Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

 EFSVL (Emergency Food Security and Vulnerable Livelihoods) Officer

Contract Duration – Fixed term contract until March 2017 based in Kathmandu

Level – D1

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering.

JOB PURPOSE: Support the implementation of Oxfam Food Security and Early Livelihoods Recovery, including long term rehabilitation activities, in earthquake-affected areas of Nepal.

REPORTING LINES: 

Post holder reports to:  EFSVL Coordinator Kathmandu Valley. 

Managing Staff: N/A

DIMENSIONS: 

  • Required to make sound judgments regularly within agreed processes using a good understanding of the team and the facilities of the team
  • Communication with largely with internal staff, (including internationally) also with some external contacts/target audiences to support operational work
  • Analysis and internal communication of the locally relevant context to inform appropriate planning
  • Some analysis and communication of the wider context
  • Supervises the work of the partners and junior staff for the delivery of the program.
  • Problem solving activities related to a defined area, such as a limited geographical area or limited program sectional area
  • Some negotiation and representation with local authorities

KEY RESPONSIBILITIES: 

  • Responsible for developing, implementing and monitoring of EFSVL response and early recovery program. Specially related to Cash Transfer Programme (CTP) and livelihood recovery in close coordination with partners, beneficiaries, local authorities and relevant stakeholder. 
  • Work closely with partners and finance team to ensure all cash transfer works are done timely and according to procedures.
  • Regular tracking of programme activities and budget delivery of the partners matching in both narrative and financial reporting from the partners and providing support to partners for enhancing capacity on developing proposal and reports.
  • Support to line manager for preparing regular programme reports through updating and tracing the regular reports (both narrative and financial) as well as supporting to develop donor proposal and reports.   
  • To coordinate beneficiaries’ selection, registration and compile the final beneficiary lists to be used as basis for programme work.
  • Coordinate and supervise the project implementation plan with providing technical inputs and supports which includes various types of CTP (voucher distribution, Cash for Work and livelihood support) for the smooth functioning of earthquake response and recovery programme. 
  • Monitor and report on output indicators of all aspect of project work and also agree on strategy within the programme for monitoring.
  • In collaboration with the project team, partners and beneficiaries, conduct regular monitoring to measure progress, outcome and the impact to the affected people. 
  • Ensure that all the programme activities under EFSVL are in line with Oxfam’s compliances and facilitate to partners and project team to follow it regularly. 
  • To maintain documentation of EFSVL activities including partner grant agreement, amendment  in form of hard and soft and also maintaining & updating central tracking system of documents.
  • To make arrangements for local level travel including donor’s visit in the targeted programme areas. 
  • To make arrangements of workshops, meetings and seminars, also take minutes and prepare report of the events.  
  • Coordination with local authorities like VDC,  municipalities and DDC as well as line agencies like DADO and DLSO on collection and validation of data, support in distribution and bridging the gap between Oxfam and local authorities as per guidance of the team leader.
  • Ensure EFSVL programme activities are well integrated with other components WASH, Shelter and Gender and Protection.
  • Any other task delegated by Line Manager.

SKILLS AND COMPETENCE:

  • Minimum Bachelor Degree or Master’s Degree in agriculture, economics, political science, rural development, social science or relevant field.
  • Graduate preferably in Administration/Management/Social Sciences/Agriculture and at least two years working experience in Social/administrative tasks that are multi-task oriented with competing priorities.
  • At least two years in similar positions/experience (programme support, field-experience)  
  • Willing to learn and ensure the practice of Oxfam procedures and to be flexible in tasks undertaken.
  • Shows enthusiasm for own and team work.
  • Good interpersonal and communication skills
  • Excellent writing skills, including report writing and communicates verbally.
  • Proficiency in English and Nepalese. Local languages desirable. 
  • Computer skills.
  • Self-management skills with the ability to manage conflicting priorities.
  • Demonstrated commitment to ensuring gender and diversity issues are addressing programme planning, implementation and evaluation.

Desirable:

  • Previous working experience with international/non-profit organizations.  
  • Experience in emergency and early recovery programmes.

Advocacy and Influencing Officer

Contract Duration – Fixed term contract until March 2017 based in Kathmandu

Level – D1 

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering.

TEAM PURPOSE: To work with others to achieve positive change for people in Nepal, by  working with coordinators across MAC and Oxfam programmes where necessary, development and rollout Oxfam’s advocacy plans and strategies and strengthen district and national advocacy and influencing

JOB PURPOSE:  The job holder will seek to respond to the advocacy and influencing needs and priorities informed by community, district and national policy.

