The Centre for International Studies and Cooperation (CECI) is a Canadian non-profit organization. Founded in 1958 and incorporated under the laws of Canada in 1968, its head office is in Montreal. CECI’s mission is to combat poverty and exclusion. To this end, it builds the development capacities of local disadvantaged communities, supports peace, human rights and equity initiatives, mobilizes resources and fosters the exchange of knowledge. 

Uniterra is a volunteer cooperation and international development program that strengthens organizations and networks by pooling expertise and knowledge. Jointly implemented by CECI and World University Service Canada (WUSC), Uniterra supports the development of inclusive market systems in order to address the root causes of market failure and to facilitate systemic changes. To do so, Uniterra works in high value cash crops, non-timber forest products and handicraft sub-sectors to in order to enable women and youth from poor and marginalized communities to improve their economic and social well-being. Uniterra prioritizes local ownership of results through working in partnership with strategically placed local partners to improve the quality and relevance of services, and facilitate access to economic opportunities for women and youth.

Sector Program Officer-Market System Development

MANDATE:

Reporting to the Uniterra Country Coordinator and in close collaboration with the Senior Program Officer, the Sector Program Officer provides support to partners and volunteers in pursuit of the Program’s target results. He/she shall be responsible for leading a process to develop and facilitate market systems in selected sub-sectors while taking care to ensure the inclusion of women and youth. 

Responsibilities: As the SPO-Market System Development, you shall:

Partnership development/management and support

  • Support Senior Program Officer to facilitate the National Advisory Committee and sectoral Committees and encourage collaboration and synergy among the members.
  • In close collaboration with Senior Program Officer, play a deft and unintrusive facilitation role in the market systems supported by the Program.
  • Support partners and volunteers in developing needs assessments and capacity building plans in order to identify and achieve satisfactory and realistic mandate.
  • In Close Collaboration with Senior Program Officer, Develop linkages with private sector companies of interest in relation to market systems.

Volunteer mobilization and support  

  • Support the Country Coordinator and partners in welcoming and supporting volunteers over the duration of their mandates.
  • Coordinate and provide support to partners and volunteers (i.e. training, follow-up) on the development of market systems. 
  • In collaboration with local partners, program support volunteers and Senior Program Officer,  provide professional, socio and cultural support to Canadian volunteers.
  • Organize appropriate training/orientation sessions in preparation for the arrival and the departure of volunteers

Planning, monitoring and evaluation

  • Support Senior Program Officer in timely preparation of work plans and annual narrative reports, in accordance with the Program’s management guidelines.
  • Support partners in identifying areas where they need support and assist them in translating the identified needs into realistic volunteer mandates.
  • Support in implementing  program intervention stratégies in sub-sectors.
  • Ensure the documenting of results and good practices with the goal of the communication and dissemination both internally and externally. 
  • As required, support Senior Program Officer  in collaboration with partners, the completion of a participatory environmental impact assessment, as per Global Affairs Canada and in-country requirements, and the Program’s own guidelines.
  • Integrate gender equality and youth inclusion strategies in the implementation of interventions, and ensure the monitoring and evaluation of the gender equality and youth inclusion results.
  • All other related tasks, as required. 

QUALIFICATIONS

  • Master’s degree or higher in a relevant discipline 
  • Experience working in agro enterprise development and handicraft sub-sectors
  • Experience working in international organisations
  • Volunteer management and mobilization experience.
  • Relevant experience in developing partnerships and networks.
  • Relevant experience in needs analysis, capacity building and training.
  • Knowledge of development policies and strategies in Nepal, particularly in relation to entrepreneurship, employability, and vocational and technical training.
  • Work experience in an intercultural context and strong intercultural communication skills.
  • Proficiency with information technologies and in computer skills (Word, Excel, Google Drive/Docs/Gmail, etc.)
  • Good team player.
  • Adherence to gender equality approach and social inclusion.
  • Proficiency in spoken and written English.
