Sr. Field Monitoring & Evaluation (M&E) Officer

POSITION PURPOSE:

GOAL Nepal (GN) currently is recruiting an experienced monitoring and evaluation officer to join our growing team. Along with its consortium partners and local partners, GN is implementing a 10 month long foot-trail and foot-bridge improvement project in Rasuwa and Gorkha, with elements of community disaster resilience and protection built into the project. GN, therefore, is seeking a Field Monitoring and Evaluation (M&E) Officer to support the implementation of monitoring and evaluation functions for the project. The Field M&E Officer will be responsible to work with GOAL and its project partners to monitor the project activities. S/he will work closely with both the Programme Director (PD) in the field and the MEAL Manager in Kathmandu to develop and implement M&E system for the project.This is an opportunity for potential candidates to gain further experience in an organisation with strong M&E systems and a global reputation.

POSITION DESCRIPTION:

Technical reporting: MEAL Manager Kathmandu

Position Status: Full time staff – regular

Contract Period: Fixed term for 10 months

Duties:

  • Work closely with Program Director, field program teams and MEAL Manager in reviewing the project log-frame matrix, defining key project performance indicators, and develop effective logframe tracker.
  • Assist PD and work with programmes team and MEAL Manager to develop detailed M&E plans and appropriate monitoring tools for the project and implement them.
  • Facilitate programmes team and field staffs to develop detailed project implementation plans, and set performance or quality standards for project activities.
  • Monitor the key project performance indicators throughout the project’s duration, ensuretimely updating of project results framework, project data and make them available to project staff and GOAL country office as necessary.
  • Liaise with the other consortium partners and local partners and coordinate with their field staff for monitoring the progress of the project.
  • Carry out regular site visits to ensure the implementation of M&E activities, collect necessary MEAL information, and ensure minimum programme quality standards are met.
  • Engage in participatory monitoring activities.
  • Closely coordinate with PD/Finance department/banks and/or their agents for cash plans for cash for work (CFW) schemes.
  • Work with the programmes teams and MEAL Manager to develop cash distribution monitoring plans, monitor the cash plans and generate corresponding reports.
  • Document and represent project progress and achievement of project quality performance through regular monitoring reports and prepare project specific case studies or success stories, with photos.
  • Implement accountability mechanisms, including complaints mechanisms; consolidate feedback response databases, provide a brief analysis of feedback and make it available to programmes team and MEAL Manager regularly.
  • Maintain project database, records, data on key project indicators, assessment findings, reports etc. for quick retrieval.
  • Assist MEAL Manager to analyse the regular monitoring data and compile monitoring and evaluation reports.

Requirements:

  • Bachelors/Masters in Social Sciences, Development Studies, International Development, Disaster Risk Reduction, Civil Engineering or any other relevant discipline.
  • 3 years of monitoring and evaluation experience in development projects. Candidates with experience in rural infrastructure development projects and in participatory monitoring/audit activities are encouraged to apply.
  • Experience in community Disaster Risk Reduction (DRR) projects and/or Cash for Work projects will be an added advantage for the position.
  • Sound knowledge in project management cycle, logical frameworks, research methods and in monitoring and evaluation components of development projects.
  • Demonstrated experience in data gathering, data analysis and drafting of reports.
  • Proficiency in using standard computer software, especially MS office as well as data entry/statistical packages, such as MS Access, SPSS, STATA
  • Ability to manage database, monitoring documents and reports.
  • Confident presentation and facilitation skills.
  • Excellent report writing skills.
  • Ability to work under pressure, with minimum supervision.
  • Excellent oral and written communication skills in English, and Nepali.
