It aims to support active community mediators, help better coordinate the field of community mediation and raise awareness about community mediation at the grassroots, district and national level. Job Description:

Job Title: Monitoring and Evaluation Officer 

Project: Advanced Technical Assistance to Improve GESI-sensitive Community Mediation Policy and Practice in Nepal

Location: Kathmandu with 40%  field visit in project sites.

Duration: 2 Years

Reporting to: Program Director- CMS; Donor Agency 

Job purpose: To establish an effective monitoring and information system in the project and ensure that the database system is well updated, monitoring plans and  reports are timely followed up and prepared.

Under direct supervision of the Program Director and the donor agency, the Monitoring and Evaluation Coordinator is responsible for monitoring and evaluation of results and impact of the CMS projects. In addition s/he promote accountability for resource use and document, provide feedback on and disseminate lessons learned.In accordance with CMS-N policy and procedures, the incumbent will:

Roles and Responsibilities

1. Compliance to policies, rules/regulations and guidelines

  • Adhere relevant policies, rules, regulations and guidelines of CMS-N and donor agencies.

2. Project Management and  Implementation

  • Ensure proper establishment of monitoring and database system of the project;
  • Coordinate with team members and facilitate the process for the development of the yearly plan of operation, semi-annual and annual progress reports including other statutory reporting (monthly reporting and workplan) and updates as per the donor requirements etc;
  • Ensure that planned results/ deliverables are achieved as per the project timeline; 
  • Ensure smooth operation of the project by providing technical support in monitoring and evaluation part to the team members and the partner organizations; 
  • Ensure that the disagreement/disputes are properly handled, and lesson learned are well documented.

3. Project Monitoring, Evaluation, Documentation and Reporting 

  • Ensure that the monitoring plans and  reports are timely followed up by all concerned;
  • Monitor the implementation of project activities through regular field visits, interactions with staff, partners and primary stakeholders and collect relevant information; 
  • Facilitate to organize quarterly, annual review and planning meetings with partners and other stakeholders as appropriate in coordination with project team based in 12 CMS district chapters and local partner;
  • Compile monitoring data, analyze them, assess the project progress and document them as required for various purposes; assist Program Director  to review project strategies and devise strategies and approaches as required;
  • Prepare case studies, monthly, quarterly, and other reports as required;
  • Assist Program Director and Program Officer to deliver quality reports (quarterly, semi-annual, annual reports) on time as per the donor requirements; 
  • Ensure proper documentation of project experiences, data, good practices, case stories, challenges and lessons learned; 
  • Ensure the good practices are dissiminated in various forms;
  • Ensure and assist for periodic evaluation of project/activities as mentioned in the project document; . 

4. Coordination, Representation and Networking

  • Maintain good relationship within the team, in house projects/staff, partnerships and stakeholders to contribute in achieving the goals and objectives of the project;  
  • Support for the development of networks, including liason with donor agency and other coordination activities to all concerned stakeholders at different levels;
  • Coordinate and network with relevant stakeholders for smooth implementation of the project at VDCs and Municipality.

5. Other Specific Responsibilities

  • Professionally active and ready in any other mutually agreed tasks assigned by the project management team.

6. Others

  • Support for any other tasks as requested by the ProgramExecutive Director as per need and   requirement of the project.

7. Academic Qualification, Experience and Competencies

a. Academic Qualification and Experience:

  • Master degree in a relevant field. Minimum 3 years of working experience in monitoring and or database management; 
  • Skills in the development of knowledge products will be an added advantages.

b. Required Professional and Social Competency:

  • Experience establishing monitoring and information system;
  • Field monitoring experience with feedback in the project cycle to achieve outcomes and outputs of the project;
  • Experience in writing quality project reports with report formatting skills;
  • Good knowledge of statistical tools like SPSS and using them to analyse data as required by the project;
  • Energetic and having passion for peace-building activities;
  • Sensitivity towards issues related to gender, social equality, and poverty alleviation.
  • Understanding of conflict sensitive programme management;
  • Understands principles of good governance;
  • Result oriented personality/maintaining deadlines;
  • Excellent interpersonal, intercultural competencies;
  • Fluency in Nepali and English, both written and oral;
  • Excellent analytical and knowledge management skills.
