Position: Project Evaluation Consultant

Project Summary:

European Union funded project “Economic Growth for Social Justice: supporting NTFP trade and business development in Karnali” aims to promote sustainable and equitable exploitation of high value Non Timber Forest Products (medicinal plants and essential oils as per NTIS list of priority products) in Humla, Mugu and Jumla districts of Karnali region, Nepal. It is being implemented by Mission East and its five project partners; Asia Network for Sustainable Agriculture and Bioresources (ANSAB), Karnali Integrated Rural Development & Research Center (KIRDARC), Rural Development Group Programme (RDGP), Rural Community Development Center (RCDC) and Women Welfare Service (WWS). This project is being implemented for 36 months, starting 6th April 2012.

 Detailed Consultancy Requirements:

Consultancy Purpose

To evaluate the achievements of project results, record lessons learned and assess the sustainability of the project outcomes.

Consultancy Objective(s)

The objectives of the final evaluation are to:

1.Assess project completion against log-frame and efficiency of means employed

2. Assess how effective has been the project

3.Evaluate if the project was relevant to the needs of the beneficiaries

4.Evaluate sustainability of project outcomes

5.Identify key lesson learned of the project

6.Propose recommendations to Mission East for further support in NTFP trade and business Nepal particularly in high mountain context

Consultancy Output(s)

1.Analytic report that assesses to which extent the action of the project has met the project goals and objectives.

2.Analytic report that addresses effectiveness, relevance, potential impact, replicability, sustainability.

3.Review of good practices, lesson learned and challenges under the project

4.Specific recommendations and opportunities for next phase of the project

Consultancy Timeline

The consultancy has been scoped as 19 days of work, which should occur from second week of March and final report must be presented by 3rd of April 2015.  

Consultant Requirements

 

  • Minimum 10 years of hands-on experience in natural resources sector (management, coordination, monitoring and evaluation, policies development, etc) with in-depth knowledge of mountain context particularly Nepal or country of in the Himalayan region.
  • International exposure to consultancy work in the forestry domain will be a strong asset for candidate selection
  • Proven experience in successful completion of national level development program evaluation through participatory evaluation methods and models. The applicant will be asked to share reports for quality review by the interviewing panels.
  • Familiar with gender and inclusion issues of South Asia and Nepal.
  • Proficiency in writing in English and Nepali at a professional level.
  • Physically fit for 10 days of intensive walk in the mountains
