Emergency Medical Services - Project Manager 

Medical Teams International is the USA based non-profit humanitarian aid and global health organization. Medical Teams International has mobilized 2,000 medical aid teams since 1979 Medical Teams International begun health related interventions shortly after the disaster in late April 2015. The EMS project will be directly implemented by MTI through the partnership of Ministry of Health (MoH) and District Health Office (DHO), Dhading district. The project duration is from 2016 to December, 2018.

Employment Period: 3 years contract

Location: Dhading-besi, Nepal

JOB SUMMARY: We are looking for a visionary and committed leadership to implement EMS project in Dhading district. This position is responsible for leading and managing ‘Emergency Medical Services (EMS)’ project activity of MTI in Dhading district of Nepal and responsible  to maintain the coordination with Ministry of Health (MoH), District Health Office (DHO), NGOs, and other key stakeholders, and technical oversight of the implementation, and monitoring & evaluation of the project. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Project head, leading according to MTI’s mission & values and preferably have EMS experience 
  • Coordinating, networking, communicate and maintains a good working relationship with partner agencies including government agencies to make sure the EMS project run well as the plan;
  • Lead the EMS project in Dhading district and managing the day to day project operational activities;
  • Providing technical guidance to its national and district level stakeholders and partners 
  • Accountable & responsible to implement project according to timeline and logical framework
  • Good planning skills, Supervise and assist with Monitoring & Evaluation
  • Willing to travel to communities frequently and developing case studies and lessons learned reports and sharing with stakeholders
  • Developing appropriate strategies to enhance program success and develop a detailed project performance to monitor and track progress;
  • Establishing Ambulance association in Dhading compliance with 
  • Supervise and assist with EMS training
  • Organize and attend EMS associated periodical meetings as needed;
  • Facilitate and supervise the development of training package for First Responders (FR) and Emergency Medical Technicians (EMT);
  • Preparing periodical reports on time for sharing with stakeholders and line agencies
  • Supervise the development of the EMSA, ECC and ERC
  • Providing EMS technical guidance in coordination with technical experts;
  • Coordination with LMD for medical supplies and custom;
  • Supervise the duties performed by M&E/logistics Officer and Admin/Finance Assistance;
  • Prepare the monthly EMS operational report in co-ordination with M&E office and Admin/Finance staff;
  • Ensures that the EMS system is operating as EMS strategic plan, timeline and budget;
  • Supervise the development of the Emergency Medical Service Authority (EMSA), dispatch services and Emergency Response Cooperative (ERC);
  • Coordinating in establishing a pilot communications system in targeted locations;
  • Conducting and organizing half yearly and annual project review meeting in district and national level; and preparing review report of each meeting
  • Facilitates in providing EMS training, basic EMT and Medical First Responder; Ensures project quality assurance of EMS Project during implementation and training, according to best practices of monitoring and evaluation, with assistance from Technical Advisors;
  • Other duties as required by EMS experts, Nepal Program  Manager, and Country Director

QUALIFICATION:

  • Professional-level masters in related field and also preferable the Master in Public Health Strong commitment to the mission and vision of Medical Teams International;
  • Proven working experience of minimum 3-5 years in project management of health related, and teaching;
  • Committed to create and accept the innovative ideas to establish EMS system in Nepal 
  • Experience conducting trainings for adults and  working with government agencies;  
  • Excellent data analytical, interpersonal and communication skills both in English and Nepali; 
  • Good computer skills in spreadsheet and  ppt Solid organizational skills including attention to detail and multi-tasking skills
  • Willingness and desire to personally obtain / enhance EMS Education;
  • Willing to travel and stay overnights at the project site;
