Details / requirements:

Mission East (ME) is a Danish NGO which has been working in Nepal for many years. The organisation has two major programme units – one for long term development work in the Karnali district and the other for earthquake recovery work in the earthquake zone.

Under the lead of Mission East with Save the Children as consortium partner, European Commission-Humanitarian Aid and Civil Protection (ECHO) funded project “Promoting inclusive Community Based Disaster Preparedness in the Recovery and Reconstruction of earthquake affected areas of Nepal” being implemented in four earthquake affected districts (Sindhupalchowk, Dolakha, Ramechhap and Okhaldhunga). This project aims to strengthen community and institutional capacity on Disaster Risk Management through the implementation of inclusive and flexible CBDRM, improved coordination, information management and policy advocacy.

ME is looking for a dynamic Project Officer to implement the  project “Promoting inclusive Community Based Disaster Preparedness in the Recovery and Reconstruction of earthquake affected areas of Nepal” funded by European Commission-Humanitarian Aid and Civil Protection (ECHO).   This is a field base position working closely with the programme team and the implementing partner and there will be opportunities for experimentation and learning within the programs and within Mission East.

Position Title: Project Officer (for Recovery Programme)

Location / department : Field (Ramechhap District) Based in Manthali with frequent travel to project VDCs

Length of contract: 9 months Until 31st October 2017

Responsible to: DRR/Recovery Programme Manager

Coordinate with: Local partners staffs and community as required

Overall responsibility: Support the DRR/Recovery Programme Manager in the planning, effective and efficient implementation of DRR project activities in implementation districts with a lead in Ramechhap District. The Project Officer will ensure effective coordination and representation of Mission East at district level and provide capacity building support and guidance to District Implementing Partner.

KEY TASKS AND RESPONSIBILITIES

A. Project implementation and capacity building

  • Support partner NGOs (PNGO)in implementation of Detailed Implementation Plan (DIP) via collaboration and coordination, field visits and other technical inputs as needed.
  • Mentor and build the technical capacity of PNGOs staff, via trainings and regular support to effectively implement the project activities and achieve the highest quality standards.
  • Assist Programme Manager in developing field manuals,process documentations, training sessions etc. as necessary for the project implementation.
  • Systematically maintain the documents and accurate information of the project in Ramechhap District, to assist project planning and monitoring.
  • Participate in district coordination meetings, working group meetings and other meetings as required.

B. Project monitoring and reporting:

  • Support PNGOs in compiling and preparing monthly and quarterly progress reports, collecting case studies, recording beneficiary numbers, and taking good photos.
  • Review and assess the PNGOs reports, to identify the progress and quality.
  • Ensure accurate and timely reporting of activities and progress according to Mission East’s, donor, and other applicable timeframes.
  • Assist in monitoring and evaluation of project activities, outputs, and impacts by coordinating field data collection, analyzing data, and drafting relevant conclusions.
  • Prepare necessary reports for sharing to different stakeholders

C. Other:

  • Assist Programme Manager in developing and maintaining networks with relevant district, and local stakeholders.
  • Assist in conducting needs assessments, end line surveys, and project proposal writing, providing accurate field data and other relevant inputs.
  • Support DRR/Recovery Programme Manager, as required.

REQUIRED QUALIFICATIONS

Qualification:

  • Master’s degree on relevant subject, such as social sciences, environment, and development studies.

Prior Work Experience:

  • At least 2 years’ of relevant experience in I/NGO relief and/or development works.
  • Experience working on projects with disaster risk reduction (DRR), resilience, and inclusion focus.
  • Knowledge of DRR and inclusion concepts and terminology.
  • Experience in facilitating training.

Necessary Skill Competencies:

  • Excellent communication skills.
  • Excellent planning and writing skills.
  • Language Proficiency:  excellent English and Nepali (written and spoken).
  • Thorough understanding of project management including monitoring.
  • Proficient user of Microsoft Office applications (Word, Excel, PowerPoint, etc.)
  • Ability to work flexibly and to meet competing deadlines.
  • Excellent teamwork abilities.
