Request for Proposal to conduct Training on

First Aid and Light Search and Rescue

Norlha is a non-profit, non-political, non-religious association headquarters based in Lausanne, Switzerland with an office in Kathmandu that supports remote communities in the Himalayas in building capacities that will allow their sustainable development, through integrated projects in agriculture and livelihood, income generation, gender, disaster risk reduction and environment with a strong focus on supporting women. 

Norlha has recently started implementing a two years project   named Building Better lives, Rebuilding Livelihoods (BBL) which is designed to help people of Thulogaun and Tipling live a better life than earlier. The BBL project aims at restoring the production and sales of agricultural commodities of smallholders and at making communities more resilient to disasters like earthquake, landslides and droughts. To contribute in building disaster resilient community BBL program has a plan to train project staffs on first aid (FA) and light search and rescue (LSAR).

TOR of Trainer

Training Objectives 

  • To equip the BBL project staffs on FA skills needed to render aid on site to sick or injured persons, stabilize their condition and prepare them for transport to advance medical facility. 
  • To equip the BBL project staffs on LSAR skills that capacitate them in performing immediate and successful search and rescue during nay hazardous events so as to minimise the losses and deaths of the affected people lives

Training approach and methodology

Participatory approach will be applied throughout the entire training and methodologies such as-group discussion, demonstration, practical exercises, simulation, brainstorming and interactive/reflective lecturing will be used. More attention will be paid to simulation exercises providing enough time for the participants. The details/contents to be discussed or delivered under each session should be provided to Norlha along with the schedule at least 3 days before of the training in the document beforehand. This should be finalized upon discussion between two parties. There should be at least four trainers for facilitating the first aid training and at least three trainers for search and rescue training. The trainer needs to conduct training for five days (including 3 days for FA and 2 days for LSAR) starting from 9:00 am till 5:00 pm however, the training being residential, time can extend beyond 5:00 pm if needed. The trainer should manage short daily review of previous day with small evaluation of the participants. Trainer should have a daily meeting with Norlha after completion of training to review the whole day activities and make improvement on next day if needed. The trainer should deliver in such a way that the participants can get the required skills and practical knowledge on FA and S&R. A pre-test will be carried out at the beginning of the training to identify the current know how of the participants on the topics to be dealt. Likewise, a post test will also be carried out for the evaluation of the knowledge gained by the participants, by the training intervention. 

The trainer will provide the technical skills and knowledge to the participants while required logistics will be provided by Norlha. However, the tools and equipments needed for simulation needs to be managed jointly by both the parties and the cost will be borne by Norlha.

Scope of Work

The trainers need to prepare the training schedule with clear sessions of the training and conduct five day residential training as per the agreed schedule and contents. Participants should be sensitized on common hazards of Nepal  like flood, landslide, earthquake and fire, ,vulnerability, disaster cycle, disaster response channel in Nepal, types of damages, search and rescue operation, operational safety (safety first), searching and locating techniques (healing), rescue strategy & techniques on fire, earthquake, landslide and flood . Similarly, trainer should include Introduction of first aid and its principle, patient assessment, unconsciousness, respiratory problem and artificial respiratory, bleeding and shock, spinal injury, wounds and bandaging, fracture, burn and electrical injures, bites and poison, lifting moving and method of stretcher making (using local materials) both theory and practical during first aid.

A comprehensive simulation exercise will be carried out on the final day of the training to assess their practical learning. It will be an outdoor simulation with a flood/landslide affected scenario created in vicinity of the training venue. Participants will be required to apply correct and complete steps of BLS&R that includes search, locate, stabilize and extricate the victims in the landslide/flood scenario. In the scenario, the participants will also be able to deal with media in the scene and control crowd as well. Special simulation materials will be used and different cases of injury and illness will be included. 

The trainer should provide training report 15 days after the completion of training event. The report should contain the detail activities along with the contents discussed under each session so as to use as a guiding/reference document for transferring the skills to the community people. Trainer should conduct pre and post training assessment.

QUALIFICATIONS & EXPERIENCE

Experiences:

  • Trainers should have five years of working  experience in providing training on First Aid and disaster management such as search and rescue,  fire fighting, flood fighting etc.

QUALIFICATIONS:

Lead Trainer: 

  • Lead trainer should have master’s degree in any disciplines with at least five years working experience in training or human resource development sector.
  • Should have in-depth knowledge on community level first aid  and well versed in acts, policies and guidelines, strategy regarding DRM in Nepal

Facilitators: 

  • Each facilitators should have bachelor’s degree in any discipline with four years’ experience in conducting first aid and search and rescue training 
  • Good facilitation skills
  • Well versed in acts, policies and guidelines, strategy regarding DRM in Nepal. 
  • Familiarise with the diversity among the training participants and address accordingly.

Major duties and responsibilities:

  • Provide training curriculam (Training contents including detail course contents) and hands out of FA and Light Search & Training
  • Conduct training sessions for five days 
  • Prepare reports of the training including pre and post assessment results with photographs.

Expected results

  • All the participants will be able to gain knowledge on FA and LSAR and be able to demonstrate these skills practically.
  • Participants will be able to transfer their knowledge/skill to the community people.

Deliverables

  • Training schedules along with detail course contents.
  • Report of the training including pre and post test assessments results and analysis.

Expected Timeline

  • Start date for training: 2016/11/07
  • End date for training : 2016/11/11

Training duration will be at least eight hours per day

Trainer meeting above qualification and experiences are requested to   submit financial proposal along with technical proposal by October 7, 2016 to nepal@norlha.org 

Note: The selection of the service provider will be based on the competitive marking of both technical and financial proposal and Norlha has sole right to accept or reject any proposal.
