RESPONSIBLE TO

Shelter Project Manager

 

The Shelter Officer will be responsible, reporting to the Shelter Project Manager, for providing technical support and coordination of Tearfund’s shelter in Nepal.  Duties include coordinating the design, planning and implementation of shelter project activities, supervising shelter staffs as applicable.

Key Responsibilities

Programme Strategy

·         Support the Shelter Project Manager  in providing local information to the Senior Management Team.

·         Initiate, support and facilitate capacity building of Implementing partner’s staff, construction workers, masons and other stakeholders as foreseen in the project strategy and documents

·         Ensure that Tearfund’s purpose, values and the programme objectives are communicated amongst staff to create mutual understanding and ownership and facilitate input from staff in the strategic planning process

Project/Support function Management

·         Support the Shelter Project Manager in monitoring the humanitarian situation in the project area, creating reports and recommendations regarding community needs, vulnerabilities/capacities and suggested responses.

·         Provide capacity strengthening trainings and workshops to partner’s staff, masons and ensure knowledge transfer

·         Identify community needs and resources available using participatory tools such as VCA, KAP or other Tearfund assessment tools

·         Orient households on basic concept of resilience and earthquake resistant building construction, utilizing local resources

·         Planning and execution of training components in coordination and consultation with Shelter Project Manager, and implementing partner.

·         Monitor an ongoing capacity building/training project for building-back-safer, and transfer insights and lessons learnt into the planning and setup of the housing recovery project

·         Develop and integrate corresponding training of DRR, Wash, Construction and Maintenance Concepts.

·         As requested by the Shelter Project Manager in collaboration with the UN Shelter cluster, working groups, local authorities to implement design to meet needs and strengthen local capacities. Actively engage with other humanitarian actors currently implementing shelter projects to ensure coordination and harmonisation.

·         Where shelter  needs are met through a cash/voucher component, coordinate the planning of safe delivery and distribution of cash/vouchers to beneficiaries, including advising on and adhering to standard operating procedures (SOP), safety and security measures and training staff on SOP and safety and security measures.

·         Liaise with Logistics, Finance and other departments as appropriate (e.g. Cash Programming Advisor) to support the needs for implementation of shelter projects.

·         Assist with the design and writing of shelter project proposals for donors, providing monitoring and evaluation information.

·         Support the Shelter Project Manager in managing the implementation of shelter project activities to achieve project goals and objectives including implementing relevant indicators, monitoring and evaluation systems and frameworks (including ongoing market analysis and price monitoring where appropriate, Snd impact assessment methodologies) in addition to supporting mid-term reviews in accordance with Tearfund and donor requirements.

·         Supporting to project team to ensure effective management and timely implementation of work plans and budgets.

·         Responsible to  conduct construction monitoring and inspection visits to shelter project implementation areas and advise and support field staff, providing supervision, training, and guidance and monitoring.

·         Support in preparation of knowledge management and dissemination.

·         Ensure that project staff understand their individual and collective responsibilities for safety and well-being.

·         Ensure that training in health, safety and security work place procedure are in place and that risk assessments, monitoring and evaluation and reporting of accidents is undertaken.

·         Administration of workshops, trainings and meetings that are hosted as part of the project.

Corporate Policy and Compliance

·         Ensure compliance with regulations, building codes, technical standards of the country and of the design by EMI.

·         Ensure that the programme design takes into account and mitigates environmental impacts, natural hazard risks and land tenure issues

·         Ensure alignment of government support such as cash transfers with operational activities and monitoring

·         Promote understanding and compliance amongst project staff to security and health and policy, and any accidents or potential incidents are recorded.

·         Coordinate the induction of project staff, ensuring their familiarity with Tearfund’s mandate, values, quality standards, policies and programme objectives and their individual responsibilities in upholding these standards and policies.

·         In conjunction with the Finance Officer ensure project financial management is in accordance with Tearfund financial systems and policies.

·         In conjunction with the Logistics Officer, ensure logistics systems are understood (procurement, transport, storage, communications, estate / buildings management, asset management etc) by project staff.

Team Management

·         As required provide supervision, guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective team work

·         Ensure Tearfund’s performance management system is effectively implemented with objective setting, probationary reviews, regular catch-ups, 6-monthly performance appraisals and exit interviews carried out for project staff.

·         Support the implementation of Tearfund’s staff development policy, including personal development planning, in a way that is consistent and transparen

External Representation

·         Seek to build positive local working relationships with local communities, district government officials, UN and where appropriate, donor representatives, working independently and with other agencies to build local community acceptance of Tearfund and other humanitarian agencies.

·         Build the capacities of selected local Tearfund partner organisations by providing advice / assistance in coordination with the Nepal Response Manager and Shelter Advisor.

·         Assist in developing collaborative programmes with Integral Alliance, other agencies and national partners in accordance with country strategy.

·         As requested attend relevant meetings workshops, conferences as required and keep informed of sector developments and key initiatives.
