Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Details / requirements:

Oxfam is responding in these areas: Gorkha, Nuwakot, Dhading, Sindhupalchowk, and Kathmandu. We are urgently looking for dynamic team players in the following positions for our response programme.

1. Shelter Team Leader: One year fixed term contract based in Sindhupalchowk and Nuwakot

Job purpose: To provide guidance and technical support to Oxfam's shelter programmes in earthquake affected areas. 

KEY RESPONSIBILITIES:

1.    Select, design and implement the most appropriate form of shelter assistance in response to the changing needs of the district, in consultation with the beneficiaries, partners, local staff, NGO community and local authorities and in line with the Shelter Strategy and in consultation with the Shelter Coordinators.

2.    Understand and select the most appropriate modality for assistance – cash and/or voucher programming, and /or market based approaches, in-kind distribution or combinations of different modalities.

3.    Along with the field team, support the beneficiary selection process in consultation with the DDRC, VDC Secretariat, Ward Citizen Forum and any other relevant stakeholder and in consultation with the community and with support from the Program Manager and the District Support Coordinator.

4.    Conduct community consultations regarding possible needs and shelter intervention options and choose appropriately.

5.    Oversee the timely implementation of all shelter activities in the district.  

6.    Work alongside logistics in market assessment and quality check of different shelter/ construction materials at local level when and if required.

7.    Work with the Programme Managers in each district where Oxfam is implementing shelter activities in coming up with operational plans and budget.

8.    Work closely with Oxfam partner agencies in ensuring the quality of Oxfam’s shelter work is maintained.

9.    In collaboration with the MEAL team, ensure that effective monitoring and evaluation techniques are established for each project intervention and proper beneficiary communication and feedback mechanisms are in place.

10.  Liaise closely with the EFSVL and WASH teams throughout all phases of the project cycle and apply a one-program approach wherever possible.

11.  Report on updates regularly, verbally and in writing to the Program Manager, Shelter Coordinator and the Roving Shelter Coordinator looking after the district.

12.  Represent Oxfam at the district level Shelter Cluster meetings and other interagency platforms and technical working groups when required and to communicate updated figures to be fed into the information management system (4w) of the Shelter Cluster.

13.  Brief Oxfam partner staff on shelter principles and practice.

14.  To ensure that gender and protection issues are taken into consideration at all stages of the shelter activities.

15.  Be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol). 

SKILLS AND COMPETENCE:

•                Bachelor’s degree in architecture/ civil engineering with at least 3 years practical experience in humanitarian and reconstruction contexts. Experience can substitute for qualifications but not vice versa.

•                Proven practical experience working in rural / peri-urban / urban areas in Nepal in appropriate emergency/ transitional shelter, construction skills training and the integration of shelter activities with other sectors, especially livelihoods.

•                The ability to formulate operational guidelines, work-plans, budget and concise reports sometimes at short notice

•                The aptitude and capacity to represent the organization at interagency platforms.

•                To demonstrate the ability or willingness to implement different approaches to Humanitarian shelter programming using cash, vouchers or market based approaches.

•                Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.

•                Good knowledge of SPHERE and other humanitarian standards and the Nepalese Building Code

•                Experience and the ability to build the capacity of shelter officer and partner members

•                Good written and spoken English.

•                Willingness to travel to remote and hard-to-reach areas, and often in difficult circumstances.

2. Shelter Officer – One year fixed term contract based in Gorkha and Nuwakot

Job Purpose: To provide guidance and technical support to Oxfam’s shelter activities in the earthquake affected areas.  

KEY RESPONSIBILITIES:

1.    Ensure that every stage of the shelter activities is implemented on time and according to plan

2.     Along with the field team and partner organization, support the beneficiary selection process where applicable in consultation with the DDRC, VDC Secretariat, Ward Citizen Forum and any other relevant stakeholder and in consultation with the community.

3.    Conduct community consultation and FGDs regarding possible needs and shelter intervention options

4.    Identify local carpenters to be trained in safe construction practices / used for proto-type installation.

5.    Supervise all shelter activities, including implementation of Improved Temporary Shelters, livestock shelters, etc. and the distribution of any shelter / NFI kits and tools to targeted households.

6.    Work alongside logistics in market assessment and quality check of different shelter/ construction materials at central or local level when and if required.

