A national NGO, is looking for an experienced project coordinator of its ‘Livelihood Improvement of Vulnerable Communities Project’ in the selected settlements of Kavre and Dolakha Districts. This position is based Banepa Kavre with frequent travel to Bigu rural municipality of Dolakha district. The project coordinator will supervise a team of project officers, social mobilizers, and cooperative staff in collaboration with partner cooperatives in Kavre and Dolakha. Project Coordinator should directly report Executive Director and work closely with Administrative and Finance Manager, Sarbodaya Nepal, Managers of the partner cooperatives in Kavre and Dolakha Project coordinator is responsible for program planning, implementing, monitoring, reporting, documenting, and communicating with district level stakeholders.

Sarbodaya Nepal hereby invites applications from interested candidates for Programm Coordinator of 1 year for the DRR project in Nuwakot.

BACKGROUND:
Sarbodaya Nepal has a central office at lalitpur, Pulchock, three district offices Dolakha, kabhare and Jumla and 1 project offices in Nuwakot. The program unit presently serves all the needs of the central office and provides technical backstopping to project and district offices under the existing HR policy manual. The Program Coordinator will be based in district office and support the Executive Director and program officer in smoothly running of the project.

PURPOSE OF THE ASSIGNMENT:
The purpose of this assignment is to Coordinate and support for the construction of community led reconstruction process at the community level. To ensure the effective implementation of rebuilding program. Coordination with municipalities, DDRCs and relevant stakeholders Remain updated on the national and local government's decisions on rebuilding and provide support to earthquake affected families. Ensure promotion of participatory approach, community is well mobilised and project concept is well understood. Support and strengthen tasks forces and groups  and local organizations. coordinate to provide formal and informal training to stakeholders and community. Ensure effective integration and mainstreaming of gender and the principle of 'inclusiveness'. Ensure that designs, drawings, and cost estimates for construction are prepared, checked and approved before expenses are incurred. Ensure that all financial requirements and norms are met before making recommendation for payment of expenditures or settlement of accounts. Guide, groom, and mentor all subordinate staff member in their respective works and responsibilities for their personal growth and effective result in the communities. Contribute to the preparation of learning documents for knowledge management and publication. Represent Sarbodaya Nepal in the meetings, workshops and conferences as requested. Coordinate with executive director as necessary. Ensure that the planned ward and municipality level trainings are timely implemented. Ensure well documentation of the process and products

QUALIFICATIONS AND COMPETENCIES :
Candidates must have Master's degree in relevant field, Minimum 5 years work experience, gender sensitive. Ability to work in the team and have the team work spirit. Experience on disaster responsive activities. Experience on socio and technical skill in working with community groups in housing and community development. Ability to work under pressure and ready to work long hours if required Keen interest and commitment to support for community led development processes having good computer skills. Tactfulness  and  an  ability  to  deal  with  people. Proficient in use of word processing and spreadsheets software packages. Ability to take initiative and work independently. Good communication skills in both English and Nepali.

Job Description: Project Coordinator, SARBODAYA NEPAL

1. JOB POSITION: Program Coordinator (PC), based in Nuwakot district

2. PROGRAM/PROJECT: Strengthening Community Resilience to Disasters/DRR Project

3. PERIOD FOR: One year (with possibility of extension)

4. REPORT TO: Executive Director (ED)

5. SUPERVISING TO: Project Staff (technical and non - technical staffs)

6. PURPOSE OF THE JOB: The Position will be responsible to coordinate and support the Implementation of ‘Strengthening Community Disaster Resilience’ project activities including of Disaster Risk Reduction measures in community and school, Livelihoods, Water Sanitation & Hygiene (WASH), in the working VDCs of Nuwakot district.

7. Coordination and Representation:

  • Assist to networking and coordination among community of practices at district and national as advised by executive director.
  • Represent SARBODAYA NEPAL in district level and project related national level program events. 
  • Ensure the visibility of SARBODAYA NEPAL and AWO international funded activities by using of communication tools, active participation in public meetings and workshops, branding in the banners etc.
  • Coordinate to conduct district level stakeholders planning, meeting, orientation, training and other relevant activities of AWO International funded recovery project
  • Network and develop strategic partnerships with other organizations working in similar thematic areas.

8. Program Development, Planning and Implementation:

  • Take lead for planning implementation of recovery project (Multi Sector) in Nuwakot District in coordination with executive director and other project staffs.
  • Provide conceptual guidance and technical backstopping support to project team for delivery of project related activities.
  • Organize training, facilitate workshop related to various thematic sector like livelihood, disaster risk reduction, WASH etc.
  • Prepare Detail Implementation Plan (DIP) and lead project activities accordingly.
  • Perform any other task assigned by the Executive Director.
  • Complete and implement procurement process and policies of organization.
  • Facilitate solution to any problem aroused during the daily functioning of the office
  • Take lead in development of IEC materials and awareness message in coordination with AWO international and project team.
  • Ensure that implementation is in-line with quality standards, including government acts and policies
  • Coordinates with finance for review of monthly budget verses expense and other financial issues to ensure budget management and control in line with donor financial compliance
  • Support Executive Director in development of new project proposal as when required 
  • Complete and implement procurement process and policies of organization and in accordance to funding partner requirement
  • Conduct staff meeting and monitor, mentor and supervise program staffs.

9. Monitoring and Evaluation:

  • Ensure close monitoring of activities and performing field visits in order to assess the implementation of earthquake recovery activities as outlined in the project to ensure the quality.
  • Provide support to the evaluation and monitoring staff for post distribution, monitoring and additional assessment as of required.
  • Ensure monitoring systems are followed and manage data and information collection in close coordination with Monitoring and Evaluation officer.
  • Organize periodic review meetings with project team in presence of AWO international humanitarian aid team. 

10. Team Management:

  • Guide sub-ordinate staff in team for timely planning, implementing and reporting  
  • Supervise and monitor the supporting team members for the project
  • Facilitate solution to any problem aroused during the daily functioning of the office.
  • Ensure proactive role in resolving conflict and effective coordination among project team members
  • Participate in regular staff meetings 
  • Assist to develop proper and timely feedback mechanism within staff members

11. Communication and Reporting:

  • Serves as a focal person for communication with AWO international.
  • Ensures proper documentation of project related information. 
  • Ensure quality and compliance of project report and financial documents before submitting it to donor.
  • Make regular  communication with executive director and funding partners  to share the information received from the district /implementation status of the project 
  • Share the field visit reports to the executive director with areas to be improved and betterment.

12. Qualifications required 

  • Education should at least be to Master degree level, preferably in, agriculture, engineering, social sciences or related discipline.
  • A solid managerial background related to the management of DRM and DRR-related projects.
  • Technical background in the domain of inclusive DRR, Livelihood, WASH, School based DRR

13. Experience required

  • At least 3 years of experience of management of increasing DRR project portfolio, project monitoring and quality control, Advocacy at district and National level.
  • Solid knowledge of DRR key stakeholders in Nepal.
  • Demonstrated experience in preparing excellent proposals and budgets, budget management, preparing work plans, training staff, and monitoring /evaluation of projects.
  • Experience in CBO capacity building on DRR / CCA, Livelihoods WASH.
  • Previous working experience in Nuwakot district is an asset.

14. Necessary Competencies

  • Team player with self-management skills. An ability to coach, delegate, follow-up and supervise as well as support.
  • Excellent interpersonal skills, ability to engage effectively with staff, communities and authorities
  • Fluency in spoken and written English and Nepali.
  • Excellent computer skills in Word, Excel, and Outlook. Access and/or GIS (database skills) an advantage.
