पानीपरियोजना, is a 5 year, $25 million USAID-funded Project in Nepal. Water is the single most important natural resource underpinning Nepal’s economy and livelihoods. The sustainable management of water resources in Nepal depends on addressing climate change and protecting healthy, biodiverse ecosystems. Paani aims to enhance Nepal’s ability to manage water resources for multiple uses and users through climate change adaptation and the conservation of freshwater biodiversity. Paani focuses at the watershed, basin, and national scales and the project has approximately $5 million in grants and activity procurements. This goal will be reached by meeting the following objectives: 

  • Reduce threats to freshwater biodiversity in the Karnali, Mahakali, and Rapti river basins.
  • Increase the ability of targeted human and ecological communities to adapt to the adverse impacts of climate change through improved water management.

This will be accomplished through 11 strategic approaches and four intermediate results (IRs, each with several sub-IRs), and supporting activities, as defined in Section C, Statement of Work (SOW) of the Paani Contract, the Year 2 Annual Work Plan and the Paani Monitoring and Evaluation Plan, which provide the framework and overall guidance for all Paani team members.

Responsibilities

The Statistician/Environmental and Social Data Analyst will collect and maintain large data sets and will analyze those data sets to inform Paani project activity planning and implementation.  The Statistician will be responsible for identifying existing sources of relevant data, and oversee the creation of a central data management system that is accessible to project stakeholders, housed in WECS’ Center of Excellence, and in compliance with USAID/Nepal’s existing data banks and protocols.  In close coordination with the GIS Specialist, the Statistician will also prepare analysis and visualization requested by Paani’s Strategic Approach leaders.  Moreover, the Statistician will build the internal capacity of the Paani team in the areas of data collection, stakeholder engagement, and analysis of primary and secondary data.  The results of the data collection and analysis will also be coordinated with Paani’s Monitoring and Evaluation program.

Essential Duties:  

In support of preparing watershed profiles and health reports, review, organize and synthesize collected and analyze data for integration into final work products. It is anticipated that the consultant will collect and analyze data for up to 12 watershed profiles and health reports.

Complete data quality review of project data sets, including spot-checks and data quality assessments.

Advise on creation of a central data management system that is accessible to project stakeholders, housed in WECS’ Center of Excellence, and in compliance with USAID/Nepal’s existing data banks and protocols. 

Design and revise existing primary data collection tools (survey instruments, focus group discussion facilitator guides etc) and train Paani team members and stakeholders on their use.

In coordination with the GIS Specialist, identify secondary data sources and prepare analysis and visualizations of primary and secondary data to inform project deliverables and activities.

Other tasks as requested by the Chief Technical Specialist

Deliverables:

Oversee creation of a central data management system that is externally accessible and consistent with USAID/Nepal data banks and protocols.  Specific deliverables include a design document that specifies the requirements of the system; a vendor list of firms qualified to complete the assignment; and, as time permits, written weekly progress updates on the performance of the vendor under contract to complete the work.

Various primary data collection tools and training materials used to build the capacity of Paani technical team members and stakeholders on their use.

Data analysis and visualization products based on data from 12 watershed profile data that can be used to inform and strengthen project deliverables including watershed profile reports, watershed health reports, watershed selection reports etc.

A final report summarizing accomplishments and recommendations for short- and medium term follow up actions.

Level of Effort/Timeline:

The Statistician/Environment and Social Data Analyst position is based in Kathmandu, with travel to the Paani target river basin areas.  S/he will be engaged full-time for six months from December1, 2017 – May 31, 2018.  

Supervision:

The Statistician/Environment and Social Data Analyst will work under the direct supervision of the Chief Technical Specialist, and in close coordination with the M&E Specialist and Communication Specialist 

Qualifications:

  • At least 5 years of work experience in survey methodology, data collection and analysis using advanced software
  • Expertise in conducting research to locate, obtain and organize data sets. 
  • Experience working with stakeholders to build capacity in data analysis and visualization.
  • Experience setting up web-enabled ICT platforms
  • Experience in land use, freshwater ecosystems, environmental planning, hydropower as well as economic and community planning.
  • Experience operating statistical software, which may include SPSS, STATA or SAS. 
  • Master’s degree in statistics or relevant degree.
  • Strong English speaking and writing abilities.