7.    To work with the Programme Managers / Shelter Team Leaders in each district where Oxfam is implementing shelter interventions in coming up with distribution plans and distribution method.

8.    Act as the point of contact between Oxfam’s shelter team and the partner organization

9.    Prioritize areas according to accessibility issues and other relevant parameters in the work plan.

Propose local technical solutions for obstacles faced at the field for proper implementation

10.  To liaise closely with the WaSH and EFSVL teams throughout all phases of the project cycle, especially for distributions of items.

11.  To report on updates regularly, verbally and in writing to the Shelter Team Leader / Program Manager and to the Roving Shelter Coordinator. .

12.  Collect and communicate updated beneficiary figures related to shelter activities to the Shelter Team Leader / Program Manager.

13.  Conduct post-distribution monitoring and additional needs assessments if / when required.

14.  Brief Oxfam partner staff on shelter principles and practice.

15.  To ensure that gender and protection issues are taken into consideration when designing distributions of shelter materials.

16.  To help identify the cash transfer channels used at the local level if required.

17.  Conduct regular monitoring of shelter activities.

18.  Conduct community awareness sessions about safe shelter construction.

19.  Document all shelter activities and communicate appropriate case studies

20.  To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol). 

 SKILLS AND COMPETENCIES:

•Bachelor’s degree in architecture/ civil engineering with at least 1 year practical experience In humanitarian and reconstruction contexts. Experience can substitute for qualifications but not vice versa.

•Knowledge of the difficult terrain in Nepal and experience of working in remote areas in appropriate emergency/ transitional shelter

•The ability to create and follow work-plans and to provide progress reports

3) Information and Data Management Officer – One year  fixed term position based in Nuwakot.

DIMENSIONS: 

•Maintain, manage and development the Nuwakot team’s information flows and products.

•Draw from a variety of information sources to compile and manage the flow of accurate information between key personnel.

•Communicate with internal staff and external contacts to support the programme information needs.

•Solve problems of a varied nature and resolve day to day problems without upward referral.

•Possible supervision of data entry volunteers.

•Impact of this role is significant within the district programme, being one of the key links.

•Coordinating the information flow with a group of people for a specific task / product / report.

•Manage own time to achieve team objectives. 

•Interprets and analyses reports for the job holder’s area of responsibility on behalf of TLs/MEAL/PM and a wider audience including partners and district stakeholders and this requires the ability to analyse and communicate complex information to a wide audience

•Manages and or/contributes to project work

Provides specialist advice or specific skills to their team or programme unit with regards to information management and presentation

KEY RESPONSIBILITIES: 

•Leads in the development of, and ensures the implementation of Oxfam’s information flows within the Nuwakot Office.

•Work closely with Technical team leaders and the PM to assist in ensuring compliance with Oxfam information systems. 

•Ensure efficient and timely delivery of info services and.

•Implement updates and maintenance of database and 4W in coordination with the KTM information and knowledge manager. 

•Works closely with the PHP team on info products and needs, including but not limited to their community mapping databases

•Works closely with the PM to assist with trackers, including but not limited to the targets v actual management tracker

•Works closely with the Meal Officer on data collection and complilation, included but not limited to the PDM database and quantitative data

•Coordinates and checks information with Kathmandu on products including but not limited to; programme infographics, situation reports & donor reports 

•Develop data dissemination plans and implement (e.g., summary reports, graphs, and maps). 

•Institute reporting tracking systems, coordinate and compile reporting from district TLs (PHE/Shelter/PHP/EFSVL) on projects achievement to feed into district project-level reporting and KTM

•Compile bi weekly/monthly numeric achievements and ensure reporting submitted to MEAL/TLs/PM and KTM on time and to high standards 

•Synthesise and analyse complex information and present it in a simplified way for understanding across board - with excellent data presentation skills.

From a numerical point of view, facilitating knowledge exchange and communication between district sectors so as to inform inter-linkages and decisions

 4. EFSVL Officer – One year fixed term position based in Kathmandu

Job Purpose: Under the leadership of DRM/ EFSVL Coordinator (Joint Program), post holder supports joint program partners to plan, implement and monitor Emergency Food Security and Vulnerable livelihood program (EFSVL) ensuring attainment of quality and objective of the project

DIMENSIONS:

•Sound judgement within agreed processes using a good understanding of the operating environment, project team and partners

•Planning and management of project resources, specific competencies and skills required 

•Communication largely with internal staff, staff of partners and target communities 

•Analysis and internal communication of the local context to inform appropriate planning

•Supervision of the work of partners and community based organisations with problem solving skills for delivery of the project

•Negotiation, networking, coordination and representation skills with key local actors

•Providing technical advice or specific skills to team. 

