RTI International is seeking “Program Specialist: Quality Improvement” candidates for the USAID-Health for Life (H4L) Project.  Health for Life (H4L) is a five-year (2012-2017) project financed by USAID and working primarily in coordination with the Government of Nepal’s Ministry of Health and Population (MOHP). As a result, H4L has a significant national presence to support the testing and roll-out of national-level policies, guidelines and programs. In addition to the national focus, the Project covers 12 districts in the Mid-Western Development Region; 3 in the Western; one each in the Eastern, Central and Far-Western Regions; and in 10 (Dolakha, Dhading, Gorkha, Kavre, Makwanpur, Nuwakot, Ramechhap, Rasuwa, Sindhuli and Sindhupalchowk) most earthquake affected districts to strengthen district and village health systems and help identify and implement best practices. H4L collaborates with a wide range of stakeholders, including academic and research institutions, training centers, media partners and civil society.

The primary goal of H4L is to strengthen the Government of Nepal’s capacity to plan, manage and deliver high-quality and equitable family planning, maternal, newborn, and child health services.  H4L activities directly address key health system constraints in the following areas: local health systems governance, data for decision making and evidence-based policy development, human resources management, quality improvement systems, and knowledge and behavior change. This position will be based in Kathmandu, Nepal.  

RESPONSIBILITIES:

  • Under the direct supervision of Sr. Program Manager, the Program Specialist: Quality Improvement will work closely with H4L team for providing technical assistance relating to quality improvement activities in 10 EQ-affected districts
  • Work closely with the Management Division (DoHS), USAID projects and other EDPs to implement, rollout and evaluate the national QI system and related QI activities
  • Support the Regional-based Program Officer-QI and support Program Coordinators and VDC-level Community Health Assistants  to strengthen capacity of D(P)HOs in QI
  • Lead in the documentation of all QI activities and lessons learned for H4L
  • Integrate and build capacity of regional, district and health facility staff to use of data for QI activities
  • Provide technical assistance to DQAWC and health facility QI-Teams in self-assessment, analysis and use of information for planning and budgeting of quality improvement related activities
  • Prepare necessary reports, technical briefs for H4L and USAID
  • Any other task assigned by supervisor.

QUALIFICATIONS AND EXPERIENCE:

  • Master’s degree in public health, Nursing or related field and 3 years or Bachelor’s degree with 6 years of experience 
  • Up-to-date knowledge of technical guidelines, best practices, and innovations in FP/RH and program approaches designed for rural, disadvantaged and hard to reach populations.
  • Extensive field experience in target geographies and solid understanding of the realities and complexities of working in hard to reach areas and with disadvantaged groups.
  • Clinical background preferred; 
  • Proven ability to lead technical teams and influence data-driven strategy planning and implementation.
  • Demonstrated success in providing hands-on training and technical assistance to health care providers and other stakeholders.
  • Experience working closely with the Ministry of Health and Population and public health system in Nepal.
  • Demonstrated ability to develop effective working relationships with USAID, government counterparts at all levels, local organizations, and other program and partners. 
  • Experience integrating cross-cutting issues such as gender equity and social inclusion.
  • Must possess excellent oral and written communication skills and fluency in English and Nepali.
