Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

We are urgently looking for dynamic team players in the following positions for our programme.

Finance Officer

Level: D2

Duration: Fixed term contract until March 2017

Location: Gorkha 

OXFAM PURPOSE: To work with others to overcome poverty and suffering.

TEAM PURPOSE: To ensure that Oxfam in Nepal (Earthquake Response team) provides quality and timely financial processing and management to respond rapidly to current humanitarian emergencies. To proactively provide business-focused and result-oriented quality professional and technical finance services across the program and develop Oxfam and partner’s staff capabilities in finance. 

JOB PURPOSE: To work closely with Finance team on day-to-day management of financial matters of Oxfam offices in Nepal, and to ensure that field office maintains a high standard of budget, accounting and financial controls. 

REPORTING LINES: 

Postholder reports to: Finance Coordinator

Staff reporting to this post: Finance Assistant 

BUDGET RESPONSIBILITY: None.

DIMENSIONS: 

  • Takes lead in financial operational management matters. 
  • In charge of payment processing. 
  • Provides operational financial advice to program team. 
  • Contributes to procedures and expenditure monitoring within the team. 
  • Contributes to specific program tasks.
  • Provides training to program team and partner’s finance staff. 
  • The role requires ability to solve problems, which vary but usually have established solution. 
  • The position requires the person’s ability to manage their own time to achieve team objectives and find solution to problems. 
  • Build the capacity of partner organization through training and providing feedback on their financial reporting. 

KEY RESPONSIBILITIES: 

Accounting & Financial Management

  • To ensure that financial transactions are processed in accordance with Oxfam GB’s applicable accounting policies, procedures and standards.
  • To ensure compliance with prevailing laws in area of finance.
  • To ensure that financial transactions are accurately recorded in the bankbook / cashbook in a timely manner.  
  • To ensure that financial transactions are accompanied by appropriate and relevant supporting documentation dually signed and authorized by relevant Program Manager / budget holder. 
  • To review and check financial supporting documentation for integrity, accuracy and completeness before transaction is approved for payment. 
  • To ensure that financial records, both paper and electronic formats, are up to date, filed in an orderly manner, kept securely, and easily retrievable. 
  • To submit to Finance Co-ordinator monthly cashbook / bankbook, in a timely manner and as per agreed deadlines, for review, sign off and onward submission to Country Office. 
  • To ensure that a complete and accurate record of all petty cash transactions is maintained at all times, that petty cash expenditure are fully monitored and reconciled, and that requests for replenishment are made in a timely manner or as and when required. 
  • Monitoring and management of expenditure and budgets of the field office, especially donor-funded projects as well as transactions posted by other offices.
  • To provide budget v actual analysis to Finance Co-ordinator on a monthly basis or as and when required highlighting major variances for follow up and action. 
  • To monitor bank / cash balances for the field office and request for top ups through the Finance Co-ordinator in a timely manner. 
  • To ensure that bank statements are reconciled and dually signed and authorized periodically or as and when required. 
  • To ensure that cash is counted, reconciled with cashbook balance, recorded on the cash count form, and dually signed and authorized on daily basis. 
  • To ensure timely deposit of the TDS, filing ETDS.

Partners Support

  • To provide financial management support to partner organizations through capacity building using participatory approaches, development of effective operational finance systems and procedures. 
  • To review financial reports, transactions and supporting documentation submitted by partner organizations for integrity, accuracy and completeness and to provide feedback to Finance Co-ordinator.
  • To carry out partner visits regularly or as and when required. 
  • To participate in partner assessment / appraisal processes. 

Other

  • Participates actively as a member of the finance team and the wider business support team contributing to organizational strategy development, implementation and achievement. 
  • Supervise the Finance Assistant
  • Provides covers for Finance Assistant as and when required. 

SKILLS AND COMPETENCE: 

  • Recognized professional qualification in accounting and finance such as ACA, ACCA, or equivalent, Bachelors degree in finance and accounts, (Masters Degree in finance and accounts preferred). 
  • Comprehensive knowledge and a minimum of 3 years of proven experience in core financial management activities such as budgeting, forecasting, and reporting, accounting and book keeping.
  • Strong knowledge of major donors (ie EC, ECHO, DFID, OFDA, UN agencies etc) requirements and financial procedures in regards to their grants. 
  • Sound knowledge and experience of Restricted funds management and ability to work with/manage finances of multi-donor grants.
  • Strong numeracy skills and attention to details. 
  • Strong analytical and conceptual thinking skills with a proactive approach to identifying and resolving problems and suggesting improvements.
  • Strong computer literacy, and proven experience of computerized accounting packages, preferably PeopleSoft. Strong proven experience in using Excel Spreadsheets.
  • Excellent activity planning, prioritization and implementation skills and commitment to deliver against agreed deadlines. 
  • Ability to work in demanding situations under pressure in a team independently with minimum supervision and deliver against team objectives.
  • Excellent communication, interpersonal, influencing and persuasive skills. 
  • Fluency in written and spoken English. 
  • Experience and capability in motivating and training others (both finance and non finance) in Oxfam and donors’ financial policies, procedures and concepts.
  • Good team player/builder and ability to manage staff.
  • Willingness and ability to travel at short notice and/or to work extra hours as necessary, often in difficult circumstances.
  • Commitment to the aims, objectives and organizational culture of Oxfam.

Driver 

Level: F1

Duration: Fixed term contract until March 2017 

Location: Kathmandu

OXFAM PURPOSE: To work with others to overcome poverty and suffering 

JOB PURPOSE:  To perform administrative tasks to support delivery of a defined work area within a unit or department, enabling those supported to be more effective.

REPORTING LINES: 

Post holder reports to: Head Driver 

Staff reporting to this post: None

BUDGET RESPONSIBILITY: None

DIMENSIONS:

  • Draw from a number of information sources to inform individual and group decisions.
  • Solves basic problems which have some variety, and takes decisions based on a number of possible options, sometimes with upwards referral.
  • Communicates widely within the department, with some frequent Oxfam contacts and/or wider external contacts.
  • Contributes to the development of improvements to the department's services, procedures and system.

KEY ACTIVITIES / RESPONSIBILITIES: 

  • Drive all Oxfam Nepal vehicles in/outside Kathmandu according to policies, safety and security guidelines etc.
  • Undertake vehicle related administrative works, maintain logbook, papers, service records and travel box.
  • Prepare and submit monthly vehicle report to line manager in timely.
  • Ensure all vehicles' registration renewal and other mandatory vehicle documentation in each vehicle.
  • Fulfil all legal requirements (National and Oxfam vehicle policy and procedures) in the event of accidents and inform line manager as soon as possible.
  • Ensure maintenance and safety of vehicles and passengers; daily maintenance, minor repairs, regular servicing, cleaning etc. of all office vehicle.
  • Support to maintain vehicle and generator related stocks and record to line manager.
  • Ensure all necessary equipment before moving field visit support (e.g. first aid kit, vehicle spare parts, tyres, drinking water, sleeping bags, batteries etc.).
  • Support for generators check up and record keeping.
  • Support line manager for logistical arrangement and other support.

KEY COMPETENCIES: 

  • Good verbal communication
  • Good working knowledge of English; reading, writing and speaking. Fluency in Nepali.