•Plans/objectives contribute to departmental/broader program strategy and can involve collaboration with other departments.

KEY RESPONSIBILITEIS: 

1.Leads in providing technical support to the partner and the team in Emergency Food Security and Vulnerable Livelihood 

•Develop and implement the capacity-building plan in EFSVL for OXFAM and partner staff, in coordination with the DRM/EFSVL Coordinator.

•Improve knowledge on cash transfer programming and market based interventions within Oxfam and partners.

•Provide technical support to the programmes in designing appropriate food security and livelihoods programmes for emergency and early recovery in line with the OXFAM Country Strategy in EFSVL.

•Responsible for development and implementation of the EFSVL Strategy for immediate response and recovery in case of emergency, as part of the overall Humanitarian strategy.

•Ensure compliances of established guidelines and standards including EFSVL Minimum Standards, Cash Guidelines and other modalities set up by Cash Working Group and/or donors.

•Provide a professional and technical lead to the team, managers and partners for programme planning and implementation. This will include budgeting, development of logical frameworks and appropriate indicators, development of project proposals and project reporting.

•Provide technical support and lead to develop and update of contingency plan of OXFAM and partners especially focusing on EFSVL component. 

 1.1 Technical support to promote on-farm activities 

•Ensure that resilient livelihood issues are properly discussed and action plans are developed and implemented through Women Empowerment Groups (WEGs), CDMCs, VDMCs, and DDRCs 

•Introduced and promoted participatory crop improvement program offering to the farmers an appropriate cereal and vegetable crop variety 

•Built the partners’ and farmers’ capacity in promoting community seed and grain bank

•Capacity building of partners staff and leading farmers to maintain year round vegetable production for their HH consumption and sell in the market in case of surplus production

•Build the partners and farmers capacity in livestock improvement and management practices 

•Farmers Groups and WEGs are formed in the community and federated into Cooperatives and are registered following Government procedure

•Technical services to the farming communities and cooperatives to grow draught and flood resistant crop varieties are provided 

•Environmental friendly agriculture technologies such as IMP and Organic kitchen gardening are introduced, promoted and partner staff and the communities are well trained on the same

•Ensures that every HHs maintain proper kitchen gardening at least with 5 or more vitamin rich vegetable crop varieties and with few chickens    

•Farmers’ cooperatives are formed and are fully operated as targeted by program with clear roles and responsibilities for input supply, crop production, and cooperative marketing etc.  

•Ensures that every HHs have stockpiling of emergency food for their immediate family members at least for 7 days during emergency 

•Support partners and community institutions in identifying public pond and land for common farming and provide technical support to ensure landless families will have opportunities to involve in commune farming 

•Supports partner in launching a movement for managing livestock 

•Support partner in maintaining up to date record of their crop production and income generated from selling them 

•Ensures that partners have developed and strengthened local networks and effectively coordinated with government authorities

 1.2Off farm livelihood activities 

•Mobilizes saving and credits through WEGs for Income Generating Activities and maintain proper record for all

•Deliver vocational training such as bicycle and motorcycle repairing training, mobile and television repairing training and beautician etc to the youths from landless families to create opportunities for economic growth in the communities   

 2.Leads in project planning, implementation, monitoring and evaluation following a performance based approach

•Build the capacity of partners to plan, implement and monitoring of EFSVL activities by  integrating DRR, following a performance based approach in program implementation

•Work with the Monitoring, Evaluation and Learning Coordinator and with programme staff to strengthen monitoring, evaluation, learning, accountability and reporting of EFSVL related activities and programme

•Develops a project monitoring format in close coordination with DRM/EFSVL Coordinator (Joint program) and the partner

•Build the capacity of partner in collecting data and success case stories for the report and project record based on agreed indicators

•Works closely with DRM/EFSVL Coordinator (Joint Program) and MEAL Coordinator to develop ToR for project evaluation and work as focal person for EFSVL for the evaluation purpose

•Develops project monitoring report every month and give updates to the DRM/EFSVL Coordinator and HTN/DRM Program Manager on monthly basis

