RTI International is seeking “Sr. Technical Advisor: Governance” candidates for USAID’s Health for Life (H4L) project. H4L is expanding to 10 earthquake-affected districts (Dolakha, Dhading, Gorkha, Kavre, Makwanpur, Nuwakot, Ramechhap, Rasuwa, Sindhuli and Sindhupalchowk). These positions will be based in Regional Offices in Dhading, Dolakha and Kavre. This position is based in Kathmandu, Nepal.

H4L is a five-year (2012-2017) project financed by USAID. The H4L project builds on accomplishments gained from USAID/Nepal’s health sector investment to date with a greater focus on health systems strengthening and measuring sustainable changes in systems performance. The primary goal of H4L is to strengthen the Government of Nepal’s capacity to plan, manage and deliver high-quality and equitable family planning, maternal, newborn, and child health services. H4L addresses key health system constraints: local health systems governance; data for decision making and evidence-based policy development; capacity development of service providers at grassroots; quality improvement systems, and knowledge and behavior change. Gender equality and social inclusion is an important crosscutting focus of the project. H4L works in partnership with the Government of Nepal/ Ministry of Health and Population (MOHP) and have national presence. In addition to national focus and expansion to the 10 earthquake-affected districts, H4L works in 12 Districts of the Mid-Western Development Region, 3 Districts of Western Development Region, and 1 district in the Eastern, Central and Far-Western Regions.  

SPECIFIC RESPONSIBILITIES:

Responsibilities:

  • Assists the Sr. Program Manager in providing technical assistance to the MoHP in health systems strengthening, health policy, planning and programming relating to recovery and reconstruction programs in earthquake-affected districts 
  • Provides technical guidance to regional and district teams in activities related to district- and village-level health recovery and reconstruction planning, collaboration and networking with partners at district and below, promoting collaboration and bottom-up planning and programming, designing and piloting new approaches for village- and district-level health governance (in collaboration with other USAID partners and other partners) and strengthen health systems and health governance at district and sub-district levels 
  • Documents good practices/lessons learned; develop case studies; document results and prepare reports as required; prepare technical and policy briefs for GoN, USAID, and other External Development Partners 
  • Conducts regular monitoring and supervision of district and VDC-level activities, including MoHP’s local health governance program, and prepares reports 
  • Contributes to better coordination and collaboration with partners in project activities in achieving the results.

Qualifications and experience:

  • Master’s degree in public health, social science, governance, or related field and 12 years or Bachelor’s degree with 16 years of experience 
  • Additional skills/experience in one or more of the following technical areas: health services delivery; health systems strengthening; primary health care; family planning/reproductive health; child health/nutrition; or capacity building.
  • Proven skills in decentralized health planning at district and sub-district levels
  • Strong understanding of USAID rules and regulations for M&E.
  • Experience in the writing of abstracts and technical reports
  • Ability to develop effective working relationships with USAID, government counterparts at all levels, local organizations, and other program partners. 
  • Strong organizational, interpersonal and management skills.
  • Must be fluent in Nepali with strong oral and written communication skills in English.
