Period of Service: up to 3 years 

Key Responsibilities:

International Development Enterprise (iDE) was established with the mission to create income and livelihood opportunities for poor rural households. It has headquarters in the USA, UK and Canada and implements projects/programmes in different countries, including Nepal, where it has been implementing various projects and programmes since 1992.

In Nepal, iDE has taken a leading role in the micro irrigation revolution. Over the last 20 years, iDE has developed low-cost, appropriate technologies for smallholders including drip systems, micro sprinklers, treadle (foot) pumps, and water storage and distribution technologies. iDE invests in design and initial promotion of these technologies, which private companies cannot afford to develop because they are unable to establish enforceable patent rights. Once popularized, these products are sustainably manufactured and marketed by the local private sector. iDE has also taken a leading role in innovating low-cost piped water irrigation systems, including multiple-use systems (MUS) that provide water for irrigation and domestic use. The iDE MUS program is globally recognized. It has also developed appropriate agricultural equipment for essential oil distillation and coffee processing and has developed IPM packages that use safe bio products to reduce chemical use on major horticultural crops. In addition, iDE is widely recognized for its leading role in establishing and scaling smallholder commercial pockets in public private partnership. The approach includes developing sufficient volume to establish private service providers within rural areas and to develop community-managed collection centres that enable market access. iDE has functional working relationships with various government Ministries and Departments as well as with the private sector for investment in training, credit and infrastructure (agricultural roads, collection centres and water resource development). iDE mobilizes local resources to match government grants and serve as a channel for government to allocate services.

Very recently, iDE won DFID's global bid for implementation of the project “Anukulan: Developing Climate Resilient Livelihoods for local communities through public-private partnership for 500,000 poor people in western Nepal that suffer from climate extremes and disasters” in six districts of the Mid- and Far-Western Development Regions of Nepal. The districts are: Surkhet, Bardiya, Kailali, Kanchanpur, Doti and Dadeldhura. iDE leads the consortium, which includes seven international and four national organizations. This three-year project has four specific outcomes: 1. Poor people received support to reduce vulnerability to climate related shocks and stresses; 2. Increased capacity of local government, civil society and private sector to respond to climate related shocks and stresses; 3. Better understanding of what works in building resilience to climate related shocks and stresses and integration into DRR approaches; 4. Improved policies integrating DRR and climate change adaptation are in place at local and national levels.

The Programme Coordinator will be working at the iDE central office in Kathmandu under the guidance and supervision of the Deputy Team Leader of the Anukulan BRACED Programme, with an overall responsibility for the smooth implementation of project planning, monitoring, reporting, financial forecasting, coordination with consortium partners and ensuring quality of implementation. S/he will work closely with a multi-disciplinary project team representing different consortium partners at the national and regional level to achieve the project results in time at a high standard. More specifically s/he will be responsible for the following tasks.

Programme Planning and Implementation:

1. Facilitate “Anukulan” regional team to effectively plan and implement field programme in selected districts. 

2. Together with multidisciplinary team, prepare and implement strategy, plans and guidelines for project and its activities at the region and district level 

3. Work closely with regional and central team to prepare annual Detailed Implementation Plan and Annual Work Plans of the project

4. Prepare periodic/quarterly plan with regional team and facilitate its timely and effective implementation

5. Ensure effective planning, implementation, monitoring, evaluation and reporting of the project activities by the consortium partners 

6. Together with thematic experts, ensure the smooth delivery of thematic activities in the project districts.  

7. Support and promote pilot demonstration of climate adaptation- and DRR-related innovative technologies and practices

Coordination and capacity building:

1. Support the capacity building of consortium partners and district-based local NGOs and district level stakeholders on climate adaptation and DRR related activities 

2. Support the capacity building of staff and key stakeholders to facilitate planning, implementation and monitoring of adaptation plans at local and community levels, ensuring benefits to climate-vulnerable communities within project VDCs and supporting good governance and gender and social inclusion

3. Coordinate and build capacity of multiple stakeholders at the district level to create an enabling environment for planning and mainstreaming of climate change adaptation

4. Backstop the regional team to organize and share progress and planning at different regional and national level forums

5. Maintain effective coordination with consortium partner organization, governmental institutions and others at central and regional levels as required to implement the program

6. Work under the Deputy Team Leader at the central level as necessary for programmatic matters

Monitoring, Documentation and Reporting:

1. Engage in regular field visits to backstop monitoring and reporting of project accomplishments 

2. Initiate and/or participate in visits with the regional/central team

3. Ensure joint monitoring (Central/Regional) involving different stakeholders, SWC and donors as required in the field 

4. Maintain or compile database, case studies and reports as acquired from regional/central level, analyze and report as necessary

5. Preparation of communication and extension materials for publication

6. Document and share program learning and experiences in different forums and medias and promote replication of best practices

7. Support central team in preparation of project compliance documents as per DFID’s requirement

8. Be responsible to meet the targets in indicators as per the project proposal and Performance and Monitoring Plan 

9. Ensure project activities complies with Environment Mitigation and Monitoring Plan

10.Receive and support visitors, guests and representatives from donors and other Stakeholders at various levels

Financial Management:

1. Support timely submission of proper financial forecasts, expense summaries and reporting from districts to the central level

2. Supervise and support timely submission of proper timesheets and associated claims

3. Be responsible for proper use of project resources and finances, ensuring value for money

4. Work closely with the Deputy Team Leader for “Anukulan” and the finance section at IDE to regularize financial planning and reporting

Required Qualifications:

1. Masters degree or above in forestry, NRM, Agriculture or related discipline from a recognized university with at least five years of practical experience including at least two years in a leadership role in climate change adaptation or DRR sectors

2. Updated knowledge of key issues in rural development (gender, social inclusion, equity, empowerment etc.), climate change, forestry and agriculture

Essentials:

3. Proactive and innovative

4. Experience of directly supervising and backstopping program staffs

5. Experience in climate change adaptation, DRR, forestry, agriculture, social mobilization and good governance

6. Up to date information on national and sectorial policies on climate change, forestry and agriculture

7. Good understanding of participatory programme planning, implementation, monitoring and evaluation

8. Empathy to poor and marginalized smallholder farmers and climate-vulnerable communities

9. Strong knowledge and facilitation skills in training design and delivery for  related themes

10.Good command of oral and written English and Nepali 

11.Documentation and reporting skills

12.Ability to say “no” in matters that harm the organization or the project

13.Knowledge of financial management and donors

14.Computer proficiency in MS Word, Excel, PowerPoint, etc.

15.Ability to work independently and with minimum guidance

Desirable: 

1. Strong proficiency in English and Nepali language

2. Willingness to work and travel in the field extensively

3. Commitment to work for full project duration

4. Understanding of database management skills

5. Previous work experience on improved agriculture practices, micro-irrigation technologies, watershed management, crop insurance/safety nets schemes
