Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

EFSVL Officer

 Level – D1 - Six months fixed term contract (extendable) based in Sindhupalchowk

JOB PURPOSE: Support the implementation of Oxfam Emergency Food Security and Vulnerable Livelihoods activities, including long term rehabilitation activities, in earthquake-affected areas of Nepal.

KEY RESPONSIBILITIES:

·         Take lead in technical designing of agriculture/livestock related activities Identify the potential agriculture and livestock commodity for different agro climatic zone and plan for promotion of these commodities in close coordination with DADO, DLSO and District agriculture coordination committee.

·         Develop and implement plans for market oriented production of high value agriculture and livestock product including capacity building of the beneficiaries and relevant partner staffs for agro/livestock enterprises such as production, quality control, management and marketing

·         Establish strong coordination with food security cluster, DADO, DLSO, and other relevant organization working in sector of agriculture based livelihood promotion activities.

·         Partner management related to activity planning, budgeting, implementation, monitoring and reporting

·         Market mapping and economic analysis of agriculture/livestock commodities in the market

·         Perform assessments and data collection

·         Manage information and maintain the database regarding beneficiaries and activity progress.

·         Work closely with the field teams and community committees to verify data collected from the field

·         Support beneficiary verification and registration

·         Support technical training sessions when relevant/appropriate

·         Support organisation of and arrangements for distributions

·         Perform post-distribution monitoring activities and longer-term monitoring

·         Support EFSVL Team leader in project planning, reporting and implementation requirements

·         Support Team Leader closely to manage operations such as developing weekly planner, working with Finance, Logistics & HR, coordination with Shelter, WASH, Gender and MEAL for ensuring proper implementation of the planning.

·         Ensure timely implementation of plans by the partner organisations

·         Maintain coordination with local government bodies, line agencies and other agencies to ensure quality program implementation

·         Preparing timely updates and reports and submit to team leader

·         Perform any other duties as assigned by the line manager

 SKILLS AND COMPETENCE:

·         Bachelor degree in agriculture

·         Minimum 3 years in similar positions/experience (programme support, field-experience) 

·         Excellent communication skills, ability to convey complex information in a straightforward, interesting way (strong English and Nepali)

·         High attention to detail, critical analysis and decision-making

·         Able to manage data accurately and efficiently

·         Experience in conducting assessments and supporting analysis of results

·         Experience in working with rural communities and community based organizations

·         Ability to work with and influence government agencies, private sector and civil society organizations

·         Strong interpersonal skills to establish and maintain effective working relations with multicultural and multi ethnic teams, including working with partner organisations

·         Good organizational and communication skills with international and national staff.

·         Ability to work under pressure and tight deadlines.

·         Excellent report writing skills

·         Experience and commitment to promote equity, gender and diversity

·         Previous working experience with international/non-profit organizations.  

·         Experience in emergency and early recovery programmes.

·          Mature and professional attitude and approach.

 

EFSVL Assistant (Data management)

Level E1 – Fixed term contract till end of March 2016 based in Sindhupalchowk

JOB PURPOSE: Support the implementation of Oxfam Food Security and Early Livelihoods Recovery, including long term rehabilitation activities, in earthquake-affected areas of Nepal.

KEY RESPONSIBILITIES:

·                Perform assessments and data collection.

·                Data entry and experience with Excel, other database programmes

·                Work closely with the field teams and community committees to verify data collected from the field

·                Support beneficiary verification and registration;

·                Support technical training sessions when relevant/appropriate

·                Developing data dissemination plans, synthesising and analyzing complex information and compiling and sharing reports.

·                Support EFSVL Team leader in project planning and implementation requirements

·                Support EFSVL Team leader in project reporting and developing case study from real field base.

·                Support market mapping activities.

·                Work with partner organisations, local authorities, and coordinate with other agencies

SKILLS AND COMPETENCE:

·       Bachelor degree in agriculture, economics, political science, rural development or relevant field.

·       Minimum two years in similar positions/experience (programme support, field-experience) 

·       Good communication skills, ability to convey complex information in a straightforward, interesting way (strong English and Nepali).

·       Attention to detail and critical analysis.

·       Experience in data entry and database management (Excel)

·       Experience conducting assessments and supporting analysis of results

·       Strong interpersonal skills to establish and maintain effective working relations with multicultural and multi ethnic teams, including working with partner organisations
