Public Financial Management Strengthening Project (PFMSP)

As part of its efforts to promote good governance in Nepal, USAID are funding the Public Financial Management Strengthening Project (PFMSP), implemented by Louis Berger Inc. The project commenced in August 2016 and will run for a five-year period to August 2021. The goal of the PFMSP project is to enhance the financial management capacity of selected Government of Nepal (GON) ministries and agencies to improve the efficiency, transparency and accountability of PFM systems and practices at the national and subnational levels,” and it is to do so “by supporting the GON’s capacity -building priorities.”

Job Location: Kathmandu

Education Qualification:

  • Bachelor’s or equivalent degree in economics, accountancy, management, education and social sciences.

Job Specifications:

  • Liaise with MoE officials in charge of planning, finance and administration under the overall guidance of the PFMSP focal point in the MoE;
  • Coordinate PFMSP capacity-building activities in the MOE, as well as other support provided to the MOE under the PFMSP for both Component A (LMBIS roll-out in the MoE) as well as Component B (accountancy, procurement, internal control in the MoE);
  • Assist the MoE in detailing and implementing the MoE capacity-building plan to strengthen budgeting and budget execution, including internal control, procurement, accounting and financial reporting: this includes hands-on training assistance on accountancy, procurement and internal control guidelines, assistance in the roll-out of the school accounting manual and system, training for District Education Office (DEO) finance staff, and the development of internal control guidelines;
  • Contribute to the preparation of detailed annual capacity-building plans for the MoE in line with PFMSP objectives;
  • Facilitate local-level trainings for MoE budget units (including decentralized MoE offices and schools) in line with the agreed capacity-building plans; 
  • Assist the PFMSP in liaising and coordinating with other on- and off- budget PFM-related programs and projects in the education sector – including the USAID-funded Early Grade Reading Program (EGRP) program and the multi-donor School Sector Development Program (SSDP);
  • Assist the MoE focal point in financial reporting, including Financial Management Reporting (FMR) on programs with a PFM component, including the USAID-funded EGRP and multi-donor SSDP programs as well as, more generally, assisting the PFMSP focal point in the MoE with the preparation of financial monitoring reports, reviewing audited and unaudited project accounts, and progress reporting on donor programs for reimbursement.
  • Assist the MoE in implementing its financial management manuals (accounting, procurement and internal controls) and the government accounting system;
  • Represent the PFMSP in relevant working groups and meetings, including all SSDP meetings as well as meetings related to the implementation of the MoE’s Financial Management Improvement Plan (FMIP) and the Fiduciary Risk Management Plan (FMAP);
  • Any other duties as assigned by the PFMSP focal point in the MoE and the PFMSP Component Team Leads.

Minimum Requirements:

  • Minimum of 5 years of experience in at least two fields relevant to this assignment. Relevant fields include accounting, economics, internal controls and business processes, project management, public sector finance, planning, financial training. Demonstrated experience in multiple fields will be considered a distinct advantage. 
  • Good communication skills (both verbal as well as written) in English and Nepali.
  • Good knowledge of MS Office software (Word, Excel, PowerPoint, etc.).
  • Ability to work in a multi-cultural environment and good inter-personal skills.
