GOAL is an international humanitarian organisation operating from its head office in Dublin Ireland supporting various types of Emergency response, Child Protection, Health, Shelter, Livelihood and WASH programmes in urban and rural communities around the world. The organisation’s Nepal’s Office is located in Kathmandu with field offices in Rasuwa and Ramechhap where our focus is on shelter and livelihood programmes.

Project Director - Rasuwa

To coordinate the overall implementation of a ‘foot-trail and foot-bridge restoration project’ in Rasuwa district, working alongside a local partner and a private engineering firm. Apart from coordinating with partners, local government offices and relevant stakeholders, the Project Coordinator (PC) will oversee the non-technical management of a large labour force and cash-for-work programme in multiple sites

Supervises: Field team around 10-15 staff

Effective Date: Starting immediately

Position Status: Fixed term up to 31 July 2017

Contract Period: 10 months ( approx),  extendable based on fund availability and performance

MAJOR DUTIES AND RESPONSIBILITIES:

Project Management

  • Lead the overall management of GOAL’s foot-trail and foot-bridge restoration project in Rasuwa.
  • Manage, guide and support the programme team, overseeing all aspects of their work – coordination, supervision, monitoring, capacity building, programme design and development, implementation, evaluation, etc.  This will include regular visits to GOAL-supported programmes and partners with programme colleagues.
  • In close collaboration with the technical lead agency and local partner, guarantee smooth and efficient implementation of the project, ensuring any partner, project or staffing issues are dealt with in a timely manner.
  • Manage the smooth implementation of the cash-for-work (CfW) programme in the district, managing relationships with banks, banking agents and overseeing the agreed-upon security measures.

Coordination and networking

  • Manage relationships with partners, ensuring agreements are adhered to and assessing opportunities to build capacities.
  • Co-ordinate with programme colleagues in the identification of capacity building needs within the programme team and address accordingly, contributing to the development of systems among GOAL’s partners as required.
  • Develop weekly and monthly action plans with all programme colleagues and monitor the delivery of those action plans
  • Prepare all GOAL and donor-related reporting and documentation requirements for the SMT in a timely manner, in accordance with the GOAL Nepal Donor Reporting Schedule.
  • Co-ordinate with GOAL Nepal MEAL and programme colleagues to ensure the establishment, implementation and monitoring of policies and procedures that a) enhance the delivery of GOAL’s programme in accordance with the GOAL Nepal strategic plan and b) minimise the risk to GOAL’s investment.
  • Ensure timely, accurate and relevant reporting within the programme team on all programme related matters, especially arising from monitoring visits, evaluations, etc.
  • Set up a systematic communication and information channel that relays all of the project activities, outcomes and impacts.
  • Support the development of programme concept notes and programme proposals as and when needed
  • Actively co-ordinate with all colleagues in the organisation and contribute to a constant level of integration between members of the programme, administration and finance teams.
  • Ensure strong communication with the GOAL Nepal (GN) Senior Management Team (SMT) and the donor throughout the duration of the project.
  • In coordination with the SMT, the PC will lead the selection of areas in which GOAL will operate and the process of programme development in new areas, directing GOAL programme and local partner staff accordingly.
  • Developing linkages with relevant organizations, individuals and local government as per the need of the project.
  • Manage the development of the GN programme in accordance with the GOAL strategic plan and organisational policies.
  • To support awareness raising among communities in regards to project aims, roles and responsibility of community, assisting in mobilizing the community for program activities.
  • Supporting program implementing team with facilitation of trainings and workshops where needed and appropriate.
  • Report to and carry out duties as assigned by the Programme Manager.

REQUIRED QUALIFICATIONS AND COMPETENCIES:

  • Completed Master’s degree from an accredited academic institution, preferably in Social Sciences, Development Studies or other related fields, with 5 years relevant work experience, 3 of which should be at a senior management level; or Bachelor’s degree with 5 years of senior management work experience in related field.
  • Experience of managing medium-to-large CfW programme is a minimum requirement.
  • Experience in overseeing large projects (budget and staff), preferably in multiple locations.
  • Should have experience in project planning/development/implementation, coordination, and managing large teams.
  • Experience of effective coordination with implementing partners, local authorities, political parties, stakeholders, and beneficiaries. Examples of capacity building of local partners a bonus.
  • Demonstrable experience in preparing donor narrative report.
  • Adequate experience is supporting M&E activities.
  • At least two years previous experience working with an international NGO.
  • Effective team player with good communication and negotiation skills, with an aptitude for external representation and networking.
  • Experience of working in Rasuwa and/or managing a similar trail-related project an advantage.
  • Excellent computer skills required for project reporting, financial management, and knowledge compilation and dissemination; 
  • Ability to work in field for prolonged periods in challenging environments.
  • Excellent written and spoken English and Nepali
