Position: Senior Monitoring, Evaluation, and Learning Expert 

The Community Development Programme (CDP) is a DFID supported Non-State Led Service Delivery Component of the Nepal Local Governance and Community Development Programme (LGCDP). The CDP will provide direct service delivery to deprived communities in 18 districts, 9 of which are Terai districts and 9 remote districts of the mid and far-west development regions of Nepal.

CDP is delivered via a consortium of three partners. RRN is the lead organization implementing the programme along with United Nations World Food Programme (WFP) and Oxford Policy Management (OPM). Specifically, OPM is responsible for the Monitoring, Evaluation, and Learning component of CDP. 

ROLE OBJECTIVE:

OPM is seeking to hire a Senior Monitoring, Evaluation, and Learning expert to support the delivery of this component.  The successful candidate will be the overall technical lead for OPM’s engagement on CDP, and report directly to the OPM Team Leader. 

KEY FUNCTIONS:

  • Assist in upgrading the M&E framework in consolation with the CDP team and other stakeholders to ensure it meets project requirements;
  • Co-ordinate the implementation of M&E activities and provide capacity enhancement support where required;
  • Lead the overall qualitative studies, and prepare their periodical reports;
  • Prepare checklists/guidelines and overall approach for the rapid assessments;
  • Support the roll out and functioning of MIS; 
  • Promote learning and sharing of M&E activities;
  • Analyse the end line data to develop insights to the corresponding reports, and assure the quality of the report;

QUALIFICATIONS AND EXPERIENCE:

  • Candidates should hold a master’s level degree in economics, management studies or any other related discipline from a recognized institute of higher learning. Applicants should also have at least 10 years of appropriate experience with international donor agencies and their projects or programmes.
