POSITION DESCRIPTION

 

POSITION TITLE: Senior Value Chain Manager(Senior Level: D1-D2)

LOCATION: Kathmandu, Nepal

GROUP/UNIT: Enterprise and Agriculture

REPORTS TO: Chief of Party

PROJECT SUMMARY:

The USAID funded Knowledge-based Integrated Sustainable Agriculture and Nutrition (KISAN) Project aims to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector and increasing the income of farm families. USAID/Nepal will implement the project over a five-year periodin 20 districts of western, mid-western and far-western region of Nepal: Baitadi, Dadeldhura, Kanchanpur, Doti, Achham, Kailali, Dailekh, Surkhet, Bardiya, Banke, Rukum, Jajarkot, Salyan, Rolpa, Dang, Pyuthan, Gulmi, Arghakhanchi, Kapilvastu and Palpa.

RESPONSIBILITIES:

The Senior Value Chain Manager will work closely with the Agriculture Expert, Business Contracts Director, Senior Regional Agriculture Manager, Outcome and Cluster Managers, PPP/Communications Manager and other central, regional and district staff and will: 

1. Lead KISAN’s activities to strengthen agriculture related private sector and value chain activities. Manage pilots that test out M4P approaches. Identify key companies and markets that KISAN would work with and identify opportunities to invest in companies so that they directly and indirectly support  KISAN beneficiaries 

2. Develop terms of reference and identify and manage consultants to meet with and strengthen companies  (such as seed companies, irrigation, agrovet, agriculture equipment, and end markets of lentils, maize, rice and high value product) and increase linkages between companies and farmers, LSPs, agorvets, MPCs, in  KISAN districts. 

3. Advise on how KISAN should invest in the private sector to reach the goals, develop grant RFA’s as needed with the grants officer.

4. Conduct or oversee value chain and other market assessments as needed at the regional or district levels.  

5. Identify additional opportunities for marketing opportunities for KISAN prioritized crops and vegetables for both domestic and cross border trade.

6. Contribute to the preparation of all KISAN reports and documents as needed to fulfill USAID, and other reporting requirements.    Develop and deliver training materials/modules on various aspects or functions of a value chain: assessing market opportunities, evaluating investment needs to upgrade production and processing, accessing finance, upgrading post-harvest handling and storage.  

7. Provide technical direction for program activities related to value chain finance, warehouse receipts and inventory credit. 

8. Represent KISAN as required in national and regional market forums.  

9. Responsible to COP, working closely with the Agriculture Expert, Business Contracts Director, Senior Regional Agriculture Manager, Output and Cluster Managers and others.

10.Such other activities as may be required by the project.

QUALIFICATIONS AND REQUIREMENTS:

Education: MBA (preferred) or MSc in agriculture, livestock, marketing, or similar areas. If candidate has strong private sector agribusiness experience a Bachelor’s degreein Business Administration or BSc may be acceptable.

Experience: Minimum requirement 10 years or more of project and/or private sector experience in agriculture, agribusiness or related areas utilizing value chain approaches.  Significant experience in preparing value chain assessments and involvement in programs that utilize value chain approaches.  Preference may be given to those who have both project and private sector agriculture experience. 

The Senior Value Chain Manager should also have the expertise in the following area:

• Private sector, commercial farming, food processing and marketing experience in relation to the production, post-harvest handling, processing and marketing of agricultural crops domestic and export markets.

• Value Chain development experience, preferably, with following crops related to production, processing and marketing specific to Nepal: fresh vegetables, lentil, rice, maize, dairy/milk products, and livestock.

• Experience working to increase production and trade of agricultural products through the formation and strengthening of farmer group enterprises, as well as producer or agribusiness associations, cooperatives, government agencies and local NGO’s. 

• Experience strengthening agricultural value chains through introduction of new technology, participatory planning of production and marketing activities, improved market information and targeted business development services. Accessing finance, improving production practices, upgrading post-harvest handling and storage and adding value through processing, shipping and packing, and establishing strong working relationship with buyers. 

Language: Candidate must be fluent in both written and spoken English.  

Computer skills: Must be able to type and utilize MS Office particularly Word, and Power Point and have basic skills associated with Excel.
