POSITION TITLE: Sr. Grants and Sub-Contracts Accountant (P3)

LOCATION: Kathmandu, Nepal

UNIT: Agriculture

REPORTS TO: Grants and Sub-Contracts Manager 

BACKGROUND: 

Winrock is seeking candidates for a Sr. Grants and Sub-Contracts Accountant for the Feed the Future Knowledge-based Integrated Sustainable Agriculture in Nepal II (KISAN II) project. The USAID/Nepal-funded KISAN II project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country and four districts in the Central region. The purpose of the project is to increase resilience, inclusiveness, and sustainability of income growth in the Feed the Future Zone of Influence. KISAN II will help lead firms, input suppliers, and private sector change agents catalyze agricultural productivity, competitive market systems, a stronger enabling environment, and business and literacy skills for households in two Zones of Influence.

POSITION DESCRIPTION 

The KISAN II Sr. Grants and Sub-Contracts Accountant will be responsible for grant sub-contract financial reports, sub-grant tracking system, provide financial orientation to sub-grantees, and following responsibilities under the guidance of Grants and Sub-Contracts Manager and work in close cooperation with the technical team to achieve required outcomes. 

ESSENTIAL RESPONSIBILITIES:

  • Review grant and sub-contract budgets. 
  • Provide financial orientation to sub-grantees and sub-contractors. 
  • Review financial backups as well as other documents submitted by the sub-grantee/contractors to ensure compliance with USAID, Winrock, and contract requirements.
  • Assist in monitoring compliance issues concerning sub-grants and sub-contractors provision and GON guidelines.
  • Conduct assessments and capacity building for sub-grantees on financial systems and reporting.
  • Review books of accounts of the grantee organization concerning the WI/KISAN II grant activities.
  • Develops and maintains a complete sub-grant/contractor tracking system that provides information for the comparison of budget vs. actual expenditure.
  • Creates electronic and hard copy file/folders for all new grant/sub-contract awards. 
  • Ensure that all grant/sub-contract financial reports are up to date, comprehensive, and complete.
  • He/she should be aware of VAT / TAX procedure of GON.
  • Work closely with the KISAN II finance team to ensure compliance and processes are being followed, process payments, etc. 

QUALIFICATIONS AND REQURIEMENTS:

Education: B.S. or equivalent university degree in Accounting, Finance or Business Administration.

Experience: The ideal candidate will have the following experience:

  • A minimum of 3 years of work experience in similar positions, ideally on USG-or other donor funded projects.
  • Knowledge of Quick Book and other accounting software will have added advantage.
  • Fluent in written and spoken English and Nepali. Ability to use MS Office, (Outlook, word, excel, power point) is mandatory. 
  • Person with high integrity, and commitment to organizational values and principles. 

Other: High level of English and of Nepali is required.
