Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

PROTECTION COORDNATOR – OXFAM GB 

 LOCATION: Kathmandu, Nepal

CONTRACT TYPE: National, Fixed Term

The role

Reporting to the Earth Quake Response Programme Manager, Provide specialist protection advice and support to Oxfam’s earthquake response in Nepal  ensuring independence and impartiality in providing services, Develop a comprehensive protection analysis of the Nepal context, including violations of IHL and human rights, access to humanitarian assistance, GBV, gender analysis, child protection, tribal and ethnic discrimination, Input to Oxfam’s response strategy in line with global protection goals to include ensuring safe programming across the humanitarian response. 

Identify the potential to develop specific protection activities or projects and ensure coherence and effective linking with Oxfam’s development work in Nepal, Support the Programme Coordinators in the management of the implementation of protection activities and matrix management of protection staff and/or team(s) working in the response, Support advocacy and campaigning on protection issues within the context of Oxfam Nepal’s Campaign Advocacy and Media Group, with linkage to the Rights in Crisis Campaign, Represent Oxfam with key protection actors such as ICRC, UNHCR, IOM, OCHA and actively participate in the Protection Cluster and relevant Areas of Responsibility, Provide capacity-building on protection issues to the Nepal team and partners including on safe programming (avoiding inadvertent harm and ensuring conflict sensitivity) across Oxfam's WaSH, shelter, EFSVL and country programme activities (EJ, GJ, DRR, etc.), Participate in Oxfam’s internal Protection Peer Group and contribute to Oxfam’s global strategic thinking on protection

The Person

To succeed in this role you will have:

  • Proven experience of involvement in humanitarian response work, preferably in field-based protection work in natural disaster affected or insecure environments.
  • First degree, preferably in sociology / anthropology / humanitarian (Int Law, protection)
  • Strong conceptual and practical understanding of protection issues and specifically Oxfam’s approach to and role in protection work including advocacy
  • Understanding of the Protection Cluster and other protection coordination mechanisms and the roles and mandates of key protection actors
  • Analytical skills and strategic thinking including experience developing written analysis and strategies for protection
  • Strong understanding of gender-related aspects of protection work. Commitment to gender equity, diversity and equal opportunities
  • Experience managing diverse staff/teams including in complex and challenging environments
  • Experience of capacity-building and training of colleagues and partners
  • Commitment to values of inclusiveness, empowerment, accountability and gender equality
  • Willingness to travel at short notice, and often in difficult circumstances.
  • Committed to Oxfam principles 
  • Ability and willingness to travel regularly to field locations
  • Excellent communication skills (spoken and written) in both Nepali and English (working language)