•Develops a field update after each visit and gives update to the DRM/EFSVL Coordinator and HTN/DRM Program Manager  

3.Budge planning, fund release, implementation, tracking expenditure and reporting

•Support DRRM/EFSVL Coordinator for budget planning, drafting Partners Grant Agreement (PGA) and Fund Release following agreed schedule and procedure

•Provides orientation to the partners to implement agreed project activities in line with agreed amount for each activity

•Tracks expenditure for each activities under EFSVL, reports it to the DRM/EFSVL Coordinator and guides partner to maintain proper expenditure

•Ensure all agreed administrative and financial procedures are followed and maintained by implementing partners to ensure programme quality. 

•Regular review of financial and project report, ensuring that resources are utilized in a proper way so as to maximize the impact to reduce livelihood related vulnerabilities during emergency.

•Issues warning if the partners deviate from the agreement in consultation with DRM Coordinator and Department Head

•Reports DRR/M Coordinator and Finance if any kind of fraud is reported in budget expenditure

 4.Program Development and Documentation

•Support DRM/EFSVL Coordinator (Joint Program) to draft project proposals

•Review and assist partner organization to submit monthly, quarterly and project completion narrative and financial report.

•Guides partner in developing case study reports and process documentation to implement EFSVL Program in the communities 

•Supports DRM Coordinator to review and prepare donor reports.

•Carry out regular monitoring and report to ensure programme objectives are in progress.

•Act as the key lead in EFSVL team for Oxfam's contingency planning and humanitarian preparedness and response efforts.

 5.Liaison and Coordination

•Represent, coordinate and build relationships with other stakeholders to promote appropriate humanitarian and development programming. This includes attending and engaging with relevant coordination meetings and networks including Food cluster, and Cash Working Group.

•Liaise with Advisors both at country and regional level in order to get technical inputs as well as to assess the appropriateness of Oxfam's global EFSVL approaches.

•Coordinate effectively across Oxfam teams, including working closely and ensuring effective joint approaches with WASH programme, as well as linking with Oxfam's livelihoods programmes, Policy, Advocacy and Funding and support functions (Finance, Logistics, HR) as appropriate

•Builds strong relationship with the VDC and District Government Authorities for advocacy on EFSVL through piloting

•Represents Oxfam in the district and in Kathmandu as assigned by DRM Coordinator 

•Coordinates with other Projects in HTN/DRR Program Unit and  other Program Pillars to integrate EFSVL in their regular program 

 6.Others

•Ensure that Oxfam's ways of working and gender equity and humanitarian principles are mainstreamed throughout the programme.

•Work in collaboration and coordination with program and support team at Kathmandu and district level. 

•Establish a good relationship with other thematic members of the different team to integrate the issues related to EFSVL

SKILLS AND COMPETENCE:

•Experience in EFSVL project implementation, CTP and humanitarian capacity building.

•Good understanding of the relation between DRR, WASH, Food Security, and Climate Change.

5) Reception Assistant – One year fixed term contract based in Kathmandu 

Job Purpose: To deliver Administration and Logistics, technical advice and expertise in developing and implementing Oxfam’s strategic goals.

KEY RESPONSIBILITIES: 

•Represents Oxfam with a high level of professionalism as the first point of contact at reception desk.

•Receives all telephone calls, and visitors 

•Maintains a staff daily attendance record; records office lunches.

•Arranges appointments as requested by Oxfam staff, partners and other external parties for official purposes.

•Responds to routine enquiries in a professional and service orientated manner.

•Handling petty cash for official petty expenses 

•Maintains files and records, specifically telephone log of international calls; faxes; telephone usage; incoming mail etc.

•Reviews mobile bills and prepared monthly record to charge to respective individual 

•Manages office stationary, records and supply and distribution to staff and partners as and when required

•Sends Fax, Scans documents and photocopies as requested

•Support to Logistics and Administrative  coordinator as required 

•Support for office management and premises are cleaned, properly maintained, office supplies are time supplied (Refreshment, sanitary, water in meeting hall etc)  

 

SKILLS AND COMPETENCE:    

•Intermediate in mangement

•Organisation and time management skills.  

•Diplomacy, tact and negotiation skills.  

•Ability to manage multiple requests and to liase with several different departments.  

•Anticipates outcomes of activities and uses initiative to keep activities on course.
