DCA is a faith-based, non-missionary organization. We work for the poor, vulnerable and socially excluded communities and believe in life before death. Our everyday work with development and relief aid strives to help the oppressed, neglected and marginalized groups in our focus countries in Asia, the Middle East, and Africa to strengthen their possibilities of a life in dignity. In Nepal and Bangladesh, we are involved in several thematic areas with our work focusing on resilient livelihood, active citizenship and migrants’ rights, among others. DCA SARO urgently calls for applications from qualified and competent Nepalese candidates for the following positions:

1. Regional Program Officer (Humanitarian): This is a senior level position, and will head the humanitarian portfolio including emergency relief, recovery and reconstruction activities in Nepal and Bangladesh and Pakistan. S/he will be mainly responsible for programme development, strategy, planning, and management andpartnership support of DCA’s Humanitarian Program. S/he will also be looking after the quality and accountability portfolio of the organization. Other responsibilities include staff management, proposal development, project monitoring and advocacy, networking, & influencing. The person will be part of the Programme Team and report to the Head of Programmes, DCA SARO.

REQUIRED QUALIFICATIONS AND COMPETENCIES:

  • Postgraduate degree in related field preferably in Disasters Management, Disaster Risk Reduction, Environmental Sciences, Development Studies and Humanitarian Response. Minimum five to ten years of relevant work experience in DRM/DRM, humanitarian response and development work inSouth Asia Region. The candidate should have the ability and willingness to work in a programme/humanitarian integrated team. S/he should have strong facilitation, networking, analytical, negotiation, coordination, and facilitation skills. Excellent writing skills especially in report writing skills are mandatory. Candidates will be expected to have advanced user knowledge of Microsoft Office. S/he should have the ability to work in an organised and responsive manner under extreme pressure on occasion in a stressful environment. Candidates with excellent communication skills (written and spoken) in English, Nepali and Bangla (Oral) skills will be preferred.

2) Regional Program Officer - Resilient Livelihood: This is a senior level position and will lead the Resilient Livelihood Portfolio for DCA in Nepal and Bangladesh. S/he will be responsible for contributing to programme strategy development and management along with implementation of these programmes. S/he will be responsible for Programme and Partnership Management on Resilient Livelihood, support DCA strategy development and delivery of an integrated programme on resilient livelihood. The position also requires understanding of DRR/DRM and contribution on livelihood recovery programme in accordance with DCA Global strategies. S/he will also be responsible for the development of proposals, preparation of Annual Programme Reports, project monitoring and advocacy, networking, & influencing. The person will be part of the Programme Team and will report to Head of Program.

REQUIRED QUALIFICATIONS AND COMPETENCIES:

  • Postgraduate degree in relevant field preferably in Agriculture, Markets Development, Natural Resources Management, Disaster Risk Reduction,  Environmental Sciences, and Development Studies. Minimum five to ten years of relevant working experience in development organisation with similar responsibilities. S/he should have strong facilitation, management, and analytical negotiation, and coordination skill. Excellent writing and reporting skills are a mandatory requirement. The candidate must be a strategic thinker, have good skills at an advanced user level including the Microsoft Office suite would be expected. S/he should have the ability to work in an organised and responsive manner under extreme pressure and stressful emergency situations.

3. Consortium Manager - DCA SARO is looking for a Consortium Manager to manage its ECHO funded consortium project in Dhading, Makawanpur, and Lamjung districts. This is a senior level position, responsible for overall management, implementation, monitoring (program and budget), supervision, reporting and coordination of the project. S/he will be engaged in all the strategic directions and policy with the Consortium Steering Committee, and responsible for liaising with the consortium members, partners in overall processes of planning, budgeting and implementation of the project. S/he will work in close coordination with the finance and funding team. S/he will facilitate project team in designing and implementation of monitoring and evaluation framework, ensure incorporation and implementation of crosscutting issues and implementation of shelter activities. S/he will also explore the scope for possible partnerships, and build capacity of implementing partners. The positon will be based in Kathmandu. The project period is till April 2017 with possibility of extension.

REQUIRED QUALIFICATIONS AND COMPETENCIES:

  • Postgraduate degree in relevant field preferably in Disasters Management, Disaster Risk Reduction, Environmental Sciences, Development Studies and Humanitarian Responses. Minimum six to eight years of relevant working experience in DRR/DRM and Humanitarian Response and minimum two years of either regional or international experiences in the DG ECHO funded Projects is required. S/he should have strong facilitation, management, and analytical negotiation, and coordination skill. Excellent writing and reporting skills are also a requirement. The candidate must be a strategic thinker, and should have the ability to work in an organised and responsive manner under extreme pressure. Prior experience of working in an ECHO funded project will be an added advantage.
