Monitoring, Evaluation and Research Manager

Support for International Health and Family Planning Organizations 2 (SIFPO2) is a cooperative agreement funded by USAID and implemented by Marie Stopes International (MSI)/Sunaulo Parivar Nepal in 11 districts of Nepal: Sankhuwasava, Siraha, Rautahat, Chitwan, Dhading, Kaski, Parbat, Myagdi, Syangja, Rupandehi and Darchula. The Monitoring, Evaluation and Research (MER) Manager will be responsible for ensuring operation of M&E System of SIFPO2 (of Family Planning Service Strengthening Program). The M&E and Research Manager will closely work with Chief of Party, Senior Project Manager, District Managers and others including MSIN/SPN’s Research Manager to plan and implement M&E and research interventions as guided by project PMP/M&E plan collaborating with USAID, government of Nepal and stakeholders nationally and at district level. The position requires frequent travel to monitor project activities.
Job Description:
Project M & E and Research Planning and Implementation
- Review existing M&E system and M&E Plan in consultation with project team and USAID and make it compatible with project requirements.
- Lead the establishment the M&E system of the project
- Ensure project monitoring, evaluation and reporting from districts follow USAID Family Planning compliance, rules/regulations and requirements.
- Prepare periodic and monthly M & E work plan of the project.
- Implement M & E activities including baseline survey, health facility mapping and assessment, exit client interviews, mystery client interviews, mid-term evaluation and final evaluation in time.
- Train and mentor project district teams and health facility teams on data quality improvement
- Work closely with the district teams to plan and implement M&E and research activities including application of tools and gather data required for the project
- Pilot and implement digital tools including M4QI for the improvement of quality of services and data
- Explore and use other primary and secondary information as required for the program
Project M & E and Research Documentation, Recording and Reporting
- Develop data recording formats and reporting templates based on the requirements of DIP and M & E plan
- Ensure that the M & E and research tools capture appropriate disaggregation of data and all relevant data are collected in time as required for USAID standard.
- Review and analyze the monitoring data and support the project team at support office and districts to improve the performance according to PMP.
- Generate and document learning, best practices and Human Interest Stories and share with project team, USAID and other stakeholders.
- Compile district reports and prepare the project’s M & E reports in time wigh good quality.
- Support Senior Project Manager to prepare project implementation narrative reports [annual, semi-anual, and quarterly as required].
Data Quality Assurance
- Conduct regular monitoring visits to the project areas regularly and provide onsite mentoring to the district team
- Conduct data quality assurance semi-annually or as required by the project
- Lead on data verification and prepare DQA reports disaggregated by districts
- Monitor the progress of disaggregated data of key indicators,analyze the finding, share the finding from the analysis and provide programmatic insight to improve the performance.
Coordination, Partnerships and External Relations
- Represent MSI/SIFPO as a member of technical team as assigned in different forum to share the success/result
- Share project M & E outcomes and learning to partners/stakeholders to complement the project’s purpose
- Foster MSI Nepal/SPN to be well regarded for FP services, including service reach and quality
- Assist to ensure all government reporting requirements are successfully met
- Assist to develop key relationships/partnerships with key groups with government, NGO and other key stakeholder both at a national and district level
Team Management
- Work with District Managers to maximize individual and team performance.
- Support District Managers in performance monitoring of health facilities, and support for monitoring and technical skill development
- Provide technical backstopping to district team members for a more effective program implementation and obtain expected result
- Facilitate the district teams to prepare district M & E reports and make sure that all the districts report to support office in time.
Job Specification:
- Master’s Degree in public health, biostatistics/statistics, or social sciences with strong academic health background.
- Knowledge of USAID funded project’s M&E system
- Knowledge of family planning related indicators
- At least 5 years of M&E and Research experience in public health, preferably in family planning :
- Establishing M&E system of large scale projects, preferably funded by USAID
- Developing and implementing M&E and research tools to measure successful project delivery and increase efficiency and effectiveness
- Producing high quality M & E reports
- Experience in developing M&E strategies, plans, research designs, and data analysis and providing evidence-based insight to program team and stakeholders
- Experience in community facilitation and training with an emphasis on participatory approaches
- Building external relations across different sectors working in FP in Nepal