DIMENSIONS: 

  • Support the MAC team and contribute to the efficiency and effectiveness of the team

KEY RESPONSIBILITIES: 

  • Support the team in establishing link between micro-level project and macro policy and practice and identify opportunities and strategies to influence policy and practice causing and perpetuating poverty and suffering 
  • Support line manager to contribute to policy developments at the national level through frequent and regular discussions with the national level concerned stakeholders and sharing those with other Coordinators and concerned field staff to improve understanding of how those impact on and relate to our operations
  • Work in coordination with line manager to build linkages, coordination and collaboration with relevant stakeholders primarily with government ministries, departments and other like minded agencies and at national, district and community level to identify advocacy and campaigning opportunities      
  • Facilitate issue-based networking and coordination with partner organisations, community members and other stakeholders on core advocacy and influencing issues
  • Support to continuously monitoring and analysing relevant government policies and practices; sharing them with line manager, Coordinators and other concerned staff based in Kathmandu and districts and based on it facilitate to strategising advocacy and influencing events   
  • Supporting the local offices of Oxfam advocacy partners on the implementation of their advocacy strategies
  • Lobbying prioritised advocacy targets at national, district and field levels, including local senior government officials, parliamentarians, political leaders, authorities/power holders a in coordination with Advocacy and Influencing Coordinator 
  • Participating in external coordination meetings – in coordination with Coordinator and other concerned staffs of MAC 
  • Support line manager and district teams in developing political analysis of the local context including the dynamics between key actors and in drafting/updating  power analysis at the district level
  • Supporting to organise community consultations on specific advocacy and influencing issues and working with program teams to input when possible/relevant in their questionnaires and consultations/assessments
  • Support the development of policy positions on the government’s humanitarian response and earthquake reconstruction and rehabilitation plans
  • Assist specific research and policy analysis for programme development on Oxfam’s priority programme theme
  • Ensuring that all the information and analysis collected at the field level is regularly reported and shared with the line manager
  • Assisting in the development of advocacy tools such as letters and reports respecting sign off processes
  • Working closely with the Coordinator to support capacity building processes in advocacy and influencing so that capacity support is provided to partner organisations in a coordinated and logical manner
  • Track and review partners’ progress and financial reports for fund release recommendation when appropriate
  • Keep and maintain files of MAC

ESSENTIAL SKILLS AND COMPETENCE: 

  • At least three years of experience in I/NGOs on advocacy and influencing issues with preferably a Master’s Degree in social sciences
  • Ability to think strategically and beyond the local/country context
  • Sound knowledge of the social, economic and political context in Nepal
  • Excellent teamwork skills and the ability to build good and professional relations both internally and externally
  • Ability to build the capacity of staff and partners to deliver advocacy works
  • Conceptual and analytical skills on what drives poverty in Nepal and ways to change it
  • Understanding of key poverty and development issues and knowledge on the role of I/NGOs in development, humanitarian and advocacy works
  • Analytical and research skills including the ability to communicate complex issues in a simplified manner to a diverse audience
  • Good networking and alliance building skills  
  • Excellent report writing and communication skills with fluency in written and verbal English and Nepali
  • Substantial experience of development works in NGOs.  
  • Sensitivity to gender and diversity issues

Policy and Research Officer

Contract Duration – Fixed term contract until March 2017 based in Kathmandu

Level – D1 

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering

TEAM PURPOSE: To implement Oxfam’s strategic and operational priorities in Nepal.

JOB PURPOSE:  In line with Oxfam’s Country Strategy to work under the leadership of the Policy Coordinator in planning, implementing and monitoring agreed objectives / issues with Oxfam partners.  Participate in and contribute to the development of wider institutional strategy

REPORTING LINES: 

Post holder reports to: Research and Policy Coordinator 

Staff reporting to this post: None 

BUDGET RESPONSIBILITY: None

DIMENSIONS:

  • To commission quality research and develop policy analysis that contribute to Oxfam’s advocacy and influencing works on Humanitarian, Disaster Risk Reduction, Food Security and Livelihoods and Gender. 
  • To manage relationship with Oxfam partners through regular visits and undertake appraisal, monitoring, evaluation, including financial monitoring; and ensure minimum organisational programme management standards.
  • To actively participate in and contribute to all team processes leading to programme development, management and effective functioning of the team s/he is part of.
  • Ensure adherence to Oxfam’s Gender, Diversity and Equal Opportunities policies

KEY RESPONSIBILITIES: 

  • To support in undertaking research and policy analysis.  
  • To lead on primary and secondary data collection and compiling. 
  • To assist in producing quality research report, policy briefs and other publications and develop dissemination plan.   
  • To support and organise various policy forums and workshops. 
  • To represent Oxfam in various events and workshops. 
  • To coordinate and support partner organisations for the implementation of activities as per agreed Project Grant Agreement (PGA).
  • To track progress on implementation of activities, review narrative and financial reports and facilitate timely release of grant to partners  
  • To conduct regular monitoring visits to partner organisations and prepare monitoring report. 
  • To support line manager in developing and finalising programme priorities and for timely implementation of programme activities.

SKILLS AND COMPETENCE: 

  • Bachelor degree, preferably Master degree in public policy, laws, sociology, economics, development studies, rural development and other similar disciplines. 
  • Analytical and research skills including the ability to communicate complex issues to a diverse audience
  • Knowledge of humanitarian, disaster risk reduction, livelihoods concepts and applications.
  • Knowledge of the social, economic and political context in Nepal
  • Excellent communication skills with fluency in written and verbal English and Nepali
