Position: Senior Engineer (Infrastructure Development Manager)

Duty Station: RRN Katmandu with frequent field visits to the programme areas in Nepal

Gross Monthly Salary: 125,000 (plus Dashain Bonus equivalent to one month salary on pro-rata) 

Duration of Assignment: One year at the beginning with possibility of additional one year extension.

About CDP:

The CDP is a DFID supported Non-State Led Service Delivery Component of the Nepal Local Governance and Community Development Programme (LGCDP) under the Ministry of Federal Affairs and Local Development (MoFALD). The CDP is expected to strengthen local governance for providing direct service delivery to deprived communities in 18 districts, 9 of which are Terai districts and 9 remote districts of the Mid and Far-West Development Regions of Nepal. In the Mid and Far West Development Regions, CDP is covering the following Districts: Jumla, Humla, Mugu, Dolpa, Kalikot, Bajhang, Bajura, Achham and Jajarkot. In the Central and Eastern Terai regions, CDP is working in Parsa, Bara, Rautahat, Sarlahi, Mahottari, Dhanusa, Siraha, Saptari and Sunsari districts.

The CDP is being implemented by RRN in a consortium arrangement with UN’s World Food Programme (UNWFP) and Oxford Policy Management (OPM) incorporated in UK. RRN is one of the largest, leading Nepali non-government organizations (NGO) working in the areas of development and policy advocacy. 

Key Responsibilities:

  • Provide overall leadership and guidance to the infrastructure development team under CDP comprising of a total of 20 engineers and 18 sub-engineers deputed in two regional and 18 district offices. 
  • Add value to the Design, Estimates, and other necessary initial documents related to infrastructure schemes developed by the technical teams of the projects by thorough checking of the technical documents.
  • Ensure the compliance of relevant rules, mode of operation and other requirements set in the programme  documents of  CDP with respect to infrastructural activities
  • Ensure timely accomplishment of milestones set for different schemes in order to facilitate the reimbursement process under pre-financing arrangements.
  • Monitor and supervise the project activities to ensure the efficient and effective implementation of infrastructure development activities.
  • Provide necessary orientation and trainings to the staffs and other stakeholders of the programme in relation to the technical as well as effective management of the infrastructural projects. 
  • Ensure the quality of the infrastructure projects in all aspects as envisaged in the programme documents.
  • Undertake any other responsibilities that may be required to achieve the objectives of the programme. 
  • Provide technical and strategic guidance to the district and region based staff for the implementation of activities in the community based disaster management sectors as per project documents.  

Required Core Competencies, Qualifications & Experiences:

  • Nepalese citizen with demonstrated experience working with national/international development organisations, preferably in the technical sector of infrastructural development for at least 5 years. 
  • Proven technical competency and experience with progressive track records.
  • At least graduate in Civil Engineering, Post Graduate Degree ispreferred. DRR experience would be an advantage.
  • Thorough knowledge of the prevailing standard norms/codes set by the governments in respect of construction of different infrastructures  
  • Demonstrated ability to implement infrastructure projects with rigorous timelines and deliverables with quality. 
  • Excellent English language competencies both verbal and written, especially report writing with excellent communication and presentation skills.
  • Excellent interpersonal communication skills.
  • Proven track record for managing and building team work and collective efforts.
  • Knowledge of Nepal Government’s Programme in relation to Disaster Risk Management(DRM) and government structure to implement the policies and manage  DRR activities, National Strategy for Disaster Risk Management (NSDRM), understanding on flagship 4 in depth in the context of Nepal and other relevant policies and programme of actions in DRM.
