Organization and Project Background: 

Action for Nepal is a local nonprofit distributing company working with adults and children in remote communi-ties of Nepal to help them to identify and achieve their goals through improvement in health and education. 

Action For Nepal is currently working in three remote districts of Nepal in partnership with school and communi-ties who are willing to help themselves and are committed to change.  

Action for Nepal supports these communities with safe infrastructure for schools and health posts, health litera-cy program for women, quality education through training teachers, scholarships for deprived children and ac-cess to clean drinking water and the provision of sanitary toilets.

Literacy Improvement Program in Solukhumbu (LIPS Project) 

The Himalayan Trust New Zealand has been supporting the communities of Solukhumbu since 1961. The Trust is committed to providing continued support for education in the region, and following a review of their existing projects, HTNZ planed new Program LIPS, that provides a targeted focus on improving children’s reading, writ-ing, talking and listening, in the early grades.

The program will be based on following design principles. It will support GoN education policy; be evidence-based and outcomes focused, establish a learning focused culture within schools and in daily practice of teach-ers; build capability to sustain practices at school level; priority in student’s learning with a focus on early grade reading (grades 1-3), effective teacher management and professional development, providing minimum condi-tions for learning; ensuring teachers spend sufficient time teaching literacy; increasing the quality of teaching so that all students are able to achieve basic literacy levels; strengthening partnerships between parents, teachers and schools; focusing resourcing and action on prototyping a scalable literacy development model that demonstrably improves student-learning outcomes; and effective performance monitoring and incentives of both classroom and school management levels.

We aim to achieve this by partnering with the government of Nepal (Ministry of Education), Department of Edu-cation, Nepal Centre Education Development, Curriculum Development Center, District Education office, School Management Committee and the Parents Teachers Association. We will design supporting materials in coordina-tion with the government and other organisation working on early grades reading program. 

This project meets the aim of the government of Nepal to provide the access to quality education for early grade children’s. The project meets the need for more in providing the right conditions for children so they are capable of learning to read and write. 

The direct beneficiaries of the project will be eleven public school of Chaurikharka, Namche and Khumjung VDC. However, such an intervention in the long-term will also bring considerable benefits to the Nepali educa-tion system, as the project is partnering with and Ministry of Education providing coaching to different govern-ment stakeholder responsible providing the quality education 

1. JOB DESCRIPTION: Senior Trainer and Project Manager (1) 

Job Title:  Senior Trainer and Project Manager (1) 

Length of Contract: 1-year contact, renewable subject to satisfactory performance

Reports to: Managing Director 

Job Purpose:            

The Senior Trainer & Project Manager will contribute to the delivery of the identified outputs and outcomes of “Literacy Improvement Program. In this role, she/he will support the two trainers / Coacher in the Implementa-tion and management of the project, with particular focus on developing required materials for LIPS program, supporting trainers’ professional development and monitoring the trainers on the ground and conducing work-shop on the importance of Literacy Improvement for children in early grades for the Head Teachers, School Management Committee and Parents Teachers Association. 

Main Responsibilities:

  • Development of the annual project plan and budget
  • Coordinate the implementation of the LIPS project plan including the implementation of the Monitoring and Evaluation plans
  • Ensure the efficient and effective use of project resources including budget monitoring.
  • Lead negotiations with HEAD Teachers about the implementation of LIPS in their schools, the selection of teachers to participate and choice or grade or multi-grade classrooms.
  • Ensure project reports are completed to a high standard and on time.
  • Ensure the project MEL Framework is implemented and the project is thoroughly documented according to plan.
  • Coordinate annual project reflections 
  • Line management of three project staff and their annual performance appraisal 
  • Act as a senior coach to review and monitor the junior coaches and ensure the highest standards in teacher education and learning are delivered.
  • Coordinate the development of a coaching curriculum with the coaching staff, seeking outside technical ad-vice when necessary.
  • Assist Teacher Coaches to develop effective parent engagement plans for each school

Key Tasks:

Programme Management 

  • To implement and monitor ongoing projects to ensure focus to successful delivery of LIPS program
  • Support line Manager on all tasks relating to programme management, budgeting, reporting, monitoring and evaluating, project identification and any other tasks related to projects.
  • Conduct follow-up on projects to ensure that the trainers, early grades trained teachers, and head teachers, SMC and communities are participating to project.
  • Ensure the project objectives and outcomes are met in compliance with donor and Action for Nepal LIPS pro-ject guidelines.

