Médecins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. 

MdM is present in Népal since 1995 through different health intervention (TB/HIV, maternal and new born program, Microfinance etc.). Since 2007 till 2015, MdM was implementing in Sindhupalchowk District a maternal and newborn health program according to the Ministry of Health and Population (MoHP) strategy, to improve the maternal and newborn health in the district using an integrated approach, combining health service support, community awareness and microfinance activities.

On 25th April 2015 (12 Baisakh, 2072), a massive earthquake measuring 7.8 in the Richter scale was experienced in Nepal. Barpak VDC in Gorkha district, 80km northwest of Kathmandu was the epicenter. Continued aftershocks followed throughout Nepal with one reaching a magnitude of 6.7 the following day. On 12th May 2015, another large aftershock with a magnitude of 6.8 hit Nepal incurring more losses of lives and infrastructure, particularly in Dolakha and Sindhupalchowk districts. In Sindhupalchowk, more than 3500 people lost their lives, thousands of others got injured, and it is estimated than 70% of the infrastructures have been destroyed. More than 90% of the health facilities (75) were destroyed or damaged letting the population with no access to health services while leaving in very remote areas. 

The goal of MdM in Nepal is to offer emergency medical assistance to earthquake affected population and contribute to the recovery of the Health System

Program Objectives: Emergency and Early Recovery Response following the 2 consecutive earthquakes of April and May 2015 in Sindhupalchowk District, the most affected district:

  • Mobile clinics activities by land and by air
  • Construction of semi-permanent Health Facilities 
  • Refurbishment of health facilities and donation of medical supplies 
  • Support to the District Heatlh Office 
  • Provision of MHPSS services 
  • Restore Women’s cooperative previously established and supported by MdM and affected by the earthquake 

TASKS AND RESPONSABILITIES: 

The Program Logistician will work under the responsibility of the Logistic Coordinator.

S/he is in charge of the implementation, supervision and follow-up the logistic activities related to MDM mobile clinics to facilitate the operational objectives of the project, with the resources, procedures and tools defined by the Logistic Coordinator.

S/He assists the Logistic Coordinator in the implementation of the security rules.

Supply Management for the project

To ensure the supply for the project: reception of orders, selection of the procedures needed, purchasing, packaging, organising transport and delivery:

  • Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints
  • Receive, approve under supervision of the coordination and process requests for quotes and internal order forms
  • Determine the adequate purchasing procedure regarding amount, donor guidelines, specific technical 
  • Supervise the preparation of purchasing documents and draft the contracts in coordination with the LogCo and AdminCo
  • Select suppliers and negotiate prices, deadlines and delivery methods
  • Supervise purchasing, ensuring that approval rules and procedures are observed
  • Ensure that purchasing documents are complete and archived in keeping with MDM procedures
  • Ensure that dealings with suppliers are monitored
  • Carry out a purchasing environment analysis at the local level
  • Supervise the update of price lists and supplier files
  • Manage the purchase follow-up tools and the capitalization at mission level

Temporary shelters construction

  • Ensure community acceptance on construction site
  • Define locations for constructions and hire workers
  • Follow and participate to construction process according to medical teams needs and field constraints 
  • Provide handovers to medical teams on each construction sites

Base Maintenance (Sukute base camp)

  • Ensure the regular order for the base/warehouse.
  • Ensure the bookings of the base camp in cooperation with the owner and managers
  • Upgrade and develop facilities for the leaving area.

Reporting/Capitalization

  • Consolidate and submit monthly logistic report and annexes to logistics coordinator
  • Provide the Field/logistics coordinator with all information needed to draft intermediary and final reports

Safety and Security 

  • Support the LogCo in assessing the security situation on the project area and ensure that security rules are implemented, understood and followed by the team (both expat and national).
  • Ensure that safety rules are in place in all vehicle and premises (vehicle safety, Office and GH safety etc.). Facilitate the evacuation of field based teams if necessary
  • Ensure timely and accurate security / incident reports are sent to the LogCo and the Coordination Team.

CONDITIONS OF EMPLOYMENT:

  • Status: Employee 
  • Contract: Fixed-term contract   
  • Duration: 3-6 months  

SKILLS AND EXPERIENCE NEEDED:

  • Technical skills in: supply chain, base management, construction an asset
  • Be aware that Logistic is also paperwork, excel files and word documents
  • Ability to work quickly, under pressure, and with short deadlines,
  • Necessity to manage priorities and to adapt them daily according to the context,
  • Flexibility to adapt to changing requirements,
  • Negotiation skills.
  • Experience of 5 years minimum in a similar position
  • Technical skills in: supply chain, base management, construction an asset
  • Be aware that Logistic is also paperwork, excel files and word documents
  • Ability to work quickly, under pressure, and with short deadlines,
  • Necessity to manage priorities and to adapt them daily according to the context,
  • Flexibility to adapt to changing requirements,
  • Negotiation skills.
  • Excellent computer skills 
  • English fluent
  • French fluent