Capacity Building:

  • Identify unmet capacity building needs and potential areas of development for our trainer and key partners 

Communications:

  • Supporting the line manager to update the progress of the program in the newsletter, annual review and website 
  • Maintaining standards of mutually respectful interaction with school/district personnel
  • Responding to inquires or concerns in a timely manner
  • Providing time lines, calendars, and schedules
  • Preparing communiques both electronic and written as needed
  • Providing information to all the key stakeholders.
  • To communicate effectively with school leaders, teachers, support staff, parents and students that has con-tributed to the establishment and maintenance of a supportive learning environment

External Relation:

  • To network with staff, project partners and stakeholders
  • The post holder will be required to establish and maintain positive and productive relationships with key Ac-tion for Nepal LIPS program supporters, beneficiaries, partner and other organisations. This is by no means a definitive list as we anticipate that your external relationships will be extensive and frequent.

Internal Relation:

  • You will work closely with Action for Nepal LIPS program team to meet the project objective. 

Finance:

  • To support the line manager in the monitoring and reporting on project budgets 
  • To adhere to finance policies and procedures 

Travel:

  • To participate in filed visits in working area

Experience / Skill / Knowledge:

  • Experience of working as primary or secondary teacher for minimum five years
  • Minimum three years delivering teacher training
  • Previous experience in project management and excellent project management skills
  • Knowledge of government sector teacher education.

Job Purpose:              

The Trainer will be responsible for establishing effective and sustainable approaches to early grades teacher professional development, deepening the understanding of quality reading in literacy so the children have better learning achievement and to maximize on the job support to encourage teachers to change their classroom practices.  

Main Responsibilities:

  • Develop individual school profiles for each school worked in. Profiles will include baseline on teachers, school resources, the school community and the documentation of ongoing changes in the effectiveness of teaching and learning. 
  • Support teachers with on the job coaching, demonstration lessons, monitoring of the teaching through the use of direct observation, video and other forms of monitoring including the involvement of Head Teachers.
  • Develops professional development plans for each participating teacher and links these plans to annual teacher performance appraisal.
  • Assist the Teachers and Head Teachers to regularly assess students’ progress and to establish a class as-sessment system. This system will include; establishing student portfolios, diagnostic reading tests, stand-ardized tests, samples of student work.
  • Work with the Project Manager to develop activities to increase parent insolvents in schools.

Key Tasks:

Programme Management 

  • Coordinate with class teachers in planning and implementing professional development activities to address children learning achievement in literacy and numeracy.
  • Collaborate as needed with appropriate class teachers and head teachers regarding students who may need specialized teaching.
  • Help teachers to locate, order and promote materials to improve reading instruction and class room learning.
  • Attend class teachers’ meetings and support on need finding as required.

Reports to:  Senior Trainer and Project Manager 

Job Purpose:                

Work with the Project Manager, Education Programme Manager and Director to ensure the LIPS project has a well-developed M&E Framework and plan for the thorough documentation of all aspects of the project.

Main Responsibilities:

1.Work with the Project Manager, Education Programme Manager and Director to ensure the LIPS project has a well-developed M&E Framework and plan for the thorough documentation of all aspects of the project. This will include:

  • Supporting the design of the project M&E framework, information collection and management systems.
  • Update the project Results Measurement Table (RMT) to ensure indicators and targets are relevant and achievable and use the RMT as the basis for developing the monitoring and evaluation framework.
  • Development of a project database and its ongoing maintenance. 
  • Coordinate the implementation of the M&E plans including the development of teacher coach monitoring plans for each school. 
  • Introduce and monitor the use of M&E tools and individual Teacher Trainer M&E plans.
  • Development of a documentation plan to capture all aspects of the LIPS project and ensuring regular evaluations contribute to the LIPS documentation.
  • Production of an end-of-project documentation report.

2.Provide capacity development for all LIPS staff in M&E.

3.Contribute to the design, implementation and use of organisational research, evaluations and reflections which support the improvement of the LIPS project.

4.Contribute to the annual project reflections.

5.Facilitate the writing of TOR and organisation of all project reflections in consultation with key stakeholders.

6.Ensure all project reports contain a balance of quantitative and qualitative information which is accurate, up to date and impact focused.

External Relations:

  • Establish simple monitoring processes for all key stakeholders including parents, teachers, School Management Committees and students to monitor parts of the project that affect them.
  • Conduct regular stakeholder surveys as part of ‘downward accountability’ to get feedback on their involvement and satisfaction with the coaching and teaching.
  • Ensuring that AFN accountability standards (especially accountability to key stakeholders) are clearly articulated and implemented.
  • Ensure each school has a well-developed school M&E plan for collecting and reporting on student achievement. 

Other:

  • Regular travel around the Solukhumbu Schools will be require.

Experience and knowledge:

  • Demonstrated knowledge of good practice and experience of developing and implementing MEL frameworks, and of developing and undertaking programme evaluations and impact assessments.
  • Experience and understanding of a range of approaches to programme planning, design, appraisal, monitoring and evaluation.
  • Experience of producing reports and publications for a range of different audiences.
  • Facilitation experience and experience of supporting the capacity building of staff, including delivering appropriate outcome-focused training programmes.
